3 Construction sector in Croatia A significant number of craftsmen are not familiar with the legislative related to EE. Presently, there are no either organized lifelong education programmes offered or schemes for licensing workers and craftsmen in terms of works related to enhancing energy features of buildings. The skills required for a quality performance of near-zero energy buildings are rarely found among construction workers. 3

4 Construction sector in Croatia Lack of motivation for lifelong education The market still does not require either specialist training or separate licensing of construction workers so there is not any motivation on the part of workers and employers for investing additional funds in training. The overall number of workers (43 700) to be trained in the field of EE and RES has been assessed 4

9 Project objectives: Development of comprehensive training materials and training curricula for 6 priority building professions: bricklayers, plasterers, roofers, carpenters, house-painters and prefabricated construction fitters 9

10 Project objectives: Establishment of 6 training schemes and accreditation of training providers will enable systematic approach to lifelong learning of the Croatian building workers, regardless of their previous education and skill levels. Establishment of a national certification scheme for 6 priority professions will enable proper market evaluation of the qualified workforce and help to increase demand for skilled workers. 10

11 Project objectives: Mutual multi-country recognition of Croatian certification and training schemes will enable greater mobility of Croatian workers and Europe-wide recognition of qualifications. Sustainability plan will ensure institutional and financial conditions for continued implementation of the workers training & certification schemes until 2020 and beyond, and ensure ownership of the schemes by the key stakeholders. 11

12 Methodology Develop 24 different training modules for each of 6 priority building professions identified by the National Roadmap and 4 modul level Strengthen capacities of the initial base of trainers Training of trainers Set up the future national certification system which can enable market evaluation of the qualified on-site workforce for energy efficient building - Accreditation and training system 12

13 Methodology Pilot projects - testing the developed training materials Develop a sustainability plan for the continued implementation of the qualification and training schemes Communication and marketing 13

14 Expected results: At least 1200 educate and certificate workers for energy efficiency building At least 10 accredited training centres and 200 educated trainers across Croatia Verified comprehensive training programs in the field of energy efficiency for 6 priority construction professions Functional national programs for certification of workers and accreditation of training providers in the field of energy efficiency for 6 priority construction professions at Croatian Chamber of Civil Engineers Mutual recognition of the training and certification schemes in the field of energy efficiency in the construction in other European countries 14
