1 Overview 1. The School Activity Report (SAR) data contains information about professional school personnel (principals, assistant principals, counselors, teachers, etc.) and their activities. The following information about each activity is used to do in-field/out-of-field for NCLB: social security number or UID (to get social security number) for the teacher(s) of record associated with the activity, LEA code/school code for the school where the activity is occurring, course number/section/term combination associated with the activity, section attributes associated with the activity (specifically external provider, third party provider, delivery mode, how taken, institution code and credit recovery), and counts by grade and exceptionality type for students associated with the activity. 2. The SAR data comes from the PowerSchool application. It is extracted for DPI at the end of a school s second month for the current school year (approximately early September to mid- November). More information concerning SAR data collection from PowerSchool may be found in the School Activity Report (SAR) Guide located on the Financial & Business Services webpage of DPI s website under Student Accounting => Manuals. (Click here to access the SAR Guide) 3. Things to Remember a. When scheduling teachers to classes, be sure the population of the class and/or subject content for the class is covered appropriately for certification needs. i. NCVPS will provide a teacher that is content certified for NCVPS classes. The school will need to supply the EC teacher if the population of the class reflects that need. ii. A core subject class in grades 7-13 with a population requiring EC certification (excluding Extended Content (ECS) classes) will require a teacher with the subject content certification and EC certification. If multiple teachers are needed to fill the certification needs, be sure all are entered as Lead Teachers for the class. b. The Licensure information used in doing NCLB in-field/out-of-field determination is a pointin-time snapshot of Licensure data. c. A school should be mindful of the list of valid course numbers for a given school year. This list is available through the NC SIS Home webpage ( on the DPI website. This document may be accessed by following NC SIS Home => Library => NC SIS Technical Library => Courses and Course Codes. On this webpage, look for the Course Code Master List corresponding to the desired school year. d. The definition for teacher of record is the person that is responsible for the instruction of the students within a class. They should be entered as a Lead Teacher for the class. A class may have multiple teachers of record (lead teachers). e. When a long-term (4 consecutive weeks or more) substitute is assigned to a class, that person should become the teacher of record replacing the original teacher. The substitute should be entered in PowerSchool as the teacher of record for the class and they will need to meet the requirements for a Highly Qualified teacher. f. When one or more short-term substitutes are used for a class and there is no original teacher of record for the class, then the substitute in the classroom when the SAR data sarpresentation_fy2016 1

2 extraction is done for the school should be the teacher of record in PowerSchool for the class. They will need to meet the requirements for a Highly Qualified teacher. g. When one or more short-term substitutes are used for a class and there is an original teacher of record for the class, then the original teacher of record should remain in PowerSchool as the teacher of record for the class. h. If a teacher teaches an EC Reading class (subject area 1001 with 80% or more of the students in the class representing one or more exceptionalities), they will be considered infield if they have license area 190 (Reading) or a license area that certifies them to teach at least one exceptionality represented by the students in the class. i. If a teacher teaches a core-subject class with a corresponding course number having a 5 th position value of 5 (Honors/Advanced/Academically Gifted), 7 (Advanced Placement) or 8 (International Baccalaureate), they will be considered in-field if they have proper certification for the subject content. This is true for both EC and non-ec classes with these academic levels. The exceptionality types of the students in the class are not considered when determining in-field/out-of-field status for the teacher of the class. j. If a teacher teaches an Arts Education or Foreign Language core-subject class, they will be considered in-field if they have proper certification for the subject content. This is true for both EC and non-ec Arts Education or Foreign Language classes. The exceptionality types of the students in an EC Arts Education or EC Foreign Language class are not considered when determining in-field/out-of-field status for the teacher of the class. k. If a teacher teaches a core-subject EC class (excluding Arts Education and Foreign Language core subjects) at the elementary school level, then they must be certified in at least one of the core exceptionalities represented in the class. l. When checking for proper certification for the subject content associated with a class, if the teacher has any of the license areas listed in the SAR/Licensure crosswalk for the subject, he/she will be considered in-field for the subject content. sarpresentation_fy2016 2

