2 NDHSAA General Assembly Meeting - January 26, 2016 The NDHSAA General Membership will be meeting at 12:00 p.m. on Tuesday, January 26, 2016 at the Bismarck Ramkota Inn. Items on the agenda include announcement of Class A At-Large, NDIAAA and Class B Southeast Representatives who will serve on the NDHSAA Board of Directors, football plan, action on a By-Law amendment pertaining to transfer eligibility, and Executive Director s report. Grand Forks Public Schools proposed the following amendment to Part II, Article XIV, Section IXa of the NDHSAA Constitution & By-Laws: SECTION IX: a. A student shall have been in attendance at the school which the student represents for 180 school days one (1) calendar year upon transferring from another school unless the student s parents have become residents of the school district to which the student transferred or unless the school from which the student transferred does not offer work of the corresponding year in which the student is ranked, and there is no evidence of recruitment or undue influence. In the instance of a pupil transferring from a public high school to a private or parochial high school, or vice versa, the student shall not be eligible to represent the new high school in varsity competition for 180 school days one (1) calendar year beginning with the first day of attendance in the new school. Should a school district maintain more than one high school, residence shall be understood to refer to the territory assigned to a specific high school by the Board of Education, and any transfer by a student from one school to another within the school district without a corresponding change in parental residence shall result in a loss of eligibility in varsity competition for 180 school days one (1) calendar year. Should the student transfer from one school after the completion of the school year to another school prior to the start of the subsequent school year, the one (1) calendar year loss of varsity eligibility shall begin on the first date for fall practice in any sport. Electronic ballots will be ed to Class A ADs, Class B Superintendents and graded elementary school main contacts on January 4th with a due date of 12:00 Noon on January 21, Once an electronic vote is submitted, it may not be rescinded unless an amendment to the proposed amendment(s) is made from the floor on the day of the vote. 3 State B One-Act Play Contest Results The 2015 NDHSAA State Class B One-Act Play Contest was held Monday and Tuesday, November 23 and 24 in Jamestown. The top 8 places awarded at the finals were as follows: 1st Larimore, Story Theatre ; 2nd Richardton Taylor, The Women of Lockerbie ; 3rd Carrington, Drift ; 4th Oakes, The 11th ; 5th Wyndmere, Teachers on the Verge of a Nervous Breakdown ; 6th Shiloh Christian, The Strength of Our Spirit ; 7th North Sargent, All the Bases ; 8th Burke County, Y ALL. Participating were: Burke County, Carrington, Drake-Anamoose, Glenburn, Larimore, Mott-Regent, New Salem-Almont, North Sargent, Northern Cass, Oakes, Ray, Richardton-Taylor, Rugby, Shiloh Christian, Starkweather, Thompson, Wishek, and Wyndmere. NDHSAA/Farmers Union Insurance Distinguished Students Editorial note: We will be publishing a series of articles on getting to know this year s distinguished student finalists. James Schmidt from St. Mary s Catholic High School is this year s NDHSAA/Farmers Union Insurance Distinguished Student finalist. James is seventeen years old and enjoys wakeboarding, snowboarding, fishing, reading, playing guitar and piano. While attending SMCHS, James has selected English as his favorite subject. He is very involved in extracurricular activities, where he participates in basketball, soccer, track, band, jazz band, Knights of Virtue and Catholic Athletes for Christ. With James busy schedule he still finds time to give back to his community. These activities include: picking up litter, altar serving, and set up and server for banquets. Upon graduation, James plans to attend the University of North Dakota and pursue a pre-dental degree. With that degree, he envisions himself being a dentist in 10 years. When asked, What is the first thing you would do if you were elected President? James response would be to cut taxes for lower income families. Outside of his family, James admires Mr. Nick Emmi because of his musical talents and joyful outlook on life. James points out that justice and fairness are the most important characteristics of a leader. We asked James several unique questions to get to know him better. He stated his pet peeve is people who are hypocrites. His perfect vacation would be a ski trip to the American Rockies. He could go a day without communicating with another human being and his favorite holiday is Christmas because of all the food and gift giving. His response to the question of whom he would like to have a meal with living or dead included the following: Alexander the Great, Abraham Lincoln, Albert Einstein and Jesus Christ. Any finally, if we made of movie of his life, Ryan Reynolds would play the role of James. Congratulations to James Schmidt, this year s NDHSAA/Farmer Union Insurance Distinguished Student finalist and best of luck in his future endeavors. 3 January BULLETIN 2016

