1 Ohio North Board of Directors Meeting Minutes September 14, 2014 Ohio North Office Paul Emhoff called the meeting to order at 9:00 am. A quorum was present and acting throughout the entire meeting. Members present: Paul Emhoff, David Ehlert, Ron Gedrich, Scott MacMillan, Tom Pickett, Peter Kennedy, Bob Riggs, and via phone - Pat Cingel and Paul Holdgate Absent members: Tom Turner and Barry Brooks Minutes of the July 28, 2014 meeting were approved without objection. Treasurer Report - Gedrich gave financial report. Fiscal year ended as good year. Net income was up, expenses were down, but membership numbers decreased. Good job of controlling costs. Good decision to use FirstMerit financial services. Will continue to stay on the conservative side in investment plan. Funds from recently matured certificate of deposit will be moved into the investment account. Discussion was held staying on top of programs and getting additional income from outside of the members. Director Reports: Executive Director - Written report submitted by Riggs. Riggs reported on Team App, a no cost mobile web platform for clubs, teams, and state associations that offers a mobile advertising revenue stream. Cleveland United is currently using the mobile app for club communications and has recommended use by Ohio North. Director of Coaching - Emhoff related Turner s plans for player development initiatives, coaching education, and Olympic development for the upcoming year. Discussion was held on future field development. Riggs will Turner s plans to board members. District I MacMillan reported on: Meeting with the mayor of Youngstown and a developing JJC (Juvenile Justice Center) program to begin building a recreation soccer program for the inner city as part of YAYSL. Plans to set up a meeting with Catholic Youth League. Meeting with Girard Youth Soccer. Status update on Warren Soccer League and site visits. District III Kennedy reported on:

2 Meeting with Turner in Garfield with athletic director and plans to meet with recreation director. Kennedy and Jason Rutkowski will be working to run Brunswick s fall classic on November 1-2. Committee Reports: State League Pickett reported on: 178 teams registered for this season. Team/club compliance with regard to State League rules and possible actions for non-compliance. Possible facilities for State League indoor play. May use for high school teams. President Discussion was held on calendar for the upcoming year, possible fundraisers (like wine tasting, golf tournament, etc.), board and staff holiday event, and an Ohio North holiday open house for members. Discussion was held on SYRA and SRC. Emhoff will talk with SRA Tom Chapman and SYRA Barry Brooks on future plans and referee mentoring. Discussion was held on 2015 State Cup venues. Board consensus to use Pacesetter Park for preliminary games on May and to use Strongsville for the semi-finals and finals on June 6-7. U17-U19 games and quarterfinals to be played on dates and locations to be determined. Discussion was held on possible use of Victory Park for Ohio North games. Discussion was held on Ohio North referee support for Region II Cup. Motion by Gedrich, second by Kennedy to give $1,000 to the Ohio North SRC to be used for referees attending regionals. Motion approved unanimously. Unfinished Business - None New Business Fraudulent or Dishonest Conduct & Whistleblower Policy Motion to approve by Gedrich, second by Ehlert. Motion approved unanimously. Discussion was held on revising risk management policy. Next Meetings: Board Meeting -Tuesday, October 21 at 7 pm at the Ohio North office. Annual General Meeting followed by Board Meeting - November 22 at the Sheraton Cleveland Airport. Motion to adjourn Kennedy, second by Ehlert. Meeting adjourned at 11:30 am. 3 Board of Directors Meeting Executive Director Report September 14, 2014 On July 30, the Gillmer Kroehle Foundation in Warren, Ohio sent Ohio North a check for a $1,000 contribution designated to be used for Trumbull County TOPSoccer (YES TOPSoccer). On August 10, Emhoff, MacMillan, Turner, and Riggs met with Ray Carpenter, Tim Brookbank, and Giovanna Minniti-Whitfield of Girard Youth Soccer at the Niles Wellness Center to discuss club and player development. Girard currently registers approximately 500 players with SAY soccer and has a four-person volunteer board. Girard s goal is to develop and retain players in the community and prepare the players for high school. On September 4, Emhoff and Riggs attended the Meijer/Mondelez (Nabisco) US Youth Soccer Check Presentation in Grand Rapids, Michigan as part of the Kick In For Your Community Campaign. Ohio North received $10,000 for its participation during the first year of a three-year partnership with Michigan, Indiana, Illinois, Kentucky, Ohio South, and Ohio North. Sean Johnson of the Chicago Fire and the USMNT was present for an autograph and photo opportunity session with attendees and fans. On September 11, Emhoff, MacMillan, Riggs and Jim Sobien (YAYSL) met with the City of Youngstown to discuss formation of an inner city recreational soccer league. On September 12, Riggs had phone meeting with Dan Dougherty of Team App, a no-cost platform for clubs, regarding mobile advertising revenue for clubs and Ohio North. Cleveland United is currently using Team App for its club communications with the players and teams. Ohio North reported 45,704 players registered for the year to US Youth Soccer, down 13% from registrations of 52,518. Respectfully Submitted, Bob Riggs

