2 HISD Inventory Programs Mandate 1 ACT: The ACT is one of two admissions test options required by many four year colleges (the other is the SAT). The ACT is scored on a 1 36 basis (the average score is about 20 or 21) College admissions offices. 3 HISD Inventory Programs Mandate 3 CIRCLE (Center for Improving the Readiness of Children for Learning and Education): Achievement and diagnostic assessment from Prekindergarten adoption that measures district guidelines in the areas of Language Arts and Math. It provides teachers an easily interpreted snapshot of each child s literacy and numeracy development, allowing for appropriate small group instruction and showing a child s progress and growth over time. 4 HISD Inventory Programs Mandate 5 CBE (Credit By Exam): HISD's Credit by Exam (CBE) program enables students in grades K 12 without prior instruction to advance to a higher grade level or test out of a high school course. CBE also (1) helps students to pass a failed course or (2) in placing previously home schooled students, students from unaccredited private schools or foreign schools, and students whose records are unavailable with placement in the appropriate grade level. Student funds credit advancement administrations twice a year. The campus or parents pay for credit recovery and special cases. These administrations are independent of a district wide CogAt testing window given to K and 5. Refer to each type of assessment in this document for more detailed information.. In 2007 the Texas Legislature made the technology literacy assessment program part of the Texas Education Code. This test has been developed to assess student proficiency in the 21st Century skills described by the standards of the ISTE NETS S refresh. 7 HISD Inventory Programs Mandate 11 High Frequency Word Exam (HFWE): The HFWE measures first and second graders' proficiency in reading the most frequently used words. HISD administers this to students in the language in which their formal reading instruction is given. Under Curriculum management as part of the district s promotion policy, assessment occurs one onone by teacher observations and performance is used in promotion decisions; the students must read 80% of the words correctly. It provides a valid and reliable tool for objective measurement of achievement. 9 HISD Inventory Programs Mandate 15 Istation: This program monitors student growth in Reading. It utilizes a universal screener to diagnosis student at the beginning, middle and end of the year. It tiers the students and creates differentiated intervention activities per student and it is used for diagnostics and intervention. These patterns allow a teacher to observe the strategies a student uses to make meaning of individual words and texts as a whole. When paired with comprehension inquiry, running records are used to identify an independent reading level. 10 HISD Inventory Programs Mandate 17 Logramos K, 5 (Universal GT ing): The test is a multiple choice assessment which will help educators find out what students know and are able to do. It is the Spanish version counterpart to the Iowa test. Campuses will obtain reliable data to evaluate progress. The assessment stays essentially the same from year to year, with only carefully documented changes. NAEP provides a common set of assessments giving a clear picture of student academic progress over time. Federal, state, district (limited use) HISD participates voluntarily in the TUDA program, but a federal mandate requires any school/district receiving Title 1 Funds to participate, if selected. 11 HISD Inventory Programs Mandate 19 Oral Language Proficiency (IPT) for ELL s: The English version is used for identification of LEP students in grades Pre K 12 and for exit in grades The Spanish version is used for identification of LEP students in grades PreK 5, if the students Home Language Survey indicates Spanish is spoken. It is used in the initial identification of LEP students, and the English Oral Language Proficiency portion is a requirement for exit from a LEP to a non LEP status. It aims to evaluate education systems worldwide by testing the skills and knowledge of 15 year old students. 12 HISD Inventory Programs Mandate 21 Pre approved s: Created to fill the need for common assessments to support HISD s teacher appraisal and development system (TADS). It consists of district pre approved end of year/end of course (EOY/EOC) assessments in many grades and subjects/courses. These assessments are summative, cumulative tests in K 12 core and some enrichment subjects. It is an unique, online appraisal tool for teachers, allowing them and appraisers to document their interactions. It is used by National Merit Scholarship Corporation as an initial screening of entrants in its annual competitions for recognition and college scholarships (typically, entrants are in their third year of high school). It provides practice for the SAT Reasoning and enables students to compete for National Merit scholarships. HISD uses this test as an NRT for high school students, and educators use student performance data to inform instruction. 13 HISD Inventory Programs Mandate 23 PSAT 8/9 ( formally known as Readi Step): The PSAT 8/9 replaced the Readi Step assessment, the first step on the College Board s College Readiness Pathway an integrated series of assessments that includes the PSAT/NMSQT and the SAT. The SAT Suite of s is an integral HISD's College Readiness Initiative to increase the amount of students graduating college ready, enrolling in college, and graduating from college. It helps to establish a college ready baseline and to make targeted interventions to improve students in progressing towards college and career readiness. 14 HISD Inventory Programs Mandate 25 Reading Inventory (RI): The inventory allows high school students, families, teachers, and administrators to know individual reading level of students, as well as monitor their progress. As students set goals and move toward a career, they benefit from a new curriculum and take advantage of tools such as Linked Learning and Power Up. 15 HISD Inventory Programs Mandate 27 STAAR Accommodated (STAAR A): STAAR A is an accommodated version of STAAR offered as an online assessment in the same grades and subjects as STAAR. The passing standards for STAAR A are the same as any STAAR test. It provides embedded supports designed to help students with disabilities access the content being assessed. These supports include visual aids, graphic organizers, clarifications of construct irrelevant terms, and text tospeech functionality. State/Special Ed/504 Committees/ Teachers/Parents/Students Available in one or more subjects for any student with identified disabilities who is receiving special education services or any student identified with dyslexia or related disorder and is receiving Section 504 services. STAAR Alternate 2 is designed for the purpose of assessing students in grades 3 8 and high school that have significant cognitive disabilities and are receiving special education services. 16 HISD Inventory Programs Mandate 29 STAAR End of Course (EOC) s: The STAAR End of Course program replaced the graduation requirement for all students who entered Grade 8 in End of Course assessments are required for English I, English II, Algebra I, Biology and U.S History, and it measures student summative achievement in those subject courses. State/District/Teachers/Parents/Students Required for all eligible students enrolled in a subject/course with an EOC assessment. STAAR 3 8 is given to most students, but the program also includes versions that are modified to allow use by special populations, including: STAAR Spanish, STAAR L, STAAR Modified, and STAAR Alt 2. There are also multiple administrations for grades 5 and 8 (i.e., SSI grades). Except for STAAR Alt 2, all STAAR versions are administered during same administration window as regular STAAR 3 8. 17 HISD Inventory Programs Mandate 31 STAAR L: Criterion referenced assessment that is a linguistically accommodated version of STAAR Mathematics, Science, and Social Studies assessments. It measures the same subjects as STAAR General, but with linguistic accommodations for eligible students, and it is used to measure student summative achievement State/District/Teachers/Parents/Students It is available for ELLs who (1) are not most appropriately assessed with STAAR Spanish, (2) have not yet attained a TELPAS advanced high Reading rating in grade 2 or above, AND (3) have been enrolled in U.S. schools for 3 school years or less starting with first grade (Five school years or less if a qualifying unschooled asylee or refugee.)