This program honors those teams, individuals, coaches, administrators, or fans that show exemplary sportsmanship in competition. Any administrator, game official, or coach may send a nomination to NDHSAA with the pertinent information including the date of the contest or activity, those specifically being nominated, circumstances that motivated nomination, and the name(s) of those proposing the nominations. Class B Boys Basketball Hotel Information Information on reserving hotel rooms for the State Class B Boys Basketball Tournament, March 17-19, 2015 in Minot can be found at or by calling the Minot Convention & Visitor s Bureau at Please reserve your rooms early. 2015/16 Online Rules Clinics for Coaches and Officials of Spring Sports Officials and head coaches/activity advisors must complete online rules clinics in sports or activities where clinics are offered. These clinics are available online only and must be completed within the three week clinic window. The clinic will be available through a link when logged in to your NDHSAA account. You must have an NDHSAA account in order to complete the rules clinic. Please note all clinics are available online only for the 2015/16 school year. Rules clinics attendance/completion is mandatory each year for all football, volleyball, soccer, tennis, cross country, softball, swimming, hockey, gymnastics, basketball, wrestling, baseball, track & field officials and head coaches. Officials and coaches may also fulfill attendance requirements by attending any official rules clinic conducted by any of the state associations and having their attendance card sent to the NDHSAA office for credit. There are no make-up rules clinics. A coach/official must attend/complete one of the camps/workshops per sport as required. Penalty for a coach s failure to fulfill a mandatory clinic requirement shall result in a $50 fine to the school for each offense. Fines must be paid prior to being permitted to participate in NDHSAA post season activities to which the fine applies. Penalty for an official s failure to fulfill a mandatory clinic requirement will result in a drop of a level of certification in that sport the following year. If certified, you will move to probationary the following year in that sport. If probationary, you will move to ineligible the following year in that sport. 5 NDHSAA Information - Find Officials Information Each month we post an NDHSAA Information article in our BULLETIN. This month the topic is finding officials information. In order to find contact information for officials in NDHSAA you must have administrative privileges. To view officials and their contact information: Log in to NDHSAA Click on the Officials tab on the left side of the page Click the Filter button on the right side of the page and choose a sport from the drop down menu You will see a list of all officials registered to officiate the sport you have selected for the current school year You may sort by clicking on the arrows on any column To show more than 10 officials on a page click a higher number than 10 from the Show Entries drop down menu You may view this information online or export to Excel by clicking on the Export icon on the top right side of the page. You may check for LOCAL (JV and below only) officials in the same manner. NDHSAA Post-Season Video Broadcasting All post-season (play-off, district, regional and state) video rights have been sold to Forum Communications and the NFHS Network. Some post-season contests and tournaments are available for stream/broadcast as declined events with applicable rate card fee. Any declined event stream/broadcast must have prior approval from NDHSAA or will be subject to twice the applicable fee. Please contact Brian Bubach for further information at or brian.bubach@ndhsaa.org NFHS Spirit of Sport and Heart of the Arts Spirit of Sport and Heart of the Arts awards are National Federation programs to recognize students for exemplary actions. The Heart of the Arts award is similar to the Spirit of Sport and recognizes people involved in the performing arts. If you have something or someone worthy of recognition, please request a nomination form from the NDHSAA office. Nomination