3 Sectoral Expert councils project experience What they are? What did they do? How did they do?

Story behind SECs 2005-2007: ESF project on developing methodology for quality improvement of VET and on involvement of the social partners.

4 Story behind SECs : ESF project on developing methodology for quality improvement of VET and on involvement of the social partners. 2009: National Conception on Raising Attractiveness of VET and social partner participation in quality assurance of VET which foresaw establishment of SECs : ESF project on developing sectoral qualifications framework and improving quality and effectiveness of VET 12 SECs were created and participated in activities.

23 Further work Finalise discussions and adopt new Regulation. Establishing SECs formally according to the new regulation Developing plan of work to support completion of VET reform (updating/developing OS, exams, programmes, promoting WBL). Coordinate and do the work.

24 Further discussion needed SEC sustainability and financial viability? Need for new SECs? Involvement in higher education!

25 Conclusions

26 Conclusions EU funded projects can be successfully used to develop and implement education reforms. Good to have a clear plan with clear responsibilities and funding. Strong committment and involvement of social partners is needed, at the same time support of competent public institutions is needed. Finding solutions/ taking responsibility for human resourse development on the «grassroots level» is efficient, if it is promoted and supported by the ministries.
