Short title and commencement. (1) These Regulations may be called the Continuing Dental Education Regulations, (2) They shall come into force on the date of their publication in the Official Gazette.

In this Regulation, unless there is anything repugnant in the subject or context, (a) (b) CDE means, any activity in terms of lecture, demonstration, hands-on experience, training for dental professionals and para-dental staff resulting in imparting, improvement, enhancement, accentuate and advanced knowledge affecting knowledge, skill and attitude of dental professionals for the betterment of patient care and professionalism. CDE providers include all DCI/MCI recognized teaching institutions having Dental Departments, Government Bodies, Armed Forces. CDE providers such as professional associations and national specialty organizations, will need to apply to the DCI/State Dental Councils for award of CDE points for meetings and conferences held under their aegis and this approval will be valid for a period of 5 years, subject to review. 3. Logistics and management of Implementation of CDE programs The core objective of the CDE is to enhance the skill and attitude of dentists for the betterment of patient care and professionalism thus it should preferably be held in academic environment, convenient to the participants in terms of timings, fee etc. 4. Types of CDE programs CDE will be considered valid if it results in imparting, improvement, enhancement, accentuate and advanced knowledge of dental professionals in any one/more/all of the following format (i) (ii) Lectures Lecture should be in some presentation software viz power point, keynote, OHP etc. Lecture cum demonstration Demonstration should be on typodont teeth or extract teeth (iii) Live demonstration on patients - will be only done by registered dental surgeons * (iv) Simulation training (with lecture) (v) Video conferencing (vi) Webinar (vii) Video Lectures with moderator (viii) Any hands-on activity for skill enhancement. (ix) Any other mode which impart, improve, enhance, accentuate and advance knowledge and skill of the professionals as may be prescribed and accepted by the DCI from the time to time. * registered with any of the State Dental Councils. A foreign faculty has to have a temporary registration from the Dental Council of India u/s 34 (2)(b) 5. Continuing Dental Education/Dental Education In India In Global Perspective,: 5.1 The demographic profile of India is transitioning to a low birth, low death rate with the population set to plateau at 1.6 billion. The age related profile of the population is set to change by 2025 with a decrease in the group below 15 years of age but with a proportionate increase in the adult age groups up to 60 years and above 60 years. The changing demographic profile is necessarily accompanied by changing disease patterns, increasing levels of education and health awareness, mere health spending by the Individual as well as the government. The patient centered and evidence based model of health care is becoming apparent in the Indian Context. The emergence of India as one the lead power house of economic growth and development in a globalized economy has led to a critical appraisal of the dental health care and educational scenario both from the public as well as the policy planners and the apex regulatory body, the DCI. 5.2 While the Dentist population ratio has been steadily improving due to the exponential growth of Dental Institutions of higher learning, the rapid pace of technological and scientific advances, the looming threat of HIV/AIDS, Hepatitis and risks of cross contamination in the dental clinic clearly mandate a system of continuing dental education to keep the Dental practitioner aware in terms of current knowledge & skills, thereby enhancing standards of care as well as projecting the Indian Dental Education and health care system onto a global model. 6. Implementation of a point system for continuing dental education 6.1 There should be a CDE credit point system for dentists in India and each and every dentist shall inform the respective State Dental Council from time to time otherwise, it would amount to a violation of the provisions of Revised Dentists (Code of Ethics) Regulations, 2014.
8 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III SEC. 4] 6.2 Each and every dentist shall have to secure a total of 100 credit points within a period of every 5 years, provided a minimum of 20 credit points and a maximum of 25 credit points per annum. Out of the 100 credit points in five years, twenty credit points shall be earmarked for the following mandatory topics (five credit points for each topic) : (i) (ii) (iii) (iv) Asepsis, infection control and waste management including NACO protocols Dental jurisprudence & Ethics, CPR and basic life support. Dental Practice Management 6.3 A grace period of one year may be awarded to a dentist, who has secured at least 75 CDE points in the allotted time of 5 years, for securing requisite mandatory 100 CDE points, if he/she could not obtain the same within stipulated time period, due to any reason. However, obtaining less than 75 CDE points by a dentist in any 5 years block will be considered as an unethical act and will be considered accordingly. 7. Award of CDE points 7.1 The credit points shall be awarded as follows: (i) Full day lecture or conference (6 hours) 6 CDE points (ii) Half Day lecture or workshop (3 hours) 3 CDE points (iii) Evening product introduction/lecture business meeting (60 minutes) (iv) Webinar with 60 minutes with Q&A (points for webinar will be given only after answering the question) (v) Video Conferencing with 60 minutes (only during the conference) (vi) Video Lecture with moderator with 60 minutes 1 CDE points 1 CDE point 1 CDE point 1 CDE point Note: (i) One credit point shall be equivalent to one hour of CDE programme in (ii) (iii) conformity with prevailing international norms. The maximum limit of credit points per day is 6, even if the program goes beyond 6 hours. Seminars/workshops conducted in an approved/recognised dental college by Dental teaching faculty with PG qualification, will also be considered for awarding CDE credit points 7.2 The speakers are eligible to obtain double CDE credit points. 8. Exemptions 8.1 Dentists above the age of 65 years. 8.2 Dental teaching faculty with MDS qualification working in a Dental College imparting Post- Graduate degree dental education and having more than 15 years MDS teaching experience in any recognised dental college. 8.3 PG Students during the period of their course.* 8.4 One year exemptions given for pregnancy and child birth** 8.5 The period of serious medical condition*** in respect of any dentist has to be exempted by the respective State Dental Council for considering any block year of 5 years. *Maximum 60 credit points may be reduced depending on the period of the Course. ** 20 credit points may be reduced. ***Serious medical condition shall be duly certified by the competent Government Authority of the State.