3 Background for NCLB In-field/Out-of-field Process 1. In-field/out-of-field processing will be performed on personnel with lead teacher assignments to core subject classes. 2. No in-field/out-of-field processing will be done for social security numbers within the range These social security numbers are used for foreign-exchange teachers and for professors associated with classes taught at universities, colleges, community colleges or technical colleges. They are also used for vendor software, such as NovaNet and OdysseyWare. We do not have certification information for these teachers and professors. 3. A class is designated as an exceptional children (EC) class based on the exceptionality type(s) of the students in the class. If 80% or more of the students in the class are of one or more exceptionality types, then the class is designated as an EC class. Also, if the academic level for the class is A (Extended Content Standards (ECS)) or B (Occupational Course of Study (OCS)), the class will be designated as an EC class. In this case, it will not matter what percentage of the students are of one or more exceptionality types. If there are students assigned to an EC class without an exceptionality designation, they will not be considered in the evaluation of the EC class for in-field/out-of-field purposes. The following exceptionality types will not be used in reporting NCLB statistics: other health impairment (OHI), orthopedic impairment (OI), speech/language impairment (SLI) or traumatic brain injury (TBI). 4. The following subject areas (first 4 positions of the class corresponding course number) are considered to be core subjects. Classes (both EC and non-ec) associated with these subject areas and having grade levels of course X (high school), Y (middle school) or Z (elementary school) will be used in reporting NCLB statistics. If the grade level of course is Z and 50% or more of the students in the class are in Pre-Kindergarten grades P0, P1, P2, P3 and/or PK, then the class is considered to be a Pre-Kindergarten class and is not included in the NCLB statistics. Classes associated with core-subject course numbers having A (Extended Content (ECS)) in the 5 th position or core-subject course numbers beginning with 9246 (Self-Advocacy Development) will be evaluated based only on the exceptionality(ies) of the students in the class. 7. Classes associated with core-subject course numbers having B (Occupational Course of Study (OCS)) in the 5 th position will be evaluated based on both the exceptionality(ies) of the students in the class and the subject content. 8. The SAR/Licensure Crosswalks contain the valid relationships between subject areas/exceptionality types, license areas and grade levels of course. The Crosswalks are updated each year in preparation for running the NCLB In-field/Out-of-field Process. The Crosswalks ( SAR Core Subject Crosswalk, NonCore Subject Crosswalk and Core EC (Exceptional Children Types) SAR Crosswalk ) may be viewed online by accessing the NCLB webpage through the Licensure website (Click here for Licensure website access) or by accessing the Licensure Forms webpage (Click here for Licensure - Forms webpage access). The SAR Core Subject Crosswalk contains two tabs one for NON-EC CORE SUBJECTS and the other for GRDS 7-13 EC CORE SUBJECTS. The NON-EC CORE SUBJECTS tab lists the core subjects and their corresponding valid license areas/grade level combinations for non-ec core subject classes. The GRDS 7-13 EC CORE SUBJECTS tab lists the core subjects and their corresponding valid license area/grade level combinations for EC core subject classes for grades The NonCore Subject Crosswalk contains two tabs one for NON-CORE SUBJECTS and the other for NON-CORE EC TYPES. The NON-CORE SUBJECTS tab lists the non-core subjects and their corresponding valid license areas/grade level combinations for non-core subject classes. 9 Determining In-field/Out-of-field Status NOTE: For each in-field/out-of-field rule listed below, the following criteria must also be true: The teacher has certification information on file at DPI. Their certificate did not expire prior to the current school year. A core subject area, an Extended Content (ECS) core subject area or an Occupational Course of Study (OCS) core subject area is associated with the class (see items 4 through 7 under Background). Subject area is represented by the first 4 positions of the class corresponding course number. 1. If an EC class has the following characteristics the class contains students with one or more of the following exceptionalities: autism (AU), deafblindness (DB), developmental delay (DD), deafness (DF), emotional disability (ED), hearing impairment (HI), intellectual disability-mild (IDMI), intellectual disability-moderate (IDMO), intellectual disability-severe (IDSE), specific learning disability (LD), multi-disability (MU), or visual impairment (VI), the corresponding subject for the class is not Reading (subject code 1001), and the class is an elementary class (6 th position of corresponding course number is Z ), then the in-field/out-of-field status will be determined for each exceptionality associated with the class. If the teacher has an EC license area that makes them in-field for at least one core exceptionality in the class, then they will be considered in-field for the entire class. Example 1: Mrs. Smith teaches ELA Grade 3 (course number begins with 10532Z0) to an elementary EC class. The students in the class are in grade 3. There are 5 students in the class - 3 IDMI students, 1 ED student and 1 LD student. Mrs. Smith has license area (Special Education: General Curriculum). Based on the SAR/Licensure Crosswalk for Core Exceptional Children (EC) Types, license area certifies her to teach all three exceptionalities. Therefore, she is considered infield for the class. Example 2: Ms. Ellington is an ECS Math Grade 1 teacher (course number begins with 2001AZ0). There are 7 grade 1 students in the class 3 AU students, 2 DD students and 2 students without an exceptionality designation. Ms. Ellington has license area (Deaf & Hard of Hearing). Based on the SAR/Licensure Crosswalk for Core EC Types, this license area certifies her to teach DD students. Therefore, she is considered in-field for the class. 2. If an EC class has the following characteristics... the class contains students with one or more of the following exceptionalities: autism (AU), deafblindness (DB), developmental delay (DD), deafness (DF), emotional disability (ED), hearing impairment (HI), intellectual disability-mild (IDMI), intellectual disability-moderate (IDMO), intellectual disability-severe (IDSE), specific learning disability (LD), multi-disability (MU), or visual impairment (VI), the corresponding subject for the class is Reading (subject code 1001), and the class is an elementary, middle school or high school class (6 th position of corresponding course number is Z, Y or X, respectively), sarpresentation_fy2016 9

10 then the in-field/out-of-field status will be determined for each exceptionality associated with the class. If the teacher has an EC license area that makes them in-field for at least one core exceptionality in the class or has license area 190 (Reading), then they will be considered in-field for the entire class. Example 1: Mrs. Smith teaches Reading (course number begins with 10012Z0) to an elementary EC class. The students in the class are in grades 3-5. There are 5 students in the class - 3 AU students and 2 IDMO students. Mrs. Smith has license area (Mentally Handicapped). Based on the SAR/Licensure Crosswalk for Core EC Types, license area certifies her to teach both exceptionalities. Therefore, she is considered in-field for the class. Example 2: Mr. Long teaches Reading (course number begins with 10012Y0) to a middle school EC class. The students in the class are in grades 7-8.
