2 I. Introduction A. To the parent or guardian You are receiving this material because your son or daughter has chosen to try out and/or participate in interscholastic athletics on the middle school level. These sports include football, volleyball, basketball, soccer, track, and cheerleading. Harris County Schools believes that participation in these sports will provide opportunities and experiences that will enhance your student s personal growth and development. When you son or daughter volunteered to participate in these activities, as a representative of Harris County Carver Middle School, he/she committed himself/herself to certain rules of training and conduct as outlined here and by his/her coaches. Failure to comply with these rules may result in removal from participation. When your son/daughter enlisted in one of these sports, he/she committed our staff to certain responsibilities and obligations that are: 1. to provide adequate equipment and facilities. 2. to provide well-trained and professional coaches. 3. to provide full schedules and qualified officials as directed by our middle school association(s). Likewise, we feel that you have committed yourself to certain responsibilities and obligations as parents. We would encourage you to join the middle school booster club or HC Touchdown Club (football players only) to help provide the financial support that is essential to our programs. B. To the Student We are happy that you have chosen to participate and represent Harris County Carver Middle School in interscholastic athletics. We know that this is the realization of a goal you have set for yourself, and hope you realize that with this comes an expectation that you will carry on certain traditions and responsibilities. By representing Harris County Carver Middle School, we assume that you not only understand our goals and traditions, but are also willing to assume the responsibilities that go with them. This handbook serves as a minimum outline of these goals and responsibilities. II. Interscholastic Competition Philosophy A. Statement of Philosophy The Harris County Carver Middle School interscholastic athletic program should provide a variety of experiences to help students develop favorable habits and attitudes that will help to prepare them for their adult life in a democratic society. Participation will help these athletes prepare for a transition to the high school athletic program. The program of interscholastic athletics at Harris County Carver Middle School is part of the total education program. Teaching is the primary focus of all school programs.

3 Teachers/Coaches/Administrators will work with the program to promote successful student involvement in the classroom and in extra-curricular activities. B. Athletic Goals and Objectives GOAL Encourage our student-athletes to become more effective citizens in a democratic society by performing in a way that promotes positive values, mental and physical well-being as well as winning or losing in a way that positively represents Harris County Carver Middle School and all of Harris County. OBJECTIVES Through interscholastic athletics, our students shall learn: 1. To work with others to be an effective citizen, a student-athlete must learn to develop selfdiscipline, respect for authority, the spirit of hard work and sacrifice, and the ability to work with others toward a common goal. The goals of the team must be placed higher than personal goals. 2. To be successful in a competitive society, it is important that our student-athletes learn that while they may not always win, they succeed by continually striving to do their best. 3. To develop good sportsmanship student-athletes will learn to be gracious in victory and defeat, knowing that they have done their best will allow them to accept the outcome. They will develop desirable social traits including, cooperation, honesty, dependability, and emotional control that will be a positive reflection on Harris County Carver Middle School and Harris County as a whole. 4. To improve continual self-improvement is essential to being a good citizen. It is essential that student-athletes learn to set personal and team goals and to strive to reach these goals. In doing this, student-athletes will develop habits and characteristics that will be beneficial for the rest of their life. 5. To develop desirable personal health habits it is the desire of the athletic department that, through the rigorous training required of our athletes, they would reach a level of physical fitness that they would strive to maintain as healthy adults throughout their lives. III. Governances A. The Board of Education The Board of Education is the authority over all Harris County School and their activities. Their responsibilities include: 1. Interpret the needs of the community. 2. Develop policies in accordance with state statutes and mandates while in accordance with the educational needs and wishes of the people of Harris County. 3. Approve all staff and the means by which this staff implements the policies set forth. 4. Continually evaluate the interscholastic athletic programs for their value to the community. B. Harris County Carver Middle School is a voluntary member of the Muscogee County Middle League.

4 IV. Requirements for participation A. Physical Examination A yearly physical examination is required for participation in any interscholastic athletics, including try-outs. This examination must be completed by a medical doctor on the form provided by Harris County Carver Middle School and submitted to the coach prior to participation. Physical forms will be kept on file in the athletic director s office. B. Emergency Medical Authorization (Medical Release Form) Each athlete s parent/guardian shall complete an Emergency Medical Authorization Form giving permission for treatment by a physician or hospital in the case of an emergency and when the parent/guardian is unavailable. A copy of this from will be on file in the athletic director s office. The coach will also have a copy. C. Insurance The parent or guardian of each athlete must provide proof of medical insurance or insurance waiver for each athlete before they may participate. This proof of insurance or waiver will be kept on file in the athletic director s office. D. Eligibility A student is eligible to represent his/her school in interscholastic competition who meets the requirements listed below, unless otherwise noted. Muscogee County Middle School Association (MCMSA) 1) The student has not attained his/her 15th birthday prior to August 1st of the current school year. 2) The official transcript is the only means of determining academic eligibility. a. Students must pass 70% of the subjects during the previous semester. b. Transfer students must meet the academic eligibility requirements of Harris County Carver Middle School. 3) The student is not playing on a school team and some other team during the same period of time. 4) A student at Harris County Carver Middle School has three (3) years of eligibility. The student s eligibility period begins the first year a student is enrolled in the sixth grade and terminates at the end of the third year. 5) Students assigned to EOC may not participate in HCCMS extracurricular activities/athletics. 6) A student who returns from the Educational Opportunity Center and wants to participate in athletics must have passed 4 out 6 of his/her courses in the previous semester at the EOC. 7) Students that participate in the Muscogee County School District Middle School Sports League are restricted to middle school athletic participation only. Students may only participate in the 9th grade or junior varsity team if the sport is not offered at the middle school level and/or is not within the same season. Students in middle school that play on a 9th grade or junior varsity team may not participate in the middle school league in that particular sport.

