3 REZONING GOALS Populate all schools, including the new elementary school, at levels that will ensure equitable educational opportunities for all students in Collierville Schools. Systematically address crowding in the most densely populated schools, both middle and elementary. Prepare now for anticipated population growth, in an attempt to eliminate the need to rezone again in the near future. Maximize the efficient use of transportation services in the dual interests of fiscal responsibility and minimizing environmental impact.

6 ORIGINAL PROPOSAL: ELEMENTARY Feedback Moves students from 1.3 miles away (Crosswind) to 2.6 miles away (Tara Oaks) double the geographic distance. Moves students from 1.5 miles away (Tara Oaks) to 5 miles away (Sycamore) more than triple the geographic distance. Eliminates the possibility of riding bikes to school for those moved from Tara Oaks across Poplar Avenue to Sycamore. Capacity reductions are not equitable among the elementary schools; for example, Collierville Elementary has the largest current population but the smallest proposed reduction. Residents are being rezoned to alleviate crowding, yet transfer students both residents and non-residents are allowed to remain. Only one neighborhood in the whole town is being rezoned for both elementary and middle school. Home values will be affected, as the neighborhoods proposed for rezoning will be less attractive to homebuyers.

Middle school students have already formed social alliances, joined sports teams and extracurricular clubs, and/or been accepted into specialized programs (such as STEM Scholars). To alleviate crowding at Collierville Middle, the students who live farthest away should be rezoned to the New Middle school. Residents are being rezoned to alleviate crowding, yet transfer students both residents and non-residents are allowed to remain. Only one neighborhood in the whole town is being rezoned for both elementary and middle school. Home values will be affected, as the neighborhoods proposed for rezoning will be less attractive to homebuyers.

Some parents have inquired about the possibility of their students remaining at Sycamore as resident transfers. Some concern regarding the number of non-resident transfers that will be permitted to enroll at Sycamore and Schilling Farms.

Maintains contiguous attendance zones for both middle schools. Divides the middle school feeder patterns of two elementary schools Tara Oaks and Sycamore.

16 ALTERNATE PROPOSAL: MIDDLE Feedback Affects only a small group of students at Tara Oaks (four neighborhoods). Students closest to the New Middle school should be zoned there, rather than to Collierville Middle. Sycamore is already being split to form Schilling Farms Elementary. They should not be split again for middle school. Keep Sycamore zoned together to the closer middle school, which is Collierville Middle. Middle school students have already formed social alliances, joined sports teams and extracurricular clubs, and/or been accepted into specialized programs (such as STEM Scholars). Residents are being rezoned to alleviate crowding, yet transfer students both residents and non-residents are allowed to remain.. 17 A THIRD WAY? ALTERNATE PROPOSAL B: MIDDLE LOCATION is the most important factor when establishing attendance zones. This promotes both neighborhood schools and efficient use of transportation. Just as neighborhoods should not be doubly affected, schools should not be either. Middle school ties should be preserved, if possible.

20 GUIDING PRINCIPLES WHAT ABOUT TRANSFERS? We will address current and future capacity challenges with strategic, school-by-school decisions. Some schools will accept transfers, while others will not. Transfer requests from Collierville residents will ALWAYS be granted preference over non-residents. Whenever possible, enrolled resident students who are rezoned should be granted the opportunity to remain at their current schools. Whenever possible, resident siblings of currently enrolled students should be able to attend the same school as long as the older sibling is enrolled in that school. Non-residents may apply for transfers on a space-available basis to those schools that are open to transfers.

21 NEXT STEPS We are here to answer your questions and to gather any additional, requested information. On Tuesday, November 28 th, following public comments, we will recommend adoption of one of the elementary proposals and one of the middle proposals and ask you to approve those recommendations.