Accreditation of National & International Speakers (Speakers Bank) 9.1 CDE will be conducted by accredited speakers duly approved/registered with Dental Council of India / State Dental Council to conduct CDE programmes. 9.2 Speakers (including the teaching faculty in the educational institutions) shall make an application to the DCI / State Dental Council furnishing their CV S, Lecture details and the CD (of live lectures) alongwith Good Standing Certificate from the State Dental Councils to DCI / State Dental Council for the needful. 9.3 Accreditation of the speakers would be done by the Committee appointed by Dental Council of India / State Dental Council. 9.4 CDE points will be allotted only to programmes conducted by the DCI / State Dental Council accredited speakers. 9.5 Declaration of disclaimer for any commercial, industrial or promotional interest. The provisions of 8.15 of Revised Dentists (Code of Ethics) Regulations, 2014 may be referred to in the matter. 10. System of assessment of CDE credit points 10.1 It would be the responsibility of the CDE provider/s conducting the programme to ensure that only valid professionals who have attended the CDE activity in full, are allotted CDE credit points. The organization may adopt any of the following measures for prompt allotment of credit points: Bar Code at Entry and Exit level Speaker will be given a code at the beginning and end of the lecture. The code envelope shall be opened just before the lecture One observer appointed by the concerned State Dental Council shall be present during the programme. The observer shall put his/her signature on every CDE certificate for the validity The Organization shall submit the entire data of the attendees to the State Councils within a month of the programme, otherwise the allotted CDE points will not be valid. Simultaneously, the State Dental Councils would also ensure proper assessment of CDE points (preferably online) as above and would develop a mechanism for the same. The information would be in format: Sl. The State Dental Councils are advised to electronically update the database of the CDE for its successful implementation. A random audit system would be used to monitor the implementation. 11. Role of Dental Colleges as CDE providers All the DCI recognized dental Institutions are advised to set-up an independent department for Continuing Dental Education manned by a designated faculty, to work as nodal centers for CDE activities for the concerned State. The colleges are advised to conduct at least one CDE program of clinical interest every quarter including essential areas viz. Professional Ethics, Bio-medical Waste Management, Infection Control, Basic Life Support System, Radiation Hazard Prevention, NACO
10 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III SEC. 4] protocols etc. Moreover, the dental college shall conduct at least two free of charge CDE programs in a year. 12 Distance mode / Online mode of Continuing Dental Education The Dental Council of India AND State Dental Council would develop an Institute based online CDE programmes on basic and emerging areas and CDE point for them will be decided by DCI / State Dental Council accordingly. 13. Certification for those who complete certain number of hours in a particular year 13.1 The State Dental Council will issue a certificate of attendance to the attendees, as per the approved CDE activity. The Certification is only for a testimonial for attendance and CDE points. The CDE activity shall not be projected as diploma/mastership/postgraduation/fellowship/perceptorship/assistantship. The Certificate should not carry any international/national Logo or name etc CDE points accrued by virtue of international institutions and valid Organization, approved by DCI, may be construed as valid CDE points by State Councils In case of an Indian Association/Institutions holding conference outside the country, the CDE points will be given by the concerned State Dental Council where the Secretariat of the said Association/Institution is situated. 14. CDE Certification guidelines for State Dental Councils and Institutions The specimen design of the certificate is as follows:- Note: The sponsors name or logo shall not be printed on the certificate 15.
