Board Members Nominated at October Membership Meeting Editor s note: Bio information submitted by candidates Class A West Candidate Mark Vollmer, Superintendent Minot Mark Vollmer is a North Dakota native and a 1984 graduate of Willow City High School. In 1988, Vollmer earned a Bachelor of Science degree in History from the University of North Dakota and continued his education with a Masters in Educational Leadership from Tri-College University in He received a Doctorate in Education from the University of North Dakota in Vollmer began his teaching career in the Crane Elementary District in Yuma, Arizona, in He returned to North Dakota and worked at Turtle Mountain Community High School from In 1998, Vollmer returned to Willow City High School, where he served as social studies teacher, principal and athletic director. In 2002, he joined the administrative team at Minot High School Magic City Campus, serving as an assistant principal from , and head principal from In 2011, Vollmer became Superintendent of Minot Public School District #1 and Minot Air Force Base #160. Vollmer is a member of NDCEL, NDASA, NAFIS, MISA, ASCD, and AASA. He serves as a board member for NDASA and is currently president of the North Dakota School Study Council. Vollmer also serves as an ex-officio member of the Greater Minot Area Chamber of Commerce and the Minot Area Development Corporation. Vollmer also ranches with his two adult sons, Logan (25) and Levi (23). Class B Northwest Candidate Ben Schafer, Superintendent Ray Ben Schafer graduated from Williston State College (A.A.), University of North Dakota (B.S), and University of Mary (M.A.). He began his education career teaching as a Physical Education teacher at Cathedral School in Bismarck, ND. While there, he helped coach football and served as the head baseball coach at St. Mary s Central High School. After teaching, Ben took the Principal position at St. Joseph s Elementary in Williston, ND where he served for two years. In 2011, he began his tenure as the Superintendent at Nesson Public School District #2 in Ray, ND. This past year, Mr. Schafer began coaching again, starting the first high school baseball team in Ray in over 25 years. Over the past 17 years, Ben has served as an official for the NDHSAA in football, basketball, and baseball. He has worked several district, regional, and state tournaments across the state in the various activities. Additionally, Ben has coached Legion baseball in Wilton, Beulah, and Washburn. In addition to his responsibilities as Superintendent of Ray Public School Ben is currently serving on the Wilmac Special Education Board, the Great Northwest Education Cooperative Board, the Energy Impact K-12 Advisory Committee, and the Ray Park Board. Furthermore, Ben is fulfilling a role as the President of Region IX Music, Speech, and Drama. He has experience as a tournament manager for both boys and girls basketball tournaments. Presently, Ben is serving the NDHSAA through the Ad-Hoc committee participating in the discussion regarding the future of Class B basketball postseason tournaments. Ben is also an active member in the NDSA, AASA and the NDCEL, for which he has served as a voting delegate for the representative assembly. Ben lives in Ray, ND with his wife Brenda, a Speech-Language Pathologist at Ray School, their daughter Brekkyn (1) and son Benett (3). 2 December BULLETIN 2014 Board Members Nominated at October Membership Meeting Continued on Page 3

3 Board Members Nominated at October Membership Meeting (Continued) Class B Northwest Candidate Dave Schoch, Superintendent Velva Dave is a native of New England, ND and a 1977 graduate of New England St. Mary s. He received his Bachelor of Science degree in elementary and physical education from the University of Mary in While the University of Mary he participated in men s basketball. He earned his Master s Degree in Educational Leadership in both elementary and secondary education from North Dakota State University. Most recently he obtained his Superintendents credential through the University of Mary. at Dave began his teaching and coaching career at his alma mater in 1981, as a 6th grade teacher and assistant girls and boys basketball coach. He later assumed the head coaching position in both sports as well as becoming the elementary principal. During his coaching career there, the New England St. Mary s girl s basketball teams qualified for the state tournament from winning the state title in In the fall of 1987 he accepted a position as a sixth grade teacher and head girls basketball coach in Mohall, ND. In 1988 he became the elementary principal while continuing to teach in the classroom. He served as the head coach in girls and boys basketball until both sports went to the winter season. He also coordinated summer fundamental and shooting camps for student athletes in Mohall and the surrounding communities. Dave served as an elementary teacher and the elementary and secondary principal for a facility that served at-risk youth from He began his duties as the Superintendent for Velva Public Schools in the summer of He is member of NDAEP, NDASP, and NDCEL and serves on the board for Souris Valley Special Services. Dave and his wife Terrie are the parents of Brock (Kristen) of Bismarck, and Eric (Lacie) of Minneapolis. His hobbies include reading, golfing, gardening, and spending as much time as possible with his grandsons Boston and Lincoln. National Anthem Performers State tournaments are looking for high school students to perform the national anthem for each session of the 2015 Class B Girls and Boys State Basketball Tournaments. Music Judge Certification College or high school personnel with a B.S. in Music Education and 5 years experience (recommended) may judge NDHSAA sponsored Music Festivals if they successfully complete the online rules test. If you have questions regarding music certification, please contact Brian Bubach at: brian.bubach@ndhsaa.org Certified Speech and Debate Judges Certification tests for speech and debate judges will open November 3. Lists of certified judges are online at com/fine-arts-judges/speech and Lists will be updated automatically following judge test completion (please wait 2-3 minutes for verification to post). 