1 RANDOM LAKE HIGH SCHOOL ATHLETIC OPPORTUNITIES The interscholastic athletic program at Random Lake offers many students an opportunity to receive valuable instruction and to compete with students from other schools in a number of sports. Random Lake is a member of the Central Lakeshore Conference and the Wisconsin Interscholastic Athletic Association. The rules of those organizations govern the action of the athletes. The students at Random Lake have the opportunity to participate in a variety of interscholastic programs: Football Cross Country, Boys Cross Country, Girls Basketball, Boys Basketball, Girls Soccer, Boys Soccer, Girls Volleyball Cheerleading Wrestling Softball Baseball Track, Boys Track, Girls Golf EXTRA-CURRICULAR CODE OF CONDUCT Students who are involved in extra-curricular activities tend to demonstrate more positive behavior and improved classroom performance. Random Lake High School offers a wide variety of activities which are designed to help students become well-rounded mature adults. These activities provide mental, social and physical challenges. 1. Scholastic Eligibility a. A student participating in any extra-curricular activity must be doing passing work in ALL courses in the most recent grading period. b. If, at the end of any grading period, a student is not passing the courses necessary to maintain eligibility, that student shall be ineligible for a minimum of 15 consecutive school days and nights. The student may regain his/her eligibility following the 15-day scheduled school days and nights by presenting proof from instructors that he/she is doing passing work for that semester in the necessary courses. c. A student who is ineligible for a minimum of 15 school days and nights may not return to competition until the school day after the ineligibility period expires. d. A student regains eligibility immediately if incompletes are made up within two weeks after a gradereporting period. A student may erase ineligibility status following the last grade-reporting period of the school year through summer school courses approved by the principal, only courses for which the school grants credit toward graduation. e. Ineligibility may be determined on a date other than the last day of a grade-reporting period if multiple failures are reported. The ineligibility will be determined by the principal after consultation with the coach/advisor and athletic director. The student may regain his/her eligibility by presenting proof from instructors that he/she is doing passing work for that semester in the necessary courses. f. Fall Sports and Summer Baseball (1) Fall Sports: The minimum ineligibility period shall be the lesser of (a) 21 consecutive calendar days beginning with the date of earliest allowed competition in a sport or (b) one-third of the maximum number of game/meets allowed in a sport (rounded up to one-third if it results in a fraction). This rule does not apply when classes start on or before the date of earliest WIAA competition in a sport. (2) Summer Baseball: The ineligibility period shall be a minimum of three (3) weeks (21 consecutive calendar days) beginning at the end of the second semester.

Code Violations A student is required to follow all district policies and school policies and regulations, including the school s code of conduct at all times, including when school is not in session and when he/she is not participating in a school activity. a. Alcohol, Tobacco, and Controlled Substances: Any student involved with the use or possession of alcohol, tobacco, or other controlled substances shall be suspended from athletic competition and participation in all school extra-curricular activities. b. Law Violations: Any student who commits a criminal act or non-criminal civil ordinance violation other than minor traffic offenses shall be suspended from athletic competition and participation in all school extra-curricular activities. c. Sportsmanship: All extra-curricular participants are expected to demonstrate good sportsmanship at all times when representing the school. Failure to do so will constitute a violation of this code. d. Conduct in the Community: All extra-curricular participants are expected to positively represent the school in all interactions within the community at all times. Any conduct which brings negative attention to the individual, or to others, to the school or the community, may be considered a violation of this code. e. Travel: Students selected to travel out of the District for an extra-curricular event must travel to and from the event with the other participants via transportation designated by the coach. The only exception permitted is to ride with a parent/guardian at the coach s/advisor s discretion. Written permission must be obtained through the coach or advisor at the scene of the event. f. Other School Rules and Policies: All extra-curricular participants are expected to follow all school and district rules and policies including those not specifically listed in the code. Chronic violation of rules and policies not herein enumerated may also invoke penalties associated with extra-curricular participation. The determination of whether the code will be invoked will be made by the Code Review Committee. The same procedure will be followed as described in Sections II. B and C. 3. Miscellaneous a. The student must assume full responsibility for all equipment issued to him/her. The student will be held financially responsible for any and all equipment that he/she may lose, misplace, or damage purposely or through misuse. b. The student shall observe any special regulations and/or policies as established by the head coach or advisor of a particular activity, i.e., curfew, practice procedures, dress code, and other policies. The penalty for violations for these special regulations will be determined by the respective coaches or advisors. c. A student wishing to participate in any activity must be in school the day (minimum half day) of that activity unless he or she has an advance excuse authorized by the principal and/or athletic director for participation. If the activity occurs on a non-school day, the student must be in school the last school day (minimum half day) before the activity. When a school day follows an activity, the student must be in school the day (minimum half day) following that activity. A student with an unexcused absence on one of those days will not be allowed to participate in the next regular scheduled activity. d. Extra-curricular participants are expected to be respectful and follow all advisor/coach directions. Insubordination or disrespect to any teacher, coach, or advisor will not be tolerated. If any student is placed on detention for disciplinary reasons, he/she must serve that time at the discretion of the teacher or administrator. e. Any student suspended or expelled from school is also suspended from participating in or attending any extra-curricular event during the period of suspension or expulsion. He/She will be eligible to return to participation in extra-curricular activities when he/she is readmitted to school unless some other provision of this code prevents participation.