forms must be submitted to the NDHSAA office before January 15, The NDHSAA nominee will be chosen and forwarded to Section 5 for selection of the Section 5 nominee to forward to the National Federation. To receive a Spirit of Sport nomination form, brenda.schell@ndhsaa.org To receive a Heart of the Arts nomination form, brian.bubach@ndhsaa.org Changing Addresses in NDHSAA Account As schools transition to the new addresses, users are reminded they must edit addresses in the NDHSAA system. Editing accounts will allow user history and all existing roles to remain connected to NDHSAA accounts. Users should not create new accounts, they should edit their existing accounts. To edit your NDHSAA address/login: 1) Log in to your NDHSAA account 2) Click on My Profile on the bottom left portion of the page 3) Click the Edit Button on the Profile page 4) Click the Account tab on the grey menu bar that goes across the page 5) Enter your new address 6) Confirm your new address 7) Click the blue SAVE button This is also where you would change your password, if you so desire. Editing your address on your NDHSAA account assures you receive the proper information from the NDHSAA office. ACT-SAT National Test Dates Administrators, activities directors and coaches should remind their students of the following dates so they may avoid conflicts. Please have them contact their school counselor for deadline registration dates and further details. 6 NDHSAA Coaches Education - Permit Submission Form Beginning in the fall of 2013 all coaches who work with student athletes in grades 9-12 must be certified. To become certified a coach must complete the requirements for a NDHSAA Coaching Permit. Member schools submit their coaching rosters through the NDHSAA Coaching Permit Submission Form. The NDHSAA Coaching Permit Submission Form allows tracking of all coaches through member schools. This is the only form that will be accepted and it must be ed electronically as an excel file. If you find a need to track more coach information than listed on this form, please feel free to add columns AFTER (to the right of) column 10. Only columns 1-10 need be submitted to NDHSAA. All coaches must be submitted each year. Only coaches not certified in a prior year will be mailed coaching permits. Coaching permits will be issued by the North Dakota High School Coaches Association. The due date for the Coaches Education Permit Submission form is April 1st each year. This form has been ed to main school contacts and is available on the NDHSAA website under Forms. Please contact NDHSAA for any questions concerning this form. NDHSAA Local (Sub-Varsity) Official Certification Available NDHSAA has a new process for certifying Local Sub-Varsity officials. Officials who complete all items needed to certify will be able to officiate at the sub-varsity level and below in the sport(s) in which they certify. This certification must be under the direction of an administrator of a NDHSAA member school. Requirements for Local Official include: 1) Completion of the NFHS Learn Concussion in Sports - What you Need to Know course. Users must create an account on the NFHS Learn site and purchase the course, although the course is free. Instructions are available on the NDHSAA website at the Concussion Management Information link on the main NDHSAA webpage. 2) Creation of NDHSAA Account. If prospective official has an existing NDHSAA account, requirements must be completed using the existing NDHSAA account and address. 3) Completion of the online Local Officiating Rules Clinic, available on the Clinic tab when logged in to NDHSAA account. 4) Completion and submission of LOCAL Officials Registration Form, available at end of Local Officiating Clinic. 5) Submission of payment to LOCAL school administrator for submission to NDHSAA for processing. ALL 5 items must be complete BEFORE LOCAL officials are eligible to officiate contests. LOCAL Officials are able to officiate contests at the JV level and below only. 7 State Gymnastics Information STATE MEET: February 26 and 27, 2016 Site: Jamestown, Jim Roaldson, Jamestown AD, Manager NEW GYMNASTICS REGULATION: On individual day, the first rotation order shall go from bottom ranking to top ranking. STATE MEET SCHEDULE: EVENTS A. Individual Events 1. Vault 2. Uneven Parallel Bars 3. Balance Beam 4. Floor Exercise B. All-Around REGISTRATION DEADLINE State meet entries are to be submitted electronically to the NDHSAA office and to the meet manager, no later than 10:00 AM Monday prior to the State Meet. Entries submitted after the deadline up to 4:00 PM that Monday will be accepted only if accompanied with payment of $25.00 late entry fee. No entries will be accepted later than 