Pandit Sunderlal Sharma Central Institute of Vocational Education Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE), Bhopal, a constituent unit of the NCERT, is an apex research and development organisation in the field of Work and Vocational Education. It provides research and development and technical support to a variety of vocational programmes and advises and assists the Central and State Governments and Union Territory Administration on the implementation of Vocational Education and Work Education Programmes through its six academic divisions. Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE), Bhopal, a constituent unit of NCERT, is a national apex research and development organisation in the field of Vocational Education. It is also a centre of UNESCO s International project on Technical and Vocational Education (UNEVOC) in India. It provides research, development and technical support for realisation of the national goal of vocational education in fulfilling the manpower requirement for national development and the social requirements of employment. The PSSCIVE, Bhopal is engaged in multifarious activities, which may be broadly categorised into research, development, training, evaluation, extension and dissemination in the field of Vocational Education. The specific functions of the institute are to:! advise and assist the Central and State Governments and Union Territory Administrations on the implementation of Vocational Education and Training (VET) programmes;! function as the technical wing of Joint Council of Vocational Education and the MHRD in all matters relating to vocational education and training. 175
2 ! promote, supervise and guide the establishment of system for Vocational Education and Training at different levels, i.e. national, state, district and institutional;! ensure the uniformity of patterns in the context of national system of Vocational Education and Training and to maintain quality and standards;! establish equivalence of certificates and to accredit vocational institutions keeping the quality parameters in view;! conduct regular, long and short duration capacity building courses for the key functionaries and in-service courses for teachers of the States/UTs;! establish a networking of various types of institutions working in the area of Vocational Education and Training and other Research and Development institutions;! develop curricula and instructional materials;! develop bridge courses for lateral and vertical mobility of vocational students including non-print material;! develop a non-formal, flexible need based vocational programmes for neoliterates and youth; and! develop and try out generic vocational courses of +2 stage for academic stream students. Major Activities of the Institute during DEVELOPMENT PSSCIVE organised 21 Working Group meetings and developed 14 Competency Based Curricula, Training Packages, Training Manuals, Guidelines, etc. It developed software on Question Bank, Competency Based Training Manual for Living Skill Course, Tourism and Travel Techniques, Office Secretaryship. Training Package for Preparation and Marketing of Tomato Products, Modular Package for Micro-Irrigation System, Fishing Gear and Craft Assistance, Sports Science Laboratory Technician and Instructional module on Linux were developed during the year. The Institute developed Guidelines on Work Centred Education and PTC Guidelines were revised for adaptation by the Maharashtra Government. Competency Based Vocational Curricula on Insurance, Marketing and Salesmanship were revised. Development of Technical Vocational Education (TVE) Modules for the Literacy Initiative for Empowerment (LIFE) Kit for UNESCO, New Delhi The institute developed ten TVE modules for the Literacy Initiative for Empowerment (LIFE) Kit for UNESCO, New Delhi, to be utilised by UNESCO for training neo-literate farmers, factory workers, craftsmen, etc. The LIFE Kit s modules link the learner s literacy to economic self-sufficiency. Titles of the modules are: Mushroom Cultivation, Biofertilizers, Vermi-compost, Nursery Raising, Bee-Keeping, Coconut and Banana Fibre Production, Fish Seed Production and Marketing, Preservation of Fruits and Vegetables, Masonry, Plumbing. 176
3 TRAINING AND EXTENSION The Institute conducted thirteen teacher-training programmes for vocational teachers in various subjects. The teacher-training programmes are generally conducted in resource institutions of the concerned areas of training. For example, the teacher-training programme in Horticulture for Vocational Teachers of Maharashtra and Haryana states was organised at Dr. Panjabrao Deshmukh Krishi Vidyapeeth, Akola, Maharashtra. The other training programmes during the year are in the subjects like Living Skills, Commercial Garment Designing and Making, Bakery and Confectionary, Marketing and Salesmanship, Accountancy and Auditing, Entrepreneurship Development, Computer Techniques, Automobile Engineering, Evaluation Techniques, Establishment of Production-cum-Training Centre, Resolution of problems and effective delivery of Vocational Education and Training (VET) services. More than 300 vocational teachers benefited from the training programmes. It organised six orientation programmes