1 MINUTES OF THE IHSA BOYS/GIRLS VOLLEYBALL ADVISORY COMMITTEE MEETING December 2, 2010 The IHSA Boys/Girls Volleyball Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Thursday, December 2, 2010, beginning at 10:00 a.m. Committee members present were: Thomas Wiemann, Principal, Chicago (Luther North); Deborah Ofcky, Assistant Athletic Director, Winnetka (New Trier); Paul Linden, Athletic Director, Wheaton (St. Francis); Stacy German, Girls Coach, Fulton (H.S.); Erin Leichty, Girls Coach, Casey (C-Westfield); Barb Crist, Girls Coach, Quincy (Sr.); Tony Phelps, Girls Coach, Benton; Melinda Bond, Official, Orangeville. IHSA Assistant Executive Director Stacey Lambert and IESA Assistant Executive Director Julie Cochran were also in attendance. TERMS AND CONDITIONS RECOMMENDATIONS: 1. Revise Girls II. A. 1, 2, 3, and 4 Recommendation: Class 1A-4A regionals shall be played on Monday, Tuesday, Wednesday, and Thursday of week 17 based on the IHSA standardized calendar. The schedule is as follows: 1. Seven Team Regional: The upper portion of the bracket s preliminary/quarterfinal contests shall be played on Monday, October 24, The lower portion of the bracket s preliminary/quarterfinal contests shall be played on Tuesday, October 25, All semifinal contests shall be played on Wednesday, October 26, 2011 with the championship occurring on Thursday, October 27, Five/Six Team Regional: Preliminary/regional quarterfinals shall be played on Monday, October 24, 2011 with semifinal contests on Tuesday, October 25, 2011 and the regional championship shall be played on Thursday, October 27, Four Team Regional: Teams shall play their semifinal matches (matches 1 and 2) on Tuesday, October 25, The regional championship shall be played on Thursday, October 27, Rationale: No other comparable state series competition places unfair advantage to a majority of participants by having lower seeded teams required to play two contests in one evening. Too many combined quarterfinal/semifinal evenings were starting well past 8:00 pm on school nights. Concerns over proper administrative oversight was lacking when regional championships were played on same day as first round of football playoffs.
2 2. Add Girls II. A. 5 Recommendation: Class 3A/4A Regional Preliminary/Quarterfinal games within the sectional complexes shall be hosted at the site of the higher seed. Rationale: This could help to eliminate travel for some schools in the Chicago-land area for those schools playing in the regional preliminary/quarterfinal games on Monday/Tuesday. Assumption that crowd sizes would also be larger for quarterfinal matches if played within this format was also considered. 3. Revise: Girls VI. B. 1 Recommendation: If necessary in a regional preliminary/quarterfinal with 3 matches which need to be played on one night the time schedule shall be 5:30 pm, 6:30 pm, 7:30 pm. In a regional tournament that has 2 matches played on one night, the time schedule is 5:30 pm and 6:30 pm. The Thursday Regional Championship will be played no sooner than 6:00 pm. Rationale: This could help get games played and over earlier on those school nights and allow proper allotment for travel. 4. Revise: Girls VIII. F and Add: Boys VIII. A. Recommendation: Line judges will use flags in all state series. Flags will be optional for line judges during the season. Demonstration of proper flag techniques will be added to and outlined in the official s rules video. Rationale: Flags help officials see the call quicker and easier and it is an easier way for line judges to get the attention of the official 5. Revise: Girls VIII. F and Add: Boys VIII. A. Recommendation: Line judges will be assigned by the IHSA for all state series competition. Line judges must be licensed officials and should be dressed in proper attire. Rationale: Line judges are an essential part of the officiating crew and are becoming increasingly hard for regional hosts to secure. Therefore, schools are resorting to using people from stands who don t know volleyball or they re forced to use students who are put in a tough position. No other sports state series allows potential non-certified individuals to potentially play in the outcome of contests. Please see the next recommendation. tabled
3 6. Revise: Girls XI. A and Boys XI. A Recommendation: Line judges shall receive a fee higher than $10.00 and one that is more competitive, but less than what the floor officials make. Rate should not be too high to devalue the essential nature of the floor officials. Rationale: Line judges are an essential part of the officiating crew and are asked to make tough decisions that determine the outcome of the game. If the IHSA is assigning line judges they will need to make a more competitive rate when compared to the floor officials. tabled 7. Add: Girls VIII. E and Boys VIII. D Recommendation: It is recommended that a 2 minute shared warm up time is added before the warm ups. The two minutes shall begin immediately after the coin toss. Rationale: Between matches in a state series, there is no time to warm up arms and bodies for safety outside of the gymnasium. Intent is to limit injury prior to hitting and receiving drills. This would allow both teams to share the court for 2 minutes of stretching. 