4 Changing Addresses in NDHSAA Account The EduTech team of North Dakota is working on rolling out Office 365 beginning October North Dakota students and staff transitioning from addresses will have extensive time to transition. As schools transition to the new addresses, users are reminded they must edit addresses in the NDHSAA system. Editing accounts will allow user history and all existing roles to remain connected to NDHSAA accounts. Users should not create new accounts, they should edit their existing accounts. To edit your NDHSAA address/login: 1) Log in to your NDHSAA account 2) Click on My Profile on the bottom left portion of the page 3) Click the Edit Button on the Profile page 4) Click the Account tab on the grey menu bar that goes across the page 5) Enter your new address 6) Confirm your new address 7) Click the blue SAVE button This is also where you would change your password, if you so desire. Editing your address on your NDHSAA account assures you receive the proper information from the NDHSAA office. NDHSAA Website Login Information The NDHSAA website includes a public portion for public viewing and a password protected portion for school and NDHSAA administration of sports and activities. All coaches and advisors must create NDHSAA accounts in order to input their rosters, pictures, cutlines, schedules, tournament entrants and results. To create an NDHSAA account, go to our website and locate the Sign In section on the top right side of the page. Click on the Create an Account link. You must enter your account information then request a role at your school. To request a role, select your role (coach, activity advisor/coach, staff, etc.) and click the blue Request Role button. Then select the school you are affiliated with from the drop down menu, choose your sport or activity from the drop down menu and Click the Request Role button. Repeat the role selection process until you have requested all of your roles in your school. After submission, the main user at your school will approve your role(s) and you will be able to enter information concerning your sport or activity. This month the topic is finding officials information. In order to find contact information for officials in NDHSAA you must have administrative privileges. To view officials and their contact information: Log in to NDHSAA Click on the Officials tab on the left side of the page Click the Filter button on the right side of the page and choose a sport from the drop down menu You will see a list of all officials registered to officiate the sport you have selected for the current school year You may sort by clicking on the arrows on any column To show more than 10 officials on a page click a higher number than 10 from the Show Entries drop down menu You may view this information online or export to Excel by clicking on the Export icon on the top right side of the page. 4 December BULLETIN 2014

5 NFHS, NISCA release Coaching Swimming on nfhslearn.com INDIANAPOLIS, IN (October 24, 2014) The National Federation of State High School Associations (NFHS) has added a course for swimming coaches to its lineup of sport-specific online courses available through the NFHS Learning Center at Coaching Swimming was developed with assistance from the National Interscholastic Swim Coaches Association (NISCA) and focuses on how to administer a student-first swimming program. Topics covered in Coaching Swimming include recruitment, pre-event management, interscholastic coaching philosophy, differences in club and high school teams, communication and risk management. The course also teaches the basics of the four competitive swimming strokes, start variations and flip turns, and it highlights information from the NFHS Swimming and Diving Rules Book. It is important that coaches have a strong foundation in skills and a strong concern for the safety of their athletes, said Arvel McElroy, NISCA president-elect. Completing [Coaching Swimming] provides this opportunity. I applaud the NFHS for its forward-thinking vision to provide certification programs for coaches. NISCA is a volunteer organization that supports high school coaches of all aquatic sports. It is dedicated to coaches education and athlete recognition. The NFHS is pleased to partner with NISCA and looks forward to offering Coaching Swimming to coaches nationwide, said Dan Schuster, director of NFHS Coach Education. With the addition of Coaching Swimming, the NFHS now has 35 online courses, including two core courses Fundamentals of Coaching and First Aid, Health and Safety and 16 sport-specific courses. Winter Season NDHSAA Website Requirements & Deadlines Winter sport rosters/pictures/cutlines