5 V. Code of Conduct The school administration, coaches, and community feel strongly that high standards of conduct and citizenship are essential to maintaining a successful program. All student-athletes must realize that they are held to a higher code of ethics and must act accordingly. Any conduct that brings dishonor to the student, team, school, Harris County School System, or the community will not be tolerated. A. Ethics Rule Acts of unacceptable conduct including but not limited to disruption of school, theft, vandalism, un-sportsmanlike conduct, and violations of the law bring dishonor to everyone associated with the program and will not be tolerated. The coach, along with the athletic director and the principal, will establish procedures to determine the penalty depending on the seriousness of the infraction. B. Training Rules Due to the competitive nature of interscholastic athletics, student-athletes are strongly encouraged to participate in off-season conditioning and weight training at the school. This offseason training will not only improve the student s abilities, but will also help minimize injuries. The student-athlete is required to be at all in-season practices and competitions unless arrangements have been made with his/her coach in advance. Student-athletes are also encouraged to engage in healthy dietary habits and refrain from the use of tobacco, alcohol, and drugs. The use of tobacco, drugs, or alcohol will be dealt with on an individual basis and may result in release from the team along with separate punishment at school. C. Individual Coach s Rules Coaches may establish individual team rules pertaining to specific sports as long as they do not contradict with other rules in this handbook or in the GHSA Constitution and By-Laws or with the constitution drawn up by the middle school association in which we play. VI. Basic Participation Rules A. Participation A student may participate in only one sport per season, unless both coaches and the athletic director agree to the athlete participating in two sports, and priorities are set to settle conflicts in schedules before the season begins. B. Dropping or Transferring Sports Quitting is a bad habit to acquire and habitual quitting will result in the loss of privileges to participate in interscholastic athletics. However, there may be an occasion when a student may find it necessary to drop a sport. In this case, the student shall consult with the head coach of that sport, report the situation to the athletic director, and return all equipment and uniforms issued by the school.

6 If the student wants to change from one sport to another before the completion of a season, he/she shall consult with both coaches involved and the athletic director. If both coaches do not agree, the student will not be allowed to begin a new sport until the season for the previous sport has been completed. C. Equipment Equipment may be issued to the student-athlete by the school for various sports. In this case, the equipment is the responsibility of the student, and any equipment lost or damaged beyond normal wear and tear shall be replaced by the student. Failure to replace equipment can result in denial of participation in any athletic program along with further action taken by the school. D. Conflicts in Extracurricular Activities Students who are involved in many activities will undoubtedly have conflicts. It is the student s responsibility to work these out with the coaches/sponsors in advance. In the case that an agreement cannot be reached, the student shall consult the athletic director and the principal. E. Attendance Students who miss more than half the school day will not be allowed to participate in any contest that day. Final authority for this infraction will rest with the principal. Students checking into school late must bring their tardy pass to the coach or extracurricular activity sponsor. Students absent on the day prior to a non-school day will be eligible to participate the day following the absence (i.e., if a student is absent from school on Friday, he/she would be allowed to participate Saturday.) F. In-School and Out-of-School Suspensions Students will not be allowed to participate in interscholastic athletic activity while they are assigned to in-school-suspension, and they will not be allowed to participate in interscholastic athletic activity until they have returned to school after serving out-of-school suspension. A student may not participate in an interscholastic athletic activity on a day he/she is serving inschool suspension. If a student s in-school suspension is over on Thursday, he/she can participate in the interscholastic athletic activity on Friday, provided he/she attended school on Friday. G. Release From Class The student is responsible for any missed assignment or tests because of interscholastic athletics. The student must make arrangements with his/her teacher before the activity to make up the work. H. Team Selection It is the responsibility of the coaches or sponsors to conduct try-outs and to choose members of the team.

7 I. Injuries All injuries that occur while participating in interscholastic athletics should be reported to the coach. If the injury requires the attention of a doctor, an injury report must be filled out by the coach. Once a student is treated by a doctor, the student may not participate until he/she is cleared by the doctor. J. Transportation Harris County Carver Middle School will provide transportation to and from interscholastic athletic events, unless other arrangements are made in advance and approved by the athletic director. While it is encouraged that student-athletes travel with the team, there are occasions when alternative travel plans are necessary. In these events, the student-athlete will be released to a parent after checking with the appropriate coach. Revised 04/27/16
