3 Constitution Article I Name and Purpose This organization shall be known as the Capital Athletic League, a member of the Sac- Joaquin Section of the California Interscholastic Federation. The purposes of this organization are as follows: 2.1 To direct and control the interscholastic athletic programs of the schools which belong to the Capital Athletic League 2.2 To direct and control all other activities related to athletics, such as teams to be fielded, length of season, number of games, admission prices, playoff procedures, etc. 2.3 To identify the responsibility for the administration and supervision of the individual schools' league athletic programs. 2.4 To be responsible for all rules and regulations related to league athletics. No other activities are permitted that are not duly recognized by the California Interscholastic Federation. Section 4. It shall be understood that league rules may be made which regulate more strictly than section rules, but may never be designed to make section rules less restrictive. Article II Membership The Capital Athletic League, hereinafter referred to in the constitution and by-laws as the CAL, shall be comprised of those high schools which are assigned to the CAL by the Sac- Joaquin Section Board of Managers: Capital Christian High School, Christian Brothers High School, Del Campo High School, El Camino High School, Rio Americano High School, Sacramento High School and Vista Del Lago High School. Additional membership to the CAL, request for withdrawal, or realignment must have the approval of the Sac-Joaquin Section Board of Managers. League membership is determined by the Realignment Committee with the approval of the Board of Managers at a Section Meeting. The realignment is for four years. Selection of Officers Article III Officers 1

4 1.1 The league shall select from its members, on an alpha rotation by school, a president who will serve a two-year (consecutive) term of office. The president shall be a principal of a league school. The newly-elected president will assume the duties of the office at the conclusion of the May meeting. 1.2 The league commissioner will be hired by the membership to assist in conducting league business. The salary shall be established by the league. Duties of the President 2.1 The president or designee shall preside at all meetings, appoint all committees in each sport, and perform such other duties as are usually required for a presiding officer. 2.2 The president shall, when the league representatives are not in a regular session, interpret the Constitution, by-laws, and rules of the CAL. 2.3 An administrator or Athletic Director will serve on the Sac-Joaquin Section Board of Managers.The Board of Managers appointee will be selected on an alpha rotation by school every two years. The Board representative will attend all Sac-Joaquin Section Board of Managers Meetings. Duties of the League Commissioner 3.1The league commissioner shall keep a complete record of all business of each meeting, carry on all official correspondence, and notify all schools of meeting dates at the direction of the president. 3.2 The league commissioner shall receive and account for all money paid into the CAL treasury, pay all bills, and submit quarterly written reports showing receipts and disbursements and the balance on hand. 3.3 The league commissioner shall be responsible for all authorizations and expenditures of CAL funds for trophies, medals, ribbons, and awards of any kind. 3.4 The league commissioner will attend the Sac-Joaquin Section Board of Managers Meetings. Article IV Meetings The president shall call meetings of the Capital Athletic League in August, January, April, and May. The meetings will rotate and be hosted on an alpha schedule. A quorum necessary for the transaction of league business at any regular or special meeting called by the president shall be representation from four schools of the league. Special meetings of the league may be called at the discretion of the president. Section 4 Section 5. Written notices and agenda of each regular or special meeting will be distributed to member schools by the league commissioner prior to each meeting. Written notices, and/or minutes of each regular and/or special meeting will be mailed to the principal and athletic director of each league school by the league commissioner within one week after each meeting.

5 Section Stipulations of the "Brown Act" will be adhered to in conducting meetings of the CAL and will include the following: Notices of the meeting must be posted in plain view and accessible at all times at the school of the president of the CAL at least seventy two hours prior to the meeting An item to be discussed and acted upon in the meeting must be on the printed posted agenda (unless legitimately classified as an emergency) Members of the public must be given the opportunity to address the league The public will be limited to three (3) minutes per speaker per issue All meetings are to be "open" except for limited exceptions to be determined by the league. Section 7 In the event of violation of league rules by any member school or schools, the league shall meet and decide each case on its own merit as prescribed in Article VIII. Article V Representation Each league school should be represented by a principal or designee and an athletic representative (may be a shared position). Voting privileges are as follows: each school shall have one vote by the principal/ designee and one by the athletic representative (may be shared). A new school(s) will be permitted to vote at the first league meeting following realignment approved by the Board of Managers. Article VI League Financing An assessment fee per school year determined by the adopted league budget shall be paid by each member of the CAL by September 20 of each year. The admission prices for all levels of athletic competition shall be established by the league. The league budget will be approved at the August league meeting every year. Article VII

