4 Comparison of Support Systems available to minority communities in different partnership countries Ireland very well worked out social system, huge quantity of state and private institutions to support unemployed people and marginalised communities, a high degree of counselling supports available,a high degree of quantity of social benefits leading to a financial expensive social system for the Government. Poland - concentration of Labour Office mainly in relation to intermediate jobs, very good counselling system in place under the participation of University educated psychologists in each Labour Office. Turkey central managed employment system practically under the state organization control, very well organized system of technical education, a huge amount time devoted to the development of enterpreneurial subjects and accession to European Union. Czech Republic - after the reorganization of Labour Offices in the Czech Republic there is not enough time for mediation and counselling activities, quite shortage of specialists (psychologists), non-quality education system with a much reduced early school leaving in comparison to other EU countries., expensive and non-motivated social system. 5 Further future co-operation, ideas, proposals how to continue in mutual co-operation Huge amount of valuable information from the partner countries have been documented and be used and evaluated in the next project. Very good professional and personal relationships have been established between all partners which is the reliable base to continue working in the future. The topic theme across Europe is NEET s - young people aged between 15 and 29 years who were not in employment, education or training. There are 14 million in all, throughout the Europe. 10 New programme, new challenges The world has changed! We are currently experiencing one of the most tumultous economic periods of our time. The European market has changed! The numbre of high skilled jobs is growing while the number of low-skilled jobs is decreasing. New skills for new jobs! By 2020 nearly 35% of all jobs will requite high skills, innovation capacity and the ability to adapt.