4:00 PM the Monday prior to the State Meet. EXPENSE ALLOWANCE Team payments will be made following the end of the fiscal year according to the team payment schedule. OFFICIAL RULES The Girls Gymnastics Rules Book published by the National Federation is the official rule book. UNIFORMS Participants must appear in appropriate school identifying uniforms. SCORING In determining the Team Champion, scores are determined by totaling the best four scores for each team in each event. STATE ENTRIES Each school is allowed six gymnasts for team competition. SUBSTITUTIONS Team substitutions are permitted up to the time of the start of the event using the roster as submitted on the state entry form. WARMUPS Touch warm-up shall be: Vault and Bars: Team A: Gymnasts 1, 2, & 3 touch, then compete. Team B: Gymnasts 1, 2, & 3 touch, then compete. Team A: Gymnasts 4, 5, & 6 touch, then compete. Team B: Gymnasts 4, 5, & 6 touch, then compete. Beam: First 3 competitors touch, then competition starts. Team A: Gymnasts 1&2 touches. Team B: Gymnast 1 touches. Team A: Gymnast 1 competes. Team B: Gymnast 2 touches Team B: Gymnast 1 competes Team A: Gymnast 3 touches. Team A: Gymnast 2 competes. 8 State Gymnastics Information - (Continued) OFFICIAL RULES STATE TOURNAMENT QUALIFIERS TEAM QUALIFICATION 1. The top eight teams will advance to the State Meet using the top 5 team scores from the regular season, which includes the conference meet. There will be no NDHSAA sponsored regional meet. 2. Tie-breaker for team seeding (Start with number one and stop when the tie is broken): 1. Head to head record where both teams competed. 2. Add team scores of meets where both teams competed. 3. Average top 4 scores (instead of 5) for tied teams. 4. Average top 3 scores for tied teams. 5. Average top 2 scores for tied teams. 6. Top score for tied teams. 7. Coin flip. 3. There will be one (1) session. 4. The schedule will be: Friday: Parade of athletes, introductions, anthem at 3:45 PM. Competition begins at 4:00 PM. All times are local time Friday (Team Day): 1:00 p.m. Gym Opens 1:15 p.m. - Coaches meeting 1:45 3:45 p.m. Timed Warm-ups (see note) 3:00 p.m. - Officials Meeting and video review for base score 3:45 p.m. - Opening Ceremony 4:00 p.m. - Begin Competition NOTE: Timed Warm-ups may be adjusted by the host school. Previously 1.5 minutes per athlete x 6 competitors, 2 minute equipment change was used. Teams will be seeded into the Team State Meet by use of simple ranking program. All host teams must report/submit team scores to Kent VanElls immediately after completion of competition, including Conference Meet. Final ranking will be simple average score of the top five regular season competitions in which the team participated. Example: North High December January January January January February February Total: = 683 divided by 5 meets = average. Top ranked teams will meet on floor exercise last round, etc. See Regulations for Warm-up and Competition Rotations: Coaches will declare the 6 Team Competition athletes per event by the Monday prior to the State Meet. INDIVIDUAL QUALIFICATION 1. The top 3 regular season scores will be used to advance the top 40 individuals and top 30 all around to the state meet. 2. The top 3 scores for each athlete must be posted on the NDHSAA website plus any update when an athlete achieves a better score. 3. Conference meet may contribute to the 3 score average. 4. Coaches must submit updates on an individual s score by noon Sunday prior to the State Meet. 5. Top 40 individuals and top 30 all around athletes statewide will qualify to Individual State Meet (no tie-break). Saturday (Individual Day): 10:45 a.m. - Gym Opens 11:00 a.m. - Coaches Meeting 11:30 a.m. - Timed Warm-ups Begin 12:30 p.m. - Video review for base score (optional) 12:45 p.m. - Opening Ceremonies 1:00 p.m. - Begin Competition NOTE: 1. Meet manager may view the field each day and adjust the warm-up if needed. a. Touch warm-ups will be used for team-day and individual day. 2. It is recommended to use the individual athlete announcing format and drop back warm up to speed meet up and provide more spectator appeal. OTHER REGULATIONS 1. Only high school teams are eligible to enter the State Meet. Junior high teams are not eligible, but junior high girls are eligible for the senior high team. 2. If a girl wishes to compete in the all-around, she must enter all four of the individual events. 3. 