and schedules are soon due. (A cutline identifies the lineup on the team photo.) Schools are required to have this information for all winter sports uploaded to NDHSAA three weeks into each season. Failure to upload required information will result in a $50 late fee. Schools have the ability to edit this information as rosters change throughout the season. This process allows invitational, district, regional and state tournament managers the ability to download and prepare tournament programs. The NDHSAA system will accept photos up to 10 MB in size. Winter/Spring Sports - Coaches and Officials Mandatory Online Testing Officials and head coaches of winter sports basketball, gymnastics, hockey, and wrestling must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available on-line only and must be completed and submitted within the applicable window. The test will be available by following the On-Line Testing link on the main page of the NDHSAA website. (www. ndhsaa.com) The NDHSAA office will assess a penalty of $50 for non-completion of any mandatory online exam by a head coach. Officials non completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport. NDHSAA Website Information - Posting a Want Ad The NDHSAA site allows member schools to post three types of advertisements: Games Wanted, Equipment Wanted and Job Opportunities. These advertisements are posted through the administrative portion of NDHSAA but are viewable on the public side of the NDHSAA website. To post a want ad: Log in to NDHSAA On the bottom left side of the page click Topics Choose a topic and click the green Create button Topics: Games Wanted Equipment Wanted Job Opportunities Enter a title for your want ad in the Title box. The title is the only information viewers will see, so make sure the information is complete. ie: Girls VB game wanted or Boys Basketball Tournament Teams Needed. Enter what you would like to buy/sell/trade/offer/acquire in the Content box including your contact name, telephone number and address Click the blue Save button. Voila! Your want ad is posted to the public side of the NDHSAA website under Classifieds on the blue menu bar! No need to log in to see this information. 2014/15 Online Rules Clinics for Activity Advisors, Coaches and Officials Officials and head coaches/activity advisors must complete rules clinics in sports or activities where clinics are offered. These clinics will be available online only and must be completed within the three week clinic window. The clinic will be available through a link within NDHSAA. You must have an NDHSAA account in order to complete the rules clinic. Please note all clinics are available online only for the 2014/15 school year. 8 Ticket Policy for General Public Orders of State B Girls Basketball Tournament Tickets, March 5-7, 2015 Minot State University Dome Tickets to the general public for the 2015 State B Girls Basketball Tournament will go on sale Wednesday, January 28, 2015 at noon central time (all purchases are final and nonrefundable). Tickets may be purchased in the following ways: 1) On-line at 2) By calling the MSU Athletic office at ) By walk up starting at noon on Wednesday, January 28th (available Monday-Friday from 9:00am to 4:30pm at the MSU Athletic office following the initial day of sale) *Special Notice: There is a limit of 8 tickets per individual and all purchases are final and nonrefundable. Ticket prices are as follows for the tournament: Adult Season Reserved (all three days) $44 Adult Single Session Reserved $11 Adult Single Session General Admission $8 Student Season General Admission (all three days) $21 Student Single Session General Admission $5 *Children 2 years and under are free if in someone s lap. 9 State Wrestling Ticket Order Policy The 2015 State Wrestling Tournament will be held February at the FARGODOME. Group ticket orders can be postmarked no earlier than January 5th and those orders will be processed beginning January 12th. Orders postmarked prior to January 5th will be processed after those orders. Group orders (12 or more) will receive preference until January 20th (see complete information below). All ticket purchases are non-refundable and only season tickets may be purchased in advance. Daily tickets may be purchased when the tournament begins. All orders will be filled with the best available seating at the time the order is processed. Please specify for Class A or Class B seating. 1. Please make sure to include a copy of the order form with your check. Cashier s Checks or School Checks are preferred. 2. Phone: (FARGODOME Box Office). Rules clinics attendance/completion is mandatory each year for all football, volleyball, soccer, tennis, cross country, softball, swimming, hockey, gymnastics, basketball, wrestling, baseball, track & field officials and head coaches. Officials and coaches may also fulfill attendance requirements by attending any official rules clinic conducted by any of the state associations and having their attendance card sent to the NDHSAA office for credit. There are no make-up rules clinics. A coach/official must attend/complete one of the camps/workshops per sport as required. Penalty for failure to fulfill a mandatory clinic requirement shall result in a $50 fine to the school for each offense. Fines must be paid prior to being permitted to participate in NDHSAA post season activities to which the fine applies. Officials and head coaches/activity advisors must complete rules clinics in sports or activities where clinics are offered. These clinics will be available online only and must be completed within the three week clinic window. The clinic will be available through a link within your NDHSAA account. 