6 General Rules for All Sports Half-time entertainment may be provided by the host school unless the two competing schools wish to agree to other arrangements. Schedules for all sports are to be drawn up by the commissioner. Schedules are composed of a two year format. In the second year, the schools switch home and away. When the new two year cycle begins the last game of the previous two year cycle becomes the first game in the new two year cycle. Once the schedule has been approved, changes can only be made by both coaches and both principals of the schools involved agreeing to the change. When a league sporting event is scheduled on the same Saturday that the SAT testing is scheduled, that sporting event will start at 1:30 instead of the regular league time. This applies to all sports Section 3 The home school shall be responsible for reporting the results of contests to the media Section 4. There is a period from the first official day of practiced until a team may have a contact. A contact is defined as a scrimmage or a game. The first day that a member school may schedule a scrimmage or a non-league game with officials is established by the C.I.F. section office. 4.1 Fall Sports. The period will start on the date determined by the C. I. F. Section Office. This date changes from year to year. 4.2 Winter Sports. The period will start on the date determined by the C.I.F. Section Office. This date changes from year to year. 4.3 Spring Sports. The period will start on the date determined by the C.I.F. Section Office. This date changes from year to year. Section 5. Balls, Equipment. Markings 5.1 The balls used in the sport must be approved as stated in the section Constitution and bear the NFHS logo on the ball. 5.2 All equipment must be legal and follow the guidelines as established in the Section Constitution during the season and the offseason All playing areas must be properly marked as defined by the rules of that sport and the Section Constitution. Section 6. Protests or Appeals: 6.1 Protests must be registered (postmarked) before the completion of the next school day following the contest by 3:00 pm 6.2 Any protest is to be registered by the protesting coach through the school principal, who will notify the league president in writing as to the full details of the protest. 6.3 The letter of protest is to be signed by the protesting coach and principal. Copies of the letter will be sent to the league president, the league commissioner, and all schools involved. The league commissioner shall appoint a fact-finding committee of three people of noninvolved schools (or at least two from noninvolved schools) who will rule on the protest and forward their ruling to the league membership. An appeal of the ruling may be made to the league.

7 Article VIII By-Laws Infraction The bylaws infractions committee shall consist of the President of the league, a neutral vice principal and a neutral athletic director.hearing chairperson: if the League President is connected to the appeal as either the signer or affiliated with the accused, he/she cannot chair the committee. The chair passes to the next nonaffiliated member in order of ascendancy to the presidency. The bylaws infraction committee shall meet as convened upon the call of the President of the League. An appeal presentment received by the President shall activate the committee. Section 4. Appeals Presentment A. If a school suspects a violation of C.A.L. or C.I.F. rules, a letter will be sent by the school's principal to the suspected offending school's principal clearly outlining the suspected rule violation and provide evidence confirming the violation. The letter should be sent by registered mail within five days of the infraction. If the suspected infraction violates C.A.L. rules, a copy shall be sent to the C.A.L. President and League Commissioner. If the suspected violation violates C.I.F rules, a copy of the letter shall be sent to the Sac-Joaquin Commissioner, the C.A.L. President and the League Commissioner. B. The school suspected of the rule violation will have ten days from the receipt of the letter to respond to the inquiring school. The communication will be from school principal to school principal with copies mailed as described above in A. The response will either confirm or reject the suspected violation(s). If the suspected violation(s) is confirmed, the violating school will provide an "in house" penalty for violating the rule. C.The inquiring school will have have five working days to accept or reject the suspected school response. If accepted and an infraction of the rules has occurred, the League will be informed of the infraction and self-imposed penalties. If the response is rejected and a violation of C.A.L. rules, the presentment will then be made to the infractions committee. The infraction committee will then commence with a hearing as outlined under article VIII of the League bylaws. If the suspected violation violated C.I.F. rules, it will then be submitted to the Sac- Joaquin Commissioner for further consideration and proposed recommended actions. All a appeals procedures will be available to the offending school as outlined in the C.I.F. Constitution and Bylaws. D.All questions of eligibility shall be submitted directly to the Sac-Joaquin Commissioner. Section 5. Appeals Hearing Notice shall be given by the commissioner to all parties concerned at least three days before the hearing of an appeal and in accordance with the Brown Act. Exception: When play-off berths are involved and a decision must be made within the three working days, an emergency meeting shall be called within 24 hours. Section 6. Evidence To be presented at the hearing, all evidence must be written and signed. Section 7. Burden of Proof The burden of proof rests with the accuser.