9 State Gymnastics Information - (Continued) SPECIAL MEETING: All judges and meet referees will meet one hour prior to the start of competition for video review prior to base scores. Prior to competition on both days of the State Meet, judges will review videos of routines of the event in which they are assigned. This will take place no later than 1/2 hour prior to the beginning of competition which is during the scheduled judges meeting. STATE SCHEDULE NOTE: Warm-up starting time will be reviewed by the meet manager for Friday for any necessary adjustments. STATE ADMISSION PRICES 1 Day Ticket: Adults - $10.00, Students - $ Tournament Ticket: Adults - $18.00, Students - $8.00 STATE AWARDS The top four teams receive a team trophy. In addition, competing members of the championship and runner-up teams will receive individual plaques. In each event, the top six individuals receive plaques and 7th through 15th receive ribbons. Because of the number of ties, individual awards will be ordered following competition. JUDGES A Meet Referee plus twelve judges - three in each event will be contracted. Scoring shall be tabulated to the ten-thousandths and rounded off to the nearest thousandth. Coaches and Officials Mandatory Online Testing Officials and head coaches of winter and spring sports basketball, gymnastics, hockey, wrestling, baseball and softball must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available online only and must be completed and submitted within the applicable window. The test will be available by following the Online Testing link on the main page of the NDHSAA website. (www. ndhsaa.com) The NDHSAA office will assess a penalty of $25 for non-completion of any mandatory online exam by a head coach. Officials non completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport. Spring sports testing window: Baseball & Softball - April 5 - April 12, 2016 NDHSAA Website - Entering Team Scholars NDHSAA recognizes teams that have met a cumulative 3.20 Grade Point Average as Team Scholars. Team Scholars may be submitted by school administrators through the NDHSAA website. Team Scholars submitted by the 15th of each month are published monthly in the NDHSAA BULLETIN the following month. NDHSAA /Farmers Union Insurance Distinguished Student Application Deadline NDHSAA /Farmers Union Insurance Distinguished Student Applications are available on the NDHSAA website under Administrators and Coaches, then Forms. Objectives & Goals: To recognize deserving young people who are the backbone of interscholastic activities, not necessarily the leader, but the individual whose participation in high school activities strengthens the program for participants, the school and the community. Criteria: Applicant must be a junior the year the application is submitted. Student must be a participant as a player, manager, statistician or other role in at least one NDHSAA sponsored activity in the current year. Note: Participation does not necessarily mean excellence, honors or even active play. Student must be a good citizen and role model to his/her peers as well as a contributor to the community. The committee will evaluate applicants essays on their demonstration of sportsmanship and citizenship and how the applicant feels these values derived from activities will provide them lifelong benefits. Selection Process: One applicant per school is allowed. A pre-screening committee will narrow the applicants to six finalists. The final selection will be based upon an interview conducted by a Selection Committee. Immediately following the interviews, the results will be announced at an NDHSAA sponsored luncheon for finalists and their families. Student must be available for interviews the ENTIRE morning of May 4. Deadlines: Completed application forms must be postmarked no later than April 1. Applications postmarked after April 1 will not be considered. Finalists will be notified by mid-april. Interviews and the luncheon announcing the results will be held on May 4th. Awards: All applicants of the NDHSAA Distinguished Student Program will receive a certificate suitable for framing. A press release naming all applicants will be sent statewide. Finalists will be featured in the September issue of the NDHSAA Bulletin. They will also be invited to participate in other functions connected with NDHSAA events. Farmers Union Insurance has graciously funded scholarships for the finalists. The NDHSAA Distinguished Student recipient will receive a $2,000 scholarship to the college of his/her choice. The runner-up will receive a $1,000 scholarship. The other four finalists will receive a $500 scholarship to the college of his/her choice. The Distinguished Student will be invited to be the Grand Marshall of the NDHSAA Parade of Champions and, along with the other finalists, participate in other activities such as serving as the NDHSAA spokesperson for High School Activities Month, promoting the values of activity programs and participating in awarding of trophies at NDHSAA state contests.