for key functionaries of Vocational Education and Training in various states of the country like Assam, Chandigarh, Himachal Pradesh, Jammu & Kashmir, Punjab, Uttar Pradesh and Eastern, Western, Northern and Southern Regions under these programmes. Nearly 250 key functionaries took benefit of these programmes. Programmes were organised exclusively for SC/ST key functionaries and Minority institutions. Key functionaries from Jammu & Kashmir and Madhya Pradesh got orientation in developing Action Plan for implementation of VET in their state. The Institute also organised a Hindi Sammelan on Vyavasayik Shiksha mein Hindi ki Bhumika at PSSCIVE, Bhopal. Orientation Programme for Key Functionaries of Vocational Education and Training Through EDUSAT For the first time, the Institute organised four region-wise Northern, Southern, Eastern and Western orientation programmes for Key Functionaries of Vocational Education and Training through EDUSAT network of CIET, New Delhi. About 500 key functionaries including principals of vocational schools from 25 states participated in the training programme. National Level Vocational-cum-Technical Exhibition and Conference A National Level Vocational-cum-Technical Exhibition and Conference was organised on 2-3 May 2007 in Pune, Maharashtra jointly by the PSSCIVE and the Directorate of Vocational Education and Training, Government of Maharashtra. The delegates presented papers on various themes like Value addition in Vocational Technical Education, Quality Upgradation in Vocational Technical Education and Training, Work Centred Education, etc. Students, NGOs and Industry people put up more than 100 stalls on Vocational Education theme. More than 50,000 stakeholders visited the exhibits. Collaboration with Other Agencies (CBSE, IGNOU, AICTE, NCTE, etc.) The Institute was involved in developing curriculum and instructional material in the areas of Financial Market Management, Office Secretaryship and Stenography and General Health Care with Central Board of Secondary Education, New Delhi. The Institute contributed in various meetings organised 177
4 by IGNOU, New Delhi to explore feasibility of launching programmes on Open Vocational Education and Training for Special Learners and their functionaries, Diploma in Modern Office Practices, Conceptualisation and Designing of B.V.Ed. etc. The Institute represented in the task on vocational education set up by AICTE to accomplish its mandate. NCTE s Consultative Committee meeting for preparation of Curriculum Framework on Vocational Education was attended by the faculty from the institute. NCERT Awards for Best Practices in Vocational Education and Training The NCERT Awards function was held on 21 November 2007 at NITTTR Auditorium, Bhopal. Sixty-eight awardees from different parts of the country participated and received awards. The awards were given in four categories namely Best Achiever; Second Best Achiever; Best Vocational Teacher; Best Institution and Best School Industry Linkage. UNEVOC Centre Award During the year , PSSCIVE received UNEVOC Centre Award from UNESCO-UNEVOC International Centre for Technical Vocational Education and Training (TVET), Germany, for its continued efforts in furthering UNESCO goals in TVET as part of the UNEVOC network. Hindi Pakhwada To promote the use of Hindi and to encourage the staff for using Hindi in their routine work, Hindi Pakhwara was organised from 14 to 28 September The faculty and staff showed keen interest and participated in the programmes. Noted Hindi experts were invited as judges in these competitions. Certificates and cash prizes were given away to the winners. Academic Enrichment Lecture Series Two distinguished speakers delivered academic enrichment lectures. Shri N.S. Khalsi, IAS, Secretary, Department of Employment Generation and Training, Government of Punjab spoke on Bharatiya Yuvaon ke liye Rozgar Nirman Evam Prashikshan ki Neeti. Dr. Ajay Shukla, Freelance Writer and Trainer and Gold medallist of International Human Rights Millennium Award delivered a lecture on Upalabdi, Abhiprerna evam Lakshya Nirdharan. Major Contributions of the Faculty Professor Poonam Agrawal, I/C Joint Director took the charge on 25 February She provided necessary inputs in the formulation of revised Central Sponsored Scheme (CSS) of Vocationalisation of Post Secondary Education. She contributed to the Draft of National Policy of Skill Development, Ministry of Labour and Employment, Govt. of India. She edited a course on Vocational Education for DEC-NCTE national Programme. She prepared Country Profile for India on Vocational Education and Training Policies for an International project taken up by University of Bremen, Germany. Professor P.V. Prakasa Rao developed course curriculum for +2 level CBSE vocational course titled General Health Care. The course was developed as a collaborative venture of CBSE, PSSCIVE and FICCI. He is the editor and one of 178