4 Tom Turner s: Player Development Initiatives OYSAN 8 s Started this program this fall at the request of Avon. Four communities involved in sharing a common curriculum and Play Days. The goal is to expand the number of communities that voluntarily adopt the Academy approach to U8 development. OYSAN 6 s Lake Soccer (GAASA) has requested a U6 Academy for spring Much like Rocky Rover, Lake will serve as the impetus for generating a U6 Seasonal Curriculum that can be offered to members. OYSAN 10 s Goal is to build a seasonal curriculum for U10 s. Challenge is that is will be generic to the average player. Good for parent-coaches; more limited for advanced players and coaches. OYSAN Basic Skills Related to the OYSAN 8 s, a homework program is in the making, complete with videos and parent sign-offs. Bernie Telmanik is working on a new prize (Bag Tag ). Coaching Education On-Line Novice Course The On-line Novice Course requires a freshening up. This includes a new slide background and updated graphics. The Opening the Onion presentation needs to be incorporated. E License Self-Help Last year, I created three self-study guides for E and D candidates. There needs to be additional help provided on lesson planning, which directly impacts success in the US Soccer pathway. D License Mentoring Coaching development ideally requires mentoring. Because our club Head Coaches are often not qualified/motivated/capable of serving in mentoring roles, there is a developmental vacuum. Over the past two years, we have continued to charge $200 for the D course, while the number of contact hours have been reduced. Where requested, I need to offer support to these candidates. The fail rate remains around 50%. Ohio North Coaches Association The schedule has been established for Winter Coaching development sessions will be held monthly between November and March and are open to our members. Jay Hoffman will be a presenter this year. National Youth License We will approach Westlake to repeat as host of a NYL in US Soccer National C License

5 The November C License is generating interest and a sell-out is anticipated. Since the course was posted on the US Soccer web site, interest has been generated from all four corners of the country and abroad. Olympic Development There is nothing exciting to report about ODP. The regional program is in a state of directional shambles and may disintegrate by the October meeting. Many states may simply opt to send regional pool players vs state teams. Our fall numbers are stable, but not healthy. The Continental Cup gives us something to market. Not requiring players make deposits for regional camp may help boost our training numbers for the winter and the quality of our teams for the Continental Cup. This fall, we have offered an ODP-Select program for players with regional and national potential. It is a 6-week invitation-only program coached by Jay Hoffman and Tom Turner. Avon provided Avon HS as the venue. There is some optimism that the national office may be able to build a national ID program. This would start in at the very earliest. Field Development Westlake SA is in talks with their city to develop a multi-field complex in the vicinity of Crocker Park. An economic impact study is being developed. This information is generic to Ohio North needs and therefore adaptable to any group with aspirations of building a facility.

6 Recommended Criteria for Exclusion for Parks & Recreation A person should be disqualified and prohibited from serving as a volunteer if the person has been found guilty of the following crimes: For purposes of this policy; Guilty shall mean that a person was found guilty following a trial, entered a guilty plea, entered a no contest plea accompanied by a court finding of guilt (regardless of adjudication), or received court directed programs in lieu of conviction. SEX OFFENSES All Sex Offenses Regardless of the amount of time since offense. Examples include: child molestation, rape, sexual assault, sexual battery, sodomy, prostitution, solicitation, indecent exposure, etc. FELONIES All Felony Violence Regardless of the amount of time since offense. Examples include: murder, manslaughter, aggravated assault, kidnapping, robbery, aggravated Burglary, etc. All Felony offenses other than violence or sex within the past 10 years. Examples include: drug offenses, theft, embezzlement, fraud, child endangerment, etc. MISDEMEANORS All misdemeanor violence offenses within the past 7 years Examples include: simple assault, battery, domestic violence, hit & run, etc. Two or more misdemeanor drug & alcohol offenses within the past 7 years. Examples include: driving under the influence, simple drug possession, drunk and disorderly, public intoxication, possession of drug paraphernalia, etc. Any other misdemeanor within the past 5 years that would be considered a potential danger to children or is directly related to the functions of that volunteer. PENDING CASES Individuals found to have pending court cases for any of the disqualifying offenses will be disqualified. If the disposition of the pending case does not meet the criteria for the disqualification as listed above, the individual would then be cleared and reinstated.