12 Questions and Answers NDHSAA Aids to Interpretations Executive Director s Note: Beginning this month, the NDHSAA will periodically share questions and answers pertaining to NDHSAA by-laws, regulations, and Board of Directors interpretations. The intent of this section is to aid administrators in interpreting commonly received questions. If you have a specific area and/or question that you would like explained in future publications, contact NDHSAA Executive Director Matthew Fetsch. Question #1: Our junior high girls basketball season begins in October and ends in December. Our high school coach would like to promote the eighth grade players to the freshman team following the junior high season. Is this permissible, and if so, what are the parameters? Answer: The NDHSAA allows junior high students to participate on high school teams, provided that it is in accordance with local school policy. Part IV, page 3, #5 of the NDHSAA Constitution states that no junior high participant may participate in a total number of consecutive weeks in excess of the number of weeks established for the high school season. 1. The lengths of high school seasons are defined by the number of calendar weeks from the first allowable practice through the state tournament. 2. In basketball, the high school season is 16 calendar weeks long, which is the longest that any individual may participate in that sport. 3. An individual s consecutive calendar weeks of participation begin with their first practice, regardless of the level. Question #2: We have a new student that would like to play basketball this winter. She provided a copy of her last physical examination form, which was conducted on April 1, Is that physical form acceptable for the basketball season? Answer: No. NDHSAA Constitution Part II, Article XII, Section I states that a physical examination is valid for one school year; a physical examination completed before April 15 is not valid for participation the following school year. Question #3: We have a student that received a minor in possession of alcohol and was issued a six-week suspension from all activities in accordance with NDHSAA rules. Three weeks into that suspension, they received another violation for possessing tobacco in school. When does the second suspension begin, and how long is it? Answer: Part II, Article XIV, Section XII of the NDHSAA Constitution states that a student is suspended a minimum of 18 consecutive weeks for any subsequent offense of the tobacco, alcohol, and controlled substance rule. This 18-week suspension would begin immediately after the completion of the initial 6-week suspension. NFHS Launches Second Level of National Coach Certification Program The National Federation of State High School Associations (NFHS) has launched the Certified Interscholastic Coach (CIC) program the second phase of its national certification program for interscholastic coaches. As a follow-up to the first level of certification Accredited Interscholastic Coach (AIC) the CIC is an additional professional credential for coaches or individuals who aspire to coach at the high school level. Individuals must obtain AIC certification to be eligible for the CIC program. Since the first level of certification was introduced in 2009, more than 13,000 individuals have obtained AIC certification. AIC certification requires the completion of four courses, which are designed to enable a coach to better serve students, the school, the community and the profession of coaching. The AIC required courses are Fundamentals of Coaching; First Aid, Health and Safety for Coaches; Concussion in Sports; and one sport-specific course. In addition to the four AIC courses, the CIC program requires the completion of seven additional courses: Creating a Safe and Respectful Environment, Engaging Effectively with Parents, Sportsmanship, Strength and Conditioning, Teaching and Modeling Behavior, and two courses of choice. Certified Interscholastic Coaches separate themselves as individuals who value professional development and want to improve to create a better experience for participating students, said Dan Schuster, NFHS Director of Coach Education. We are pleased to offer the second level of the NFHS National Coach Certification Program. Providing quality ongoing professional development for coaches is the core mission of the NFHS Coach Education Program. To become certified a coach must complete the requirements for a NDHSAA Coaching Permit. Member schools submit their coaching rosters through the NDHSAA Coaching Permit Submission Form. The NDHSAA Coaching Permit Submission Form allows tracking of all coaches through member schools. This is the only form that will be accepted and it must be ed electronically as an excel file. If you find a need to track more coach information than listed on this form, please feel free to add columns AFTER (to the right of) column 10. Only columns 1-10 need be submitted to NDHSAA. All coaches must be submitted each year. Only coaches not certified in a prior year will be mailed coaching permits. Coaching permits will be issued by the North Dakota High School Coaches Association. The due date for the Coaches Education Permit Submission form is April 1st each year.