5 the five authors for the textbook titled Orientation to Hospital Equipment and Technologies. This is a textbook for the vocational course titled General Health Care, being implemented by CBSE affiliated schools from the year as a +2 level vocational course. He conducted two training programmes for the Directorate of Vocational Higher Secondary Education, Kerala Training for Health Related Vocational Teachers for Effective Functioning in the Workplace and Training for Laboratory Assistants in resolution of Problems in Delivering Effective VET Services. A. Palanivel, Reader revised the Competency Based Vocational Curriculum on Office Secretaryship/Stenography and Tourism Travel and Techniques for the Goa Board of Secondary and Higher Secondary Education, Goa from November, 2007 and from March 2008 respectively. He collected data and had meetings with Chairman, Secretary and other officers of Maharashtra State Vocational Education Examination Board for the research study on Testing and Certification Mechanism. He assisted in organising three Institute Advisory Board Meetings. He jointly contributed the papers on Challenges for Vocational Education due to Globalisation: New Trends in Vocational Education and Training in India for the National Conference on Vocational Education Trends and Issues organised by Higher and Technical Education Department, Government of Maharashtra at Pune from 2-3 May, 2007 and Vocational Education and Training at School Exploring Options for Meeting the Challenges through Information and Communication Technology for the workshop on ICT for Vocational Education and Training in Schools organised by Media Lab Asia Ahmedabad at IGNOU, New Delhi from 7-8 September He organised a curriculum committee meeting on 18 December 2007 at NCERT, New Delhi. He contributed in the development of textbooks on Accounting for Business I and II for the Vocational Course on Financial Market Management and revised the Vocational Curriculum on Office Secretaryship/ Stenography of Central Board of Secondary Education, New Delhi in its meetings held at CBSE, New Delhi. He attended International Conclave on Skills Development: Building People Building India on 12 December, 2007 at New Delhi. He also attended the seminar Approaching Inclusive Growth Skills Development for the Unorganised Sector on 11 December 2007 at India Habitat Centre, New Delhi. Mr. Saurabh Prakash, Reader coordinated a workshop of teachers of Engineering and Technology Based Vocational Courses of Sikkim on the Techniques of Evaluation in Practical/Orals and Establishment of Production-cum-Training Centre at Gangtok, Sikkim from June He also coordinated a teacher training programme in Mechanical Servicing/Automobile Engineering trade for Haryana, Punjab, Sikkim and Maharashtra state at Pune from 25 March to 3 April He coordinated a working group meeting on Development of Competency Based Modular Package for Micro Irrigation System from February 2008 at Jalgaon. He acted as a resource person in WGM in Development of Competency Based Training Manual for Living Skill Course held at Goa Board of Secondary and Higher Secondary Education, Goa from 9-13 July He was a resource person in the Post Graduate Diploma in Vocational Education on 23 January 2008 organised by Staff Training and Research Institute of Distance Education (STRIDE), Indira Gandhi National Open University (IGNOU), New Delhi. He presented a paper titled Effectiveness and Impact of Farm Machinery Training on Vocational Teacher in a National Conference on Vocational Education: 179
6 Trends and Issues organised by Directorate of VET, Maharashtra at Pune from 2-3 May He presented paper on Food Machinery Equipment for Rural Area in a seminar on Prospects of Food Industry in MP organised by Federation of Indian Chambers of Commerce and Industry (FICCI) MP Chapter at Vidisha on 14 March 2008 and Bhopal on 18 March Dr. R.K. Shukla, Reader is a member, Advisory Board of the Journal of Gender Equality and Sensitivity. His paper Mobile E-Commerce: The Emerging Technology was published in the Journal of Commerce and Information Technology published by National Institute of Computers and Management (NICOM), Jaipur, January-June, Another paper, Empowerment of Women through Joint Forest Management was published in the Journal of Gender Equality and Sensitivity, Women s Studies Centre, Barkatullah University, Bhopal. He also participated in third Hindi Kumbh at Bangalore from 1-3 March 2008 and presented a paper on Global Challenges for Hindi. He coordinated a 21-day vocational teachers training programme in the area of Accounting and Auditing for the State of Tamil Nadu from 11 September to 1 October Also took classes in the area of Entrepreneurship Development for the Commerce based Vocational Teachers of Northern Region from October, 2007 at Varanasi. He contributed in the development of District Vocational Education and Training Plan for Pondicherry District and development of New Curriculum of Life Insurance. The course was developed in collaboration with L.I.C. of India, Bhopal during March 31 to 3 April, He coordinated the Orientation Programme for the Key Functionaries/Principals of U.P. in the area of Vocational Education from August 2007 at Lucknow. He was a resource person for the orientation programme for SC/ST Key Functionaries held at RIE, Mysore from March, He was also a resource person for the programme on Capacity Building of Key Functionaries working for VET as SC/ST Community held at SCERT, Chhattisgarh, Raipur from December He