The department has recently amended the interface of ERTS Portal. Now the facility for updation/ correction of ERTS Profiles has been activated permanently under section "Request for Edit Mode". Therefore, retired teachers should check their profiles and submit their requests under section "Request for Edit Mode". For any error/query regarding portal, please us at hryempagmail.com with your Mobile No. and Registration No. It is the duty of the School Head to examine the data mentioned in online form of such retiree i.e. Name, Adhaar Number given on Aadhar Card and other experience/result data. Any wrong information may give rise to disciplinary as well as criminal consequences against the retired teacher concerned and the joining authorities i.e. School Head. The department has recently amended the interface of ERTS Portal. So, now the facility for updation/ correction of ERTS Profiles had been activated. So Retired Teachers should immediately check their profiles to make it upto date. Some important information for Retired Teachers filling up preferences/data for schools:- 1. Do not share your Registration No. and password with anyone. If you need to take help from any othe - person, put your password yourself and verify your preferences being filled up by your aide, before final submission. Ensure successful log out of your account after final submission of preferences. 2. Retired Teachers willing for re-employment should give ample number of options of schools ( Do not fill vacant stations only). 3. After filling up your preferences, review them carefully before final submission. 4. After click on 'Final Submit Button' you cannot update the form. Edit/ Update is valid only before the final submit. Be sure while click on button 'Final SubMit'. Merit will be calculated after final submission of form by applioant. 5. Head Teacher will be considered as JBT and ESHM will be considered as Master/ C&V.

3 6. Head Master and Principal are not considered for re-engagement at present, however they will be considered in next phase and will be intimated through notice on portal. 7. For any error/ query regarding portal, please us at with your Mobile No. and Registration No. It has also come to notice that some Retired Heads have misrepresented their cases for re-engagement by showing them as `13GT/TGT/JBT/C86V' instead of filling Principal/Head Master in their profile. Such cases may be relieved immediately, if engaged. It is the duty of the School Head to examine the data mentioned in online form of such retiree i.e. name, adhaar number mentioned on Aadhar Card and other experience/result data. 4 Agreement (To be entered-into by & between Retired Teacher re-employed & The School Head) THIS AGREEMENT, made and entered into by and between the head of the school concerned (Hereinafter known as "The Head") as the duly authorized agent of the Department of school Education, Haryana (hereinafter known as "The Deptt.") and Mr../Ms. (the Retd. Teacher to be engaged" hereinafter known as "Retd. Teacher). WHEREAS, the School and the Retd. Teacher ("the Parties") desire to enter into a formal agreement under the terms of which the School engages the Teacher for a period upto which the post is vacant or till the Retd. Teacher dispenses his duties to the satisfaction of the employer or the Retd. Teacher acquires the age of 65 years, whichever is earlier NOW, therefore, the parties hereto mutually promise, covenant and agree as follows: 1. ENGAGEMENT - The School hereby agrees to engage the Retd. Teacher for the session, with duties commencing on (Date). 2. DUTIES - The Retd. Teacher shall be assigned the work of (Post). The Retd. teacher shall perform those duties which are customarily performed by those in similar positions in Govt. Schools of Haryana. 3. COMPLIANCE WITH REGULATIONS - The Retd. Teacher agrees to support & abide by the rules & regulations of the School as well as that of The Deptt. and to perform the duties in a professional manner and in compliance with any rules, regulations and requirements established by The Deptt, as set forth in the Haryana School Education Code. The Retd. Teacher acknowledges that the Deptt's rules, regulations, and requirements may be amended and modified by the Deptt. at any time during the term of this Agreement. 4. SALARY - In consideration for the Retd. Teacher's services for the term stated above, the School agrees to pay the Educator the sum of Rs. (Equivalent to that of Guest/Contractual Faculty engaged by the Deptt.) payable monthly / as released by the Deptt during the period commencing from the date of engagement, i.e and ending on termination of the term / services. In the event of termination of employment for any reason, in mid of month, the salary shall be paid on pro-rata basis. 