1 Memorandum To: District Superintendents and Charter School Leaders From: Beth Scioneaux, Louisiana Department of Education Date: June 14, 2017 Re: Federal Preliminary Allocations The federal Every Student Succeeds Act, or ESSA, is in large part a funding law that describes how states and school systems are to target funds appropriated by Congress to meet students most pressing needs. As with any reauthorization of the federal law, it entails changes in the formulae that determine how funds are distributed. Louisiana Department of Education (LDOE) staff, LEA federal programs managers, and school business officials began communicating regarding funding formula changes in the law starting in August Those communications intensified during regional meetings in January and February, culminating in presentations at LASBO and LASAFAP conferences in March. This memorandum is meant to summarize changes in the law and their implications for superintendents and charter school leaders, building on newsletter communications May 2, 2017 and May 30, How federal allocations are calculated Congress approved funding levels for the school year in May 2017 (you can find the newsletter summary of this here), including an increase to the overall amount of Title I and IDEA funding awarded to states, a reduction of overall Title II funding, stagnant Title III and Perkins funding, and the addition of a new Title IV grant. The total amount of federal education funding awarded to Louisiana LEAs is projected to increase from the school year to the school year. However, the amounts available to each LEA will vary from past years due to changes in the law s formulae for distributing funds. The list below outlines the steps involved in calculating each LEA s awards for federal funds: 1. Congress appropriates an overall amount of funding within each title program (May 2017) 2. The U.S. Department of Education applies the ESSA funding formula to determine the allocation for each state and provides each state an initial award (May 2017)

2 3. The LDOE receives the initial Louisiana grant award for each title program and applies the ESSA funding formula to determine the amount allocated to local school systems (June 2017) 4. Because USDOE will provide a final, full grant award in the fall, the LDOE initially provides only percent of the anticipated final allocation in egms (June 2017) 5. Final, full allocations are available in egms in January and will account for the updated Oct 1 student count and Louisiana s final grant award. The spreadsheets the appendices of this memo include a comparison of the final award, the initial award, and the preliminary percent of the award published in egms for every LEA (January 2017) At present, LEAs have received in egms a preliminary allocation of percent of their anticipated final federal allocations. The attached spreadsheets indicate both the preliminary percent calculation and the anticipated full allocation for each LEA for and for You can use these charts to see how your LEA allocations compare at different stages of the process from one step to the next. Frequently raised questions or concerns 1. egms is not allowing me to create an ESSA Consolidated application. This is an issue of online security. A simple step will fix it. Because ESSA Consolidated is considered a new application in the electronic Grants Management System (egms), an LEA security coordinator needs to grant individual staff access for any staff person to enter data into the application. 2. Why is my LEA s IDEA preliminary allocation lower than its final allocation for ? There has been no change to the methodology of distributing IDEA funds. The allocation available in egms is based on 90 percent of the initial local allocation for reasons listed above. Therefore, it is highly likely that it is lower than the full allocation you received last year. Ultimately, your full, final allocation will be awarded in January. Any full allocations that reflect a decrease from the prior year are based on a decrease in the student count from October 2015 to October Why is my LEA s Title I preliminary allocation different from its final allocation for ? The amount of Title I funding for schools and school systems is increasing in The total amount of unrestricted funding that flows through to LEAs is increasing by $8.7 million. An additional $22.1 million will be available in competitive grants for schools requiring comprehensive or urgent intervention. As indicated in the Title I comparison chart in Appendix A, most school systems received in increase in the initial allocation over their final amount.

3 The allocation available in egms is based on 95 percent of the estimated full local allocation. If a school system s Title I funding currently listed in egms is less than the Title I final, full award, it is a result of the 95 percent calculation process, a reduction in the census count used by the USDOE to determine the local allocation, or both. In , schools systems will access Title I funds on the following timeline: 1. Submission of Title I budgets within the ESSA Consolidated Application in egms to budget for 95 percent of the award (June) 2. Submission of competitive applications for schools requiring comprehensive or urgent intervention (fall release; winter award) 3. Louisiana receives the final Title I award and makes adjustments in egms to allocate the full award (January 2018) 4. Submission of applications for schools requiring comprehensive or urgent intervention (winter release; spring award) 4. Why is my LEA s Title II preliminary allocation different from its final allocation for ? The Louisiana Title II award decreased from $50 million to $46.2 million, which accounts for a small portion of the difference in local allocations between this year and last year. However, please note that funding available in egms is also only 90 percent of full funding. This also may account for a perceived difference between the allocation in egms at present and the final, full allocation for Note also, however, that the Title II allocations are impacted by the significant changes to the Title II formula under ESSA. The Title II formula under NCLB included a provision that required a minimum award for every LEA. After the distribution of these minimum awards, which accounted for more than 90 percent of the total Title II state allocation, the remaining funding was allocated according to a weighted formula. Therefore, LEAs largely received a flat rate allocation under Title II in the past. Funds are now distributed on a weighted basis under the federal law. This accounts for most of the discrepancy between previous allocations and allocations in LEAs. 5. When will LEAs be able to access the Title IV Student Support and Academic Enrichment Grant allocations in egms? The LDOE anticipates the allocations for the new grant will be available in egms this Friday.

4 6. How does the budget proposal recently released by President Trump impact these allocations? The executive budget proposal released by President Trump recommends education funding levels for the , but it is only a starting point for Congress, which must approve a budget of its own creation by September 30, The President s proposal has no impact on funding levels.
