12 Hornberger Amendment PROCEDURE FOR REQUESTS TO CHANGE ASSIGNED SECTIONS 1. The sport chairperson in conjunction with the League Executive Director shall establish sections for the particular sport they direct. Placement in established sections will be based on enrollment. 2. Schools participating in that sport will be listed in descending order based on pupil population figures provided to the league with the school having the largest population listed first and the school with the smallest population listed last. 3. The sport chairperson shall inform all schools involved in that sport of his/her sectioning alignment proposal. 4. The sport chairperson shall request that any school desiring to move up one (1) or more sections or down one (1) or more sections shall notify him/her within the two (2) week period of time following the approval of section alignments by the Association. This request must be made in writing and signed by the High School Principal. 5. At the end of the two (2) week request period, the sport chairperson will establish new sectioning in the following fashion: A. He/she will look at the "move up" and "move down" requests of adjacent sections. B. Switches of position will be made beginning with the smallest school in the upper section requesting a move down and the largest school in the lower section requesting a move up. C. The sports chairperson will then switch the next smallest school in the upper section requesting a downward move with the next largest school asking to move upward. D Switches will be made until one type of request, either an upward or downward move is exhausted. At that point the sectioning proposals are finalized. 6. Any school that moves up to a higher section will do so only if they agree to declare to the P.I.A.A. their desire to play at a classification level within one classification level of the school they replace. This will occur only in those sports where district playoffs and/or district seedings are based on criteria that use classification size of opponents played in the same fashion. (For example: in football, if a Double AA school in section II requests to move to Section I, and replaces a school that has a AAAA classification, that school must request to the PIAA to have their classification changed to be either quad A( AAAA) or triple A( AAA ) for the two (2) year realignment cycle). If there is a upgrade in PIAA classification due to the section move of a school, the Executive Director will notify the PIAA, by letter, of that change. A copy of the letter will be sent to the schools involved. 7. Once the possible requested moves have been made, the sport chairperson in conjunction with the League's Executive Director will send to each school of the sections involved the newly revised sectioning proposal. Each school in the section will cast one (1) vote on a form signed by the principal. They will vote yes or no to the sectioning proposal. It will require a majority (more than 50%) of the schools in the section to affirm the proposal. 8. If a majority is not reached individually in both of the affected sections, the proposal does not pass and the original sectioning by enrollment will be used for the two-year realignment period. amended. 13 Lancaster Lebanon League Athletic Hall of Fame By-Laws 1. Mission: a. The Purpose of the LL Athletic Hall of Fame is to honor those individuals who have made outstanding contributions to the LL League. 2. Committee Purpose: a. Solicit and review nominations for election into the LLAHF b. Select (elect) members to the LLAHF c. Organize and conduct induction ceremonies 3. Committee Membership: a. May include present, past athletic Directors, LL League Executive Directors, and LL Board of Control members 4. Meetings: a. A minimum of one per year and as business dictates. b. An will count as a meeting 5. Eligibility: a. A person will be considered eligible for nomination to the LL Athletic Hall of Fame if, at the time of nomination, he/she fulfills one of the following criteria: i. Coach-Either an assistant coach or head coach at any level ii. Principal/Superintendent- served as an administrator in one of the member schools of the LL League iii. Athletic Director- has served as an athletic director or assistant athletic director in one of the LL League member schools. iv. Official- has served as a LL League official v. Other has served in the capacity which has supported the LL League 6. Nominations: a. The chair of the committee will receive nominations. This person will be responsible for receiving nominations and for the compiling necessary information for presentation to the selection committee. b. Nominations will be accepted from the completed nomination form, which shall be submitted to the chairperson. c. The 3 rd Thursday in October nomination packets will be distributed to the committee by the chairperson for the selection process for that current school year. Any nomination received after that time will be placed on the nomination docket for the following year. 7. Selection and Election: a. Each year the committee may elect up to a maximum of four eligible inductees. In the inaugural year there will be eight inductees. b. A two-thirds majority vote of the membership shall be required for election of an inductee. 8. Honors and Awards: a. Honorees will be officially recognized and inducted at an appropriate ceremony as determined by the selection committee. b. In recognition, each inductee will receive an awards and lifetime pass to all LL League athletic events. 13

It is recommended that a list of all freshmen being considered for high school participation be provided to the athletic director prior to the start of the season. Freshman participation must comply with all PIAA regulations Philosophy Statement: Equity Issue Title IX Recommendation: According to the National Federation of State High School Associations, case law has demonstrated the purpose of Title IX is to remedy a past history of discrimination toward females, especially in the areas of athletics. However, case law does allow schools to prohibit boys from playing on female athletic teams. Given the past history of discrimination against female athletes, coupled with the fact that the physical size, speed, and power of male athletes could create a hazard to the health and safety of female participants, the Lancaster-Lebanon County Secondary School Athletic Association recommends that member schools seriously consider adopting a policy prohibiting male participation in all sports identified specifically as female sports. This would not prohibit males from competing with females in sports that are identified as co-ed. Philosophy Statement: Hazing Recommendation: The Lancaster-Lebanon County Secondary School Athletic Association recommends that member schools seriously consider adopting specific policy statements, which prohibits the practice of hazing as it pertains to interscholastic sports and student athletes. 16 PARTICIPANT AND SPECTATOR POLICY Lancaster-Lebanon Secondary School Athletic Association Participant And Spectator Behavior Policies The following is a list of guidelines, which each member school will enforce: 1. The Lancaster-Lebanon League encourages spectators to cheer and support their respective teams in a positive manner, but not to cheer negatively against the opponent. 2. Only team members in uniform and / or warm-ups, under the coach s supervision are permitted on the floor or field for warm-ups prior to and at half time of games. Unauthorized personnel are not permitted on the playing field at the conclusion of a game. 3. Only cheerleaders for the purpose of leading cheers or promoting school spirit and authorized personnel are permitted on the sidelines or playing surface. 4. Spectators are permitted to form spirit lines as the players enter before the game and at half time. 5. Abusive language, negative gestures, or taunting directed towards players, coaches, officials, cheerleaders, or spectators is prohibited. 6. No sirens, hand held towels, whistles, portable stereos, or noisemakers will be permitted at games. Hand held banners or hand held signs, which interfere with the playing of the game, would not be permitted. The game manager will confiscate such articles. 7. The throwing of any foreign object that may harass or injure a spectator, player, or official is prohibited. OFFENDERS OF THESE POLICIES WILL BE ESCORTED FROM THE GYMNASIUM OR STADIUM. Clarifiers. Coaches should be encouraged not to hold team meetings on the field or playing surface at the conclusion of a game. c. Players should remain dressed until they have reached the locker room. The administration must approve the sign before it is erected. b. Pep bands are permitted at home sites during regular season play. They must be staff supervised and can only play during time-outs, pre-game, half time, and post-game after the cheerleaders have performed med. #7 a.