5. NON RENEWAL - It is expressly understood and agreed by and between the parties to this contract that neither the Retd. Teacher nor the Head owes any subsequent contractual obligation or service(s) to the other after the terminal date of this contract. The Retd. Teacher understands and agrees that he or she shall have no legal cause against the Head, in the event that the Retd. Teacher is not offered a contract for a subsequent term. 6. ASSIGNMENT - This Agreement shall be binding upon the parties even in case of the transfer/superannuation/demise of the agent of the Deptt. who has entered into agreement on the behalf of the Deptt. and will be binding upon the successors and assignees of the School head. Any conferment of any right of Retd Teacher, onto any of the successors to claim any money due or to become due by reason thereof shall be void without the prior written consent of the Head. This Agreement must be returned, signed by Retd. Teacher, within 03 days of the date it is offered, or the offer of the Agreement contained herein is automatically revoked, unless the School ratifies the Agreement. By, (Head of School), By (Retd. Retired Teacher on being re-employed shall be given fixed remuneration (equivalent to that of Guest/ Contractual JBT/TGT/ PGT) as under:- a) Post Graduate Teacher - Rs. 29,715/- per month b) Trained Graduate Teacher/ C86V Language Teachers - Rs. 24,001/- per month c) Primary Teachers - Rs. 21,715/- per month 3. The school resorting to the re-employment of retired teacher shall prepare a reasonable estimate of the budget required by it for payment of remuneration to the thus engaged teachers and seek the budget from the concerned District Office and the latter shall allocate the budget at least 02 days before the last date of the month for which the budget has been demanded by the particular school. Any delay or dereliction in demand/allocation of budget shall be viewed seriously. 4. Needless to mention, the re-employed retired teacher shall be relieved of the duties as and when a regular teacher reports to man the vacancy. In that policy it was supposed that all District offices shall prepare a panel of retired teachers to be utilized in the schools wheresoever vacancies arose for various reasons. Now for the sake of fairness and transparency, the Department has developed a Portal through which the all process of re-engagement/ re-employment shall be conducted without any discretionary human intervention. 2. A retired teacher desirous of being re-engaged shall first of all register himself on the above portal. In this way he will get his unique Login ID and password private to him on his mobile number registered with the Portal. 3. Then the applicant teacher shall fill all his details as required by the fields of the portal and opt as many schools as are suitable to him for rendering service upon his re-engagement as and when required by these schools. 4. The portal shall automatically determine the merit/ weightage of such teacher 5. In the above manner the panel of teachers shall automatically be created and a teacher shall remain part of this panel upto the age of 65 or till such teacher deregisters himself, whichever is earlier. 6. Thus a teacher shall remain available to be re-engaged by a head of school. Every head of school shall be able to utilize this portal by logging in the MIS Login of the School. 7. As and when a vacancy arises in a school on account of any reason, and a head of school feels that a teacher is required in the interest of the students, then such head of school can login the MIS Portal and look for the available panel of teachers. Then such head of school shall select the top teacher available and thereafter and SMS shall be sent to the empaneled teacher automatically. This SMS shall convey to the empaneled teacher the need of his services in a particular school. In response to such SMS the applicant teacher may approach the school mentioned in the SMS and the head of school shall examine the credentials of such teacher and engage him by entering into an agreement as mentioned in the policy dated Upon re engagement the status of the teacher shall be updated by the School as "deployed". Thereafter such teacher shall no longer be shown as available to other schools. However, after his relieving from the said school and upon updation of his status, his availability will again be shown to other schools. 