5 Approved s for the Schools of Mississippi School Year Office of Education Jean Massey Executive Director Dear Administrators and Counselors, The Mississippi Department of Education s Approved s for the Schools of Mississippi Manual offers a wide variety of courses for high school students, beginning with grade seven and continuing through grade twelve. The purpose of the Approved s for the Schools of Mississippi manual is to help select the courses that are best for students. Choosing the courses for a high school program is an extremely important task and one that should become thoughtfully with your students and their parents. Guiding Questions to Consider: What courses are required for graduation? When will the school offer the required courses? What are the local interests and areas which need developing? How will you use the icap (Individual Career and Academic Plan) to create a secondary course plan best suited to student and high school goals? Please follow the directions on the next page to create an Approved s for the Schools of Mississippi report. NOTE: An example of an Approved Codes Report from the Mississippi Student Information Systems () is attached at the end of this document. The report is only an example and does not include all approved courses listed in the Mississippi Personnel/Accreditation Data system (i.e. course code for elementary, special schools, etc.). Also, this report does not reflect or include courses that are presently being developed, revised or will be deleted after July 30 of the current school year. Example: COMPUTER APPLICATIONS and KEYBOARDING will be deleted and not available for the school year, these courses will remain in until July 1, To ensure the most current list of available approved courses is being used, please generate a current Approved Codes Report from the Mississippi Student Information System (). 7 P age

7 Approved s for the Schools of Mississippi School Year APPROVED SECONDARY COURSE CODES REPORT for the Schools of Mississippi The following procedures will help district administrators and counselors keep abreast of just in time changes to courses, course codes and other relevant information on approved courses. Administrators and counselors should periodically review approved courses through the electronic database in order to make the correct decisions for helping students develop their Individual Career and Academic Plan and prepare for graduation and post-secondary requirements. Every counselor should be able to access through limited access with a personal log-in. If you do not have a log-in, ask for assistance from the district data manager. 11 Approved s for the Schools of Mississippi School Year Standard Diploma Each student graduating from a secondary school in an accredited school district will have earned the required Carnegie units as specified in the following table. Contents of each required and elective course must include the core objectives identified in the Mississippi College- and Career-Readiness Standards. titles and identification numbers must appear in the current edition of the Approved s for Schools of Mississippi. (See 7 Miss. Admin. Code Pt. 3, Ch. 28, R. 28.2, R ) Students enrolled in grades 7-12 may be awarded a Carnegie unit credit provided the course content is a Carnegie unit bearing course in the current edition of the Approved s for the Schools of Mississippi Manual. Enrollment in online courses must have prior approval granted by the principal. Any student who completes the minimum graduation requirements as specified below and has met the requirements for each of the required high school assessments is eligible to receive a high school diploma. The local school district may establish additional local requirements approved by the local school board as authorized under Miss. Overview of the Program Established by legislation in 2006, the Mississippi Virtual Public School (MVPS) is a tuition-free program that offers students the option to enroll in online courses to supplement their traditional brick-and-mortar education. The Mississippi Department of Education (MDE) has contracted with Connections Education to operate the MVPS. Students throughout Mississippi now have access to Connections Education's innovative online courses and experienced, responsive teachers. A student is limited to 2 Carnegie units per school year through this program. Registration for courses is completed through an on-site coordinator at the local public high school. 