4 English 1 & 2 Reading and Writing Tests Transition Requirements Students must meet three criteria: pass one assessment (either reading or writing); meet at least the minimum score on the other; and achieve a combined scale score of 3750 (the phase-in 1 standard), which represents the sum of the scale scores needed to reach Level II for reading (1875) and Level II for writing (1875). These three criteria would apply only to the current testing. Students still retesting after the redesign will take the new test.

10 No Endorsement Each school district must make available to high school students courses that allow a student to complete the curriculum requirements for at least one endorsement. 20 HB 5 SECTIONA14.AA(a) Subchapter B, Chapter 28, Education Code, is amended by adding Section Requires: (c) A principal of a high school shall designate a school counselor or school administrator to review personal graduation plan options with each student entering grade nine together with that student s parent or guardian.

21 HB 5, Section 16 A school district must ensure that each student, on entering ninth grade, indicates in writing an endorsement that the student intends to earn. A district must permit a student to choose, at any time, to earn an endorsement other than the endorsement the student previously indicated. The SBOE must provide students with multiple options for earning each endorsement, including, to the greatest extent possible, coherent sequences of courses.

22 A student may graduate under the foundation high school plan without earning an endorsement if after the student s sophomore year: 1) The student ant the student s parent are advised by the school counselor of the specific benefits of graduating from high school with one or more endorsements; and 2) The student s parents files with the school counselor written permission allowing the student to graduate under the foundation high school program without earning an endorsement.