9. The Portal gives flexibility to the schools as well as the applicant teachers to find service avenues amongst a number of schools and a number of teachers. District Elementary Education Officers Memo No. 13/ ACD (1) Dated, Panchkula, the Subject: Policy to engage teachers retired from Haryana Government Service, against leave vacancies, so as to provide quality education (Sugam-Siksha). While strenuous effort are being made to fill up the vacancies of teachers of various categories (i.e. PGTs, TGTs, C&V and PRTs) through regular recruitment yet, for various reasons the schools have shortage of teaching staff. To makeup this unavoidable deficiency it has been decided to re-engage the retired teachers. For this purpose, a panel of retired teachers is to be prepared every year to the extent of 25% of the sanctioned posts in each category. The objective of this panel is to make the teachers available throughout the year. Accordingly, District Education Officer of the concerned District shall prepare the said panel of PGTs of various subjects out of retired PGTs of School Education Department Haryana, whereas District Elementary Education Officer shall do the same in respect of PRTs, TGTs and C&V Language Teachers. The details of the terms, conditions and procedure are as under:- 1. Remuneration:- Retired teachers shall be given fixed remuneration as per re-employment policy of the State Government and latest instructions of Fixation of Pay on re-employment of pensioner (including military pensioner retired on or after attaining the age of 55 years). 2. Criteria of preparing panel:- Post Graduate Teachers (PGTs):- (i) Experience 50 2 marks for each completed year service in the cadre upto a maximum of 50 marks. (ii) Results marks for each year result during the last 5 years. The same shall be calculated by multiplying percentage of results upto two decimal multiplied by 10 and divided by 100. The marks shall be given upto two decimal. Total 100 Trained Graduate Teachers (TGTs):- (i) Experience 50 2 marks for each completed year service in the cadre upto a maximum of 50 marks. (ii) Results marks for each year result during the last 5 years. The same shall be calculated by multiplying percentage of results upto two decimal multiplied by 10 and divided by 100.

10 Total 100 The marks shall be given upto two decimal. Classical &Vernacular (C&V) in the subjects of Hindi, Sanskrit & Punjabi:- (i) Experienc e 50 2 marks for each completed year service in the cadre upto a maximum of 50 marks. (ii) Results marks for each year result during the last 5 years. The same shall be calculated by multiplying percentage of results upto two decimal multiplied by 10 and divided by 100. The marks shall be given upto two decimal. Total Marks 100 Primary Teachers (PRTs):- (i) Experience 50 2 marks for each completed year (ii) Results marks for each year result during the last 5 years. The same shall be calculated by multiplying percentage of results upto two decimal multiplied by 10 and divided by 100. The marks shall be given upto two decimal. Total Marks 100 Note: i. Experience will be counted only for the period in which the incumbent taught the relevant subject. ii. In case of tie in the merit, younger in age will be preferred. 3. Terms & Conditions for placement:- a) Integrity of the candidate should not have been doubted during the entire service. b) No disciplinary or criminal matter including FIR of any type is pending against the candidate at the time of retirement and while considering for appointment on contract basis. c) No major panelty, as provided in Rule 4 of Haryana Civil Services (Punishment & Appeal) Rules, 1987 has been inflicted during the entire service. d) At the time of retirement, ACRs of last 10 years to tune of 70% in the category of good or better than that must exist. e) 70% results of a teacher as PGT, TGT and C&V category (only in the subjects of Hindi, Sanskrit & Punjabi) during the last 10 years prior to retirement of the Board classes should be plus in the relevant subject. Similarly, in the case of the school results, the same should not be less than 70% during the last 10 years prior to retirement. The same shall be applicable in case of results delivered during re-engagement, while preparing fresh panel every year and considering the case of already reemployed teachers. Note: Regarding (a to e), self declaration by the applicant will be required. f) Principals and Headmasters (High Schools), Elementary Heads (Middle Schools), Head Teacher (Primary Schools) can be considered for PGT, TGT,

11 C&V or PRT, if they fulfill the qualifications and experience of the relevant subject, as prescribed for direct recruitment to the post except holding of qualification of HTET/STET and on the basis of results of the relevant subject as PGT, TGT, C&V and PRT, as the case may be. g) It shall be personal responsibility of the DEO/ DEED concerned that the candidate is engaged as per the criteria of leave vacancy and specifically on the work load basis. It is further clarified that the teacher re-engaged must have a work load of 36 periods in the case of PGTs, whereas the same shall be 39 periods for TGTs and C&V categories. h) Panel shall be prepared in the month of January every year and the same will be valid for ensuing academic year i.e. from 1St April of the said year till 31st March of next year. Further, fresh panel shall be prepared each year, as mentioned above. i) A candidate can apply only in one district. j) The maximum age upto which re-engagement on contract basis is admissible is 64 years, as on 1st April of the academic year for which panel is to be prepared i.e. he should not be more than 64 years of age as on 1st April of the academic year of engagement. k) Teachers engaged on contractual basis will not be a part of the cadre of teachers of the School Education Department, Haryana and she/he would be engaged till such time the regular teacher joins or the end of the academic session or existence of workload, whichever is earlier. 