8. Add: Girls IX. S. and Boys IX. Q. No Artificial Noisemakers Recommendation: All artificial noise-making devices shall be excluded from the gymnasium. The use of band instruments shall be limited as explained in E above. See National Federation Rules Book Rule 1 Section 8. Tournament managers should not permit spectators to bring megaphones into the gymnasium for cheering purposes. Cheerleaders may use megaphones for cheering purposes. Rationale: Emphasis of a rule in the federation rule book and consistency with other sports Terms and Conditions. Administrative Recommendations: 1. Recommendation: The committee requests that the Board of Directors review the girl s volleyball state finals. The committee would like to investigate the possibility of seeing the tournament split up over 2 weekends, which would parallel girls basketball and softball. Rational: The committee felt that having the 1A/2A and 3A/4A tournaments on separate weekends would help make the days shorter for those who have to wait to play. They felt the IHSA could also look into possibly moving the 3A/4A state finals further north.

Recommendation: The committee requests that the Board of Directors review the girl s volleyball state finals and consider eliminating super sectionals and adding 8 teams to the state finals Rationale: The committee felt that this would create larger tournaments it would also make the Elite 8 more special for those teams who make it to that point. 3. Recommendation: The committee recommends that for the Girls Volleyball the season summary forms be due on Tuesday of Week 14, seeding must be complete by noon Thursday of Week 14. Rational: Currently the season summary form is due Wednesday of Week 14 with seeding being completed by noon on Thursday of Week 14. During the 2010 Girls Volleyball season, seeding participation was extremely poor, the committee felt that giving coaches an extra day to seed might help increase participation. ITEMS OF GENERAL DISCUSSION: 1. Committee reviewed 2009 Minutes 2. Committee discussed colored balls to be used in state finals and regular season. Asked Stacey to check into what surrounding states have gone to. No action was taken. 3. Committee discussed changing practice time schedule at state finals so opponents were not together for practice. No action was taken. 4. Committee discussed requiring the exchange of game tapes after the super sectional game with other 3 schools in their class. No action was taken. 5. Committee discussed Volley for the Cure, Catholic schools can t participate due to IHSA contract with Susan G. Komen. Could we open up contract to say funds can go to Susan G. Komen or American Cancer Society? If so can Volley for the Cure still be used? Stacey to follow-up and provide committee with response. 6. Committee discussed hotel costs for hotel room blocks at state final. Hotels costing $110 per night is too much for schools in this current economy. Stacey to follow-up and provide committee with response. 7. Committee discussed numbers on warm up tops and officials being able to do preventive officiating. Concern from officials that they cannot check uniforms or rosters legality. Suggested to make it a point of emphasis for the online rules video. 8. Committee discussed changing sides of the net between games due to opposing fans sitting behind the visitor s benches. No action was taken. 9. The committee discussed boys volleyball regional and sectional schedule and thought about spreading it out. Item was tabled for discussion until after the 2011 Boy s State
5 Finals. Discussion needs to occur prior to advisory committee meeting in order for potential action to not be put off for two-years. 10. Top 15 list, like to do when season is done when season is fresh in mind, but doesn t register it and always gets lost. Nice to be able to do it after the season from the end of the season for the next year when the season is fresh in mind. If a school has a new coach they have no way of knowing who was top last year. Stacey to follow up with Scott Johnson and report back to advisory committee. 11. Committee discussed how to grow attendance at round table at State Final, this year at girls no one attended. It was discussed it might have outlived usefulness at state finals. Make comment page for coaches to fill out during seeding, must seed to comment. Recommended comment box included during online seeding to provide recommendations/feedback/future proposals to the IHSA advisory committee. 12. Committee discussed online rules video process. Concerns were expressed on, how to get people to watch the video more attentively. And if seeding and rules were better in person. No action was taken. 13. Seeding box to check where you rank yourself in comparison to the other schools you re seeding.
