20 Conclusions A growing network Families in the French program have lived in the community for a long time and have applied to the school just to get in the French program. Parents have been strong advocates for the French program, and have supported it by making financial contributions, raising funds or by volunteering their time. For a large majority of schools, the French immersion program was created because of the school leadership s interest in French bilingual education and/or because French-speaking families applying to the school asked for it. For most school leaders interviewed, these programs can be expanded to other schools in the district or state. Yet, the shortage in qualified Teacher shortage teachers with both the language fluency skills and the combined education credentials. this needs to be taken into account before expansion. Hiring needs is high pool of qualified teachers is low Teacher development can be improved - Teacher collaboration on a national scale does not exist Access to French resources can be improved
