7 2014 Annual Growth Survey - current Europe 2020 challenges for E&T Education, training and skills are drivers for growth, jobs and competitiveness but face these challenges: adequate skills and lifelong learning to respond to the ageing of the workforce; "skills policies" development to support job creation in specific areas with high job opportunities (including the digital sector); improving the education and skills performance; the headline targets for tertiary education and early school leaving; serious lack of (basic) skills of the EU workforce (literacy, numeracy and ICT), which reflects the outcome of PIAAC; the investment in the modernisation of education and training systems, including lifelong learning. 8 General Approach of the ET 2020 High-quality pre-primary, primary, secondary, higher and vocational education and training are fundamental to Europe's success, Lifelong learning (principle) needs to be a priority: A key to employment Economic success Allows people to participate fully in society Each Member State responsible for its own education and training systems BUT countries can benefit from sharing experiences. EU level policies are designed to support national actions and help address common challenges such as: ageing societies, skills deficits among the workforce, and global competition. Date: in 12 pts
9 ET 2020 Benchmarks at least 95% of children between the age of four and the age for starting compulsory primary education should participate in early childhood education; the share of 15-years olds with insufficient abilities in reading, mathematics and science should be less than 15% (PISA); the share of early school leavers from education and training should be less than 10%; the share of year olds with tertiary educational attainment should be at least 40%; an average of at least 15 % of adults (age group 25-64) should participate in lifelong Learning.