3 4. Penalties a. Alcohol, Tobacco and Other Controlled Substances: (1) First Violation: (a) Suspension from interscholastic competition and participation in other extracurricular activities for up to 25% of the scheduled contests, performances or events. The student may also be required to participate in other programs or services related to the use of alcohol, tobacco, and other controlled substances. (b) The student must attend all practices, performances, contests, meets and events during the suspension period. A student must complete the season during which the suspension was served in good standing. If the suspension cannot be fulfilled during the season of the present activity, the remaining percentage of the suspension will carry over into the next extra-curricular activity in which the student participates. The carry over percentage is determined by the number of contests or activities in the new season. (2) Second Violation: (a) Same sport season, event or activity: The violator will be suspended from further participation for the equivalent of one-half (50%) of the season or activity. The student may also be required to participate in other programs or services related to the use of alcohol, tobacco and other controlled substances. This may include, but is not limited to, a complete alcohol and drug usage assessment. The student will remain ineligible until he/she has met all of the requirements for assessment and/or treatment/programming. Reinstatement during an AODA treatment/programming period may be considered on an individual basis. If the suspension extends beyond the sport season or activity, it will carry over into the next sport or activity that the student participates in. The number or events affected in the second sport or activity will be prorated so that the total events affected is equal to 50% of a season or activity. (b) Different sport season, event or activity: The violator will be suspended from further participation for one-half of the total number of games, meets, contests or events during the season closest to the season in which the second violation occurs. (3) Third and Subsequent Violations: Violators will be suspended from further participation in all extra-curricular activities for one calendar year. (4) Violations Cumulative Violations relating to alcohol, tobacco, and other controlled substances shall be cumulative from year to year. One violation will be removed from a student s record if he/she does not commit a second violation for two or more years. For example, a student who commits one violation in the 9 th grade and another in the 12 th grade would have the 12 th grade violation treated as a first violation. Students must continue to practice and attend meets, contests and activities with the team or other members of the event during a suspension period in order to regain eligibility. If there are not sufficient events or activities remaining in a specific extracurricular activity/season to complete a suspension, the remaining portion of suspension will carry over into the next season/activity area in which the student participates. For athletes, the carry-over percentage is calculated by the number of contests in the new season.

Law Violations: Any student who commits a criminal act or non-criminal civil ordinance violation other than minor traffic offenses will be suspended from participation in all extra-curricular activities for a period of time to be determined by the student s principal. In imposing the length of the suspension the principal shall consider the severity of the offense and whether this is a first or subsequent violation by the student. c. Sportsmanship, Conduct in the Community and Travel Violations: Students who violate these sections of the code will be suspended from participation in extra-curricular activities for a period of time to be determined by the principal after consultation with the coach/advisor and athletic director. In imposing the length of suspension, the principal shall consider the severity of the offense and whether it is a first or subsequent violation of the code by the student. d. Other School and District Rules and Policies: Extra-curricular participants who violate school and/or district rules and policies will be subject to the same disciplinary actions as all nonparticipating students. The consequences for such violations will be in addition to the consequences of this code. In determining the application of the code under such conditions and the appropriate consequences, the principal, after consultation with the coach/advisor and athletic director, shall consider the severity of the offense and whether it is a first or subsequent violation. 5. Complaint, Hearing and Appeal Procedure 1) Any alleged infraction of this code will be investigated by the principal. If the student admits the infraction, the principal will contact the student s coach or advisor and the athletic director. The principal will then consult with the athletic director and coach/advisor and determine the consequences as specified in this code. He/She will notify the student and his/her parents of the consequences. Students who voluntarily come forward and tell the truth related to their code violation will immediately have their penalty reduced by 50% (first offense only). Students who do not come forward but are truthful when questioned about the alleged violation, may also receive a reduction of penalty of up to 50% as determined by the principal (first offense only). If upon his/her investigation the principal believes that there is sufficient reason to suspect that the student has violated the code and the student denies the alleged violation, the principal will call a meeting of the Code Review Committee. 2) Code Review Committee (1) The Code Review Committee will be made up of the principal, the coach or advisor and the athletic director. The purpose of the Committee meeting is to evaluate all information and evidence and reach a judgment regarding whether the code has been violated. (2) The student shall receive notice of the alleged violation prior to the meeting. If the student is a minor, the student s parents/guardians shall also be notified of the alleged violation and of the scheduling of the Code of Review Committee Meeting with the student. (3) At the meeting the student will be advised of the allegations against him/her and his/her right to a hearing. If the student admits the violation at this time, no hearing will take place. If the student denies the allegation, then he/she may invoke the right to a hearing. The Hearing shall be held as expeditiously as possible. 3) Hearing The following procedures shall apply to the hearing:

5 (1) The accused student has the right to confront his/her accuser(s) and ask questions regarding the infraction in question. (2) The accused student has the right to introduce evidence of witnesses in his/her behalf regarding the incident in question. (3) All Code Review Committee members have the right to ask questions regarding the alleged violation during the proceedings. (4) A secret ballot will be employed to determine innocence or guild, with a simple majority of the Review Committee determining the outcome. (5) The student and his/her parents will be notified in writing of the results of the hearing. (6) The Rules of Evidence shall not apply at this proceeding. Any information or evidence considered to be relevant by any person or persons reviewing violation shall be considered. If the student is found guilty of a violation of the code, the principal, after consultation with the Code Review Committee, will determine the consequences in accordance with the guidelines of the code. 4) If the student is dissatisfied with the Code Review Committee s formal decision, he/she may appeal in writing to the Superintendent with five (5) days of the Committee s decision. The Superintendent shall issue a written decision within five (5) school days of receipt of an appeal from the student. The Superintendent s decision will be final. All accusations, appeals and formal decisions must be in writing. Any reversal of a previous decision during the appeal can only pertain to the innocence or guilt of the accused. Such reversal cannot alter the penalty imposed in the event the guilt of the accused is upheld.