1) Candidature of a contractual teacher, who has served in the said capacity, may be considered in subsequent year(s) for a fresh engagement as contractual teacher, while preparing a fresh panel. m) No DPE/ PTI should be engaged on contract basis. n) Head of the institution shall be competent to dispense with the services of the contractual teachers on the basis of dis-satisfactory work etc. by giving reasons in writing and information in the matter shall be sent to DEO/DEEO. o) If DDO powers of any Head of the Institution have been withdrawn, then the person having the power of DDO shall exercise the powers mentioned at point (n) above. p) A teacher who is engaged in the panel, once will continue to be engaged in subsequent years, if his results and performance is in plus, as compared to Board's/ School results. While preparing panel subsequently, he will be excluded from the same and continue to be engaged for five years or till the attainment of 65 years, whichever is earlier. 4. Execution of Agreement - An agreement needs to be signed by the selected candidate and Principal/ Head of the institution/ BEO, as the case may be. The agreement should be in duplicate. The agreement signed should be strictly complied with and it is the responsibility of the Principal/ Head of the institution/ BEO to ensure that agreement is properly executed and the original agreement is kept in her/his custody. 5. Duties & Responsibilities of Contractual Teachers:- Lel Duties and responsibilities of contractual teachers will be the same, as of regular teachers or as assigned by the Head of the Institution.

12 All interested retired teachers should apply to the respective DEOs and DEEOs by on the proforma attached as Annexure-A. The DEOs and the DEEOs are directed to prepare the panel as soon as possible so that directions for the actual re-employment of these applicant teachers in the schools can be further issued from the headquarter forthwith. 16 1. General Information The School Education Department intends to implement the Re-employment of Retired Teachers System (RRTS) in the State. In current scenario the Department already has the database of all the information of personnel deployed at Government Schools. With the RRTS on-line operation, it will capture fast and real time information related to retired teachers centrally at the HQ level. The idea behind this Application is to create a solid IT backbone with well- designed database which would be continuously updated with the information available from the application. 2. Purpose of this Document The purpose of this User Manual is to summarize with screen shots, the methods to create, Update and Delete Records related to the Personnel data of applicants under the School Education Department in a logical manner. This information database captures all relevant information of the Corresponding retirees. The Content Admin can also manage dynamic contents of the web-site through authorized login from time to time in the chronological order so as to keep the information published by this official web site of the School Education Department to be Useful, informative and relevant for the Schools as well as the Department itself.

Scope of the Document The entire documentation process for RRTS is divided in two parts.the First Part (Part-1), and the Second Part (Part-2).The First part of the document will capture only the retiree s personal details and the School Details from where retired like - Personal Details - Address Details - Retirement Details Whereas the Second part of the Documentation will capture the Entire entities of a particular teacher like - Preference for Re-employment - Qualification Details - Experience Details - Result Details This document will outline the detailed Methods, Processes & Procedures supported with Screen shots & a list of do s & don ts for up keeping and smooth running for the website in the long run and to keep it viable for all stake holders along with the Department itself. To compile aspirant s data (retired teachers) to be captured from the users, ensure the correctness of data through validation process by the authority. The data entry / updation will be done at respective aspirant level using web interface. The concerned teacher will ensure the correctness of relevant data entered.