8 Section 8. Penalties/Levels of Misconduct (To be determined by the Committee) The hearing phase of the committee shall determine guilt or acquittal. The committee shall determine what level of misconduct. A. Level One Misconduct - Suggested Penalty 1. An in-house action reported back to the league. 2. A written league reprimand to the school involved. 3. A one sport-one year probation. B. Level Two Misconduct - Suggested Penalty 1. A one-year probation. 2. Loss of one game playoff share (it does not have to be the sport in appeals). C. Level Three Misconduct - Suggested Penalty 1. Team - not eligible for league championship. 2. Team - not eligible for playoff participation. 3. Individual - not eligible for league awards/not eligible for playoff participation. 4. Loss of additional playoff shares. D. Level Four Misconduct - Suggested Penalties 1. Sport - reduce future schedule by ten percent. 2. Game(s) - forfeiture. 3. Player - ineligible for the season 4. Coach - be suspended for game(s) 5. Coach - request coach to be suspended by his/her principal. Section 9. Penalty Phase The penalty phase shall focus on the level of misconduct and be appropriate for the guilty party (athlete, coach, school or team). Penalty prescribed may include one or more items from any suggested penalties more severe than the identified level of misconduct. Section 10. Self-Presentment Self discovery and self presentment offenses shall be considered level one and/or level two misconduct. Section 11. Second and Third Offenses

9 Second and third offenses shall be considered level three and/or level four misconduct Section 12. Statue of Limitations/Time Lines Statue of limitations shall be one calendar year; all time limits will be enforced. Section 13. Appeal Procedure Decisions of this committee regarding violations of C.A.L. rules may be appealed to the league. Decisions of this committee regarding violations of C.I.F. rules may be appealed to the Sac- Joaquin Section Commissioner. Article IX Eligibility Eligibility for all students will be determined by the CIF Constitution and By-Laws, as well as applicable District policies. Any questions of ineligibility as stated in this article shall be directed to the Section Commissioner. The section rules on all eligibility issues. Article X All-League Selection Process Each varsity sports committee will select an all-league team. For team sports, (1) nominations for all-league selections will be forwarded to the sports chair one week before the last league game,( 2) the all-league meeting will be held the first Sunday or Monday after the last league contest. For individual sports, patches will be distributed at the varsity level only. For team sports, patches will be given to the all-league first team only Section 4. All-league team selections will be forwarded to the league commissioner within one week of the completion of the season. Section 5. The sport chairperson will publish the final selection and send a copy to each league school and the media. Article XI Termination Section 1 In the event the CAL is dissolved by the Sac-Joaquin Section of the CIF, all debts and obligations will be paid and any remaining assets will be distributed equally to the member schools. Realignment is not being dissolved.

10 Article XII Hosting League Tournaments The host school's director must prepare a budget which includes all anticipated income and expenses, to be presented for prior approval to the league commissioner. The CAL will not accept responsibility for items not included in the approved budget. Any profit gained through the sale of programs and/or concessions will be retained by the host s school. Article XIII Amending the Constitution Any amendment must be presented at a duly constituted meeting of the CAL and must have a simple majority of the members present and voting for approval. Article XIV Sport Chairperson Duties Section 1 Section 2 Section 3 Section 4. It is the responsibility of the chairperson to update the bylaws of their sport. Any changes to the bylaws must be agreed upon by a simple majority of the head coaches and presented at the next league meeting to be approved by the league. It is league approval that makes a bylaw official. In individual sports, it is the responsibility of the chairperson to distribute the all-league patches to the individuals in your sport at the league meet. In Team sports, it is the responsibility of the chairperson to distribute the all-league patches at the meeting when the all-league team is selected. A new sport chairperson may be selected at the end of a season for the following year by the head varsity coaches of that sport. The selection of a sports chairperson must be approved by the commissioner. CAPITAL ATHLETIC LEAGUE ALL CONFERENCE AWARDS The league will award patches only to the first and second team in the team sports. The league will award patches only to the top two individuals in the individual sports. Each sport designate special awards on the aal- League team. Example( MVP, Best Offensive Player, Best Defensive Player, etc.) They must be selected from the number of all-league number of patches allowed. Each all-league designee shall receive an All-League patch.