36 Approved s for the Schools of Mississippi School Year MISSISSIPPI ONLINE COURSE APPLICATION DISTRICT GUIDANCE The Mississippi Department of Education allows for local education agencies to offer courses through distance and online learning as outlined in State Board Policy Part 3, Chapter 56, Rule Distance Learning / Online s (Rule 56.1). In accordance with Rule 56.1, courses offered through the Mississippi Virtual Public School (MVPS), the Mississippi Interactive Video Network (MIVN), or MDE-approved independent study programs do not require additional approval. In order for a vendor to be approved for use under paragraph 2 of Rule 56.1, local school districts must submit an application to the Mississippi Department of Education for approval to ensure the vendor/provider s content, curriculum, and assessments are aligned to Mississippi College- and Career-Readiness Standards. Districts must submit a Mississippi Online Application (MOCA) that includes a review of proposed distance and online courses. The evaluation rubric is derived from the Southern Regional Education Board s (SREB) Checklist for Evaluating Online s and the International Association for K-12 Online Learning s (inocal) National Standards for Quality Online s. School districts must complete an initial review of courses being proposed for use as distance and online courses. A district may work with other districts to submit a MOCA when multiple districts plan to offer courses provided by the same vendor. A district online course review team must be comprised of a minimum of three (3) reviewers, to include at least two (2) content specialists (classroom teachers, curriculum specialists) and one (1) technology specialist to complete the review. The MOCA shall include three (3) components: (1) the Application Cover and Signed Assurances, (2) the Online Review Rubric, and (3) the Online Alignment Crosswalk. Completed MOCAs will be submitted electronically for final review and approval by the Mississippi Department of Education. The completed application, including the three required files, must be submitted via a single to onlinecourses@mdek12.org. The Mississippi Department of Education will review applications and notify districts of approval status, as outlined in the approval timeline below. Once a course has been reviewed and approved by the MDE, the course will be added to a master list of approved online courses for use by other districts. 37 P age

43 Approved s for the Schools of Mississippi School Year DESCRIPTOR TERM: Credit Recovery Policy RULE: 28.5 ADOPTION DATE: May 19, 2008 REVISION: Credit Recovery Guidelines The purpose of the credit recovery policy is to provide guidance to Local Education Agencies (LEAs) with Credit Recovery Programs. Credit recovery allows students who have been unsuccessful in mastering content or skills an opportunity to apply for credit recovery as an alternative to repeating the entire course. I. Credit recovery is defined as a course-specific, skill-based learning opportunity for students who have previously been unsuccessful in mastering content/skills required to receive course credit or earn promotion. In order to be eligible for credit recovery, a student must have unsuccessfully completed and failed a course or failed a SATP assessment. II. Beginning with the school year, any LEA who provides a Credit Recovery Program shall develop and implement a Credit Recovery Program that has been adopted by the school board and that includes rules, regulations, and processes. The rules, regulations, and processes shall be available to faculty, students, and parents/guardians. At a minimum, LEAs must address the following areas: 1. Admission to and removal from the Credit Recovery Program a) LEAs shall establish an application process that requires parental consent. b) LEAs shall establish minimum criteria to determine eligibility for participation in the Credit Recovery Program. c) LEAs shall determine the number of Credit Recovery s that a student can take at one time. d) Students shall not remain in a Credit Recovery for more than one year. e) Only students that have failed a course may enroll in credit recovery to earn a minimum passing grade. Credit recovery cannot be used by a student that has passed the course to improve the students assigned course grade. f) A student that has passed a SATP class but failed the SATP assessment may enroll in credit recovery for remediation only. 44 Approved s for the Schools of Mississippi School Year Instruction: a) LEAs shall determine the instructional methodology used for the Credit Recovery Program (i.e., online program, Mississippi Virtual Public School (MVPS), direct instruction, computer assisted instruction, etc.). b) If an online credit recovery program is used, the online delivery must be supervised by a licensed teacher employed by the LEA that issues the final credit recovery grade. The LEA must ensure that content and instruction is aligned to the Mississippi College and Career Ready Standards and the Mississippi Curriculum Frameworks. c) LEAs shall provide professional development for teachers and facilitators involved with the Credit Recovery Program. 3. Content and Curriculum: Credit Recovery Curriculum shall be based on the Mississippi Curriculum Frameworks competencies and objectives. 4. Grades: LEAs are responsible for establishing specific procedures for evaluation of student progress and determining grades. 5.