attended the 4 th Meeting of West Bengal State Council of Vocational Education and Training at Kolkata on 21 February 2008 as nominated member of PSSCIVE. Dr. Suniti Sanwal, Reader organised capacity building programme for Key functionaries and Principals of Himachal Pradesh on Vocational Education and Training from June 2007 at SCERT, Solan. She coordinated the programme NCERT Awards for Best Practices in Vocational Education 2007 on 21 November She also coordinated the programme for Development of Vocational Education and Training Plan of Lucknow District of Uttar Pradesh from 4-10 December She attended a meeting on Vocational Education conducted by NIOS in Dehradun on 7 April She also attended a Convention on Value Education through Jeevan Vidya from May 2007 at IIT, New Delhi. Dr. Asfa M. Yasin, Reader visited Kabul, Afghanistan from July 2007 as member of NCERT delegation to the Ministry of Education, Afghanistan for extending cooperation and support in education and training. She was nominated as a Fellow of the Academy of Science, Engineering and Technology, Bhopal. She contributed as a resource person in the programmes Develoment of Action Plan on VET for SC/ST Key functionaries from November 2007 and Capacity Building of Establishment of Production-cum-Training Centre (PTC) from January, She contributed in the popularisation of Work Centred Education (WCE) through video-conferencing programmes at NCERT from 180
7 28-29 November 2007 and on 7 March She coordinated programmes on Development of Modular Package for Fishing Gear and Craft Assistant and Development of Guidelines on Work Centered Education (WCE) from March 2008 and 31 March to 4 April 2008 respectively. She coordinated International Relations; preparation of project proposals for China, Sri Lanka, Afghanistan and many other countries under cultural exchange programmes. She initiated the development of UNESCO-Life Kit project for developing VET modules. She attended the programme Partnership for Reservoir Fisheries Development organised by Central Inland Fisheries Research Institute, Barrackpore and National Fisheries Development Board, Hyderabad from July 2007 at Central Institute of Agricultural Engineering (CIAE), Bhopal. Dr. Rajiv Kumar Pathak, Reader conducted Development of Competency Based Training Package in Preparation and Marketing of Tomato Products held at CIET from January He coordinated the programmes of Capacity Building of Key Functionaries Working for Vocational Education and Training of SC/ST Community held at SCERT, Raipur from December 2007; Development of Action Plan for Implementation of Vcoational Education and Training in M.P. held at PSSCIVE, Bhopal from November 2007 and Conference on Role of Hindi in Vocational Education held at PSSCIVE, Bhopal on 8 February He was also a part of programmes on Teachers Training Programme in Horticulture for Vocational Teachers of Maharashtra and Haryana State held at Dr. PDKV, Akola from 23 July to 6 August 2007; Capacity Building of Key Functionaries and Principals of Himachal Pradesh on VET from June 2007; Capacity Building of Principals and Key Functionaries of Chandigarh on VET on August 2007 and Development of District Vocational Education and Training Plan for Bhopal. He has contributed for the development of textbook on Computer and Communication Technology for Class XI. A training programme for Computer Technique Vocational course in Web Technology was organised by him. He has conducted programme on Orientation of Key Functionaries on Vocational Education and Training through EDUSAT Network. The programme was conducted in four phases for four regions. About 500 key functionaries from 25 states including Principals and Key officers from the Directorate of Education participated in the programme. He participated in the workshop on Information Technology Present Scenario and Possibilities sponsored by MHRD at Dr. B.R.A.University, Agra on 14 March, Dr. R. Muthuraj, Sr.Lecturer coordinated a status study for placement of vocational students for apprenticeship training in different regions in three phases at Kanpur (14-18 August 2007), Mumbai (26-30 November 2007) and Chennai (5-10 November 2007). He contributed in Need Assessment for Vocational Courses 182

He attended training programme for resource group for advocacy of the NCF-2005 in states organised by Curriculum Group, NCERT, New Delhi (Phase- I). He participated as a resource person in the orientation programme for the Key Functionaries/Principals of Uttar Pradesh in the area of Vocational Education from August 2007 held at Lucknow. He coordinated the Career Conference-cum-Exhibition for the Guidance of Secondary School Students, their Parents and Teachers in different regions organised by the Institute. He coordinated an Orientation Programme for the SC/ST Key Functionaries from March 2008 at RIE, Mysore. Dr. V.K. Jain, Reader coordinated National Vocational Technical Exhibition, Conference and Seminar jointly organised by PSSCIVE and Directorate of Vocational Education and Training, Government of Maharashtra from 2-3 May He also contributed in the organisation of Working Group Meeting (WGM) for Adaptation of the Guideline of PTC for Maharashtra State from October 2007 at Pune.
