A new school year is a time for renewal and optimism, and you can rest assured that many throughout the District were busy this summer preparing for students arrival. We are eager and well-prepared to meet their needs so that they can in turn be successful, be able to eventually graduate, and be prepared to give back to our community and other communities beyond our borders. Indeed, there is a great deal for which to be excited and for which to be thankful as well. Columbia Borough School District, in the short time that I have interacted with the Columbia team, I have witnessed an exceptional level of commitment, passion, and pride. First and foremost, the District s borders are the same as the Borough, making us truly ONE community - all for one and one for all. The town of Columbia has a long, proud and distinguished place in history as does the school district for its notable firsts over the years. Our new partnership with Eastern Lancaster County School District will be counted as another one of those firsts, and we are energized by the possibilities extending from the partnership for the students of both Districts. The Board meets for a work session as a Committee of the Whole the first Thursday of each month. Public Participation The following policy has been instituted to allow residents the opportunity to address the Board of Education. All regular and special meetings of the Columbia Board of Education are open to the public. The Board recognizes the value of public comment and has provided two periods for public participation at those meetings of the Board during which official action may be taken. No written request is needed to address the Board. The presiding officer shall be guided by the following rules: Public participation shall be permitted only as indicated on the agenda. The Board requires that those addressing the Board be residents of the district. The presider may grant nonresidents time to address the Board on relevant issues. Participants must be recognized by the presider and must preface their comments by announcing their name, address, and group affiliation. Participants will be limited to five (5) minutes to address the Board with their concerns. Additional time may be granted to the speaker, by the presider. No participant may speak more than once on the same topic without the permission of the presider. All statements must be directed to the presider. The presider may interrupt or terminate a participant s statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant. Public Attendance at School Events The Board welcomes the public at activities and events sponsored by the school district, but the Board also acknowledges its duty to maintain order and preserve district facilities during such events. The Board has the authority to prohibit at a school event the attendance of any individual whose conduct may constitute a disruption. The Board prohibits: gambling, the possession and use of controlled substances, the possession and use of alcoholic beverages, the use of tobacco, the possession and use of weapons; by any persons in its school buildings, on school property, buses, vans and vehicles that are owned, leased or controlled by the school district. The state prohibits the use of tobacco by any persons on any property owned, leased or controlled by a school district that is within at least fifty (50) feet from school buildings, stadiums and bleachers. Use of Technology The use of school and personally owned technology comes with personal responsibilities outlined in the School District s Acceptable Use Policy. Each student and their parent/guardian MUST sign and return the verification form attached to the policy indicating that they have read and understand the policy before the student will be permitted to use school technology. Violation of the responsible use of any school technologies could result in limited, revoked and/or suspended access. Special Education/Early Intervention The following guide provides a brief description of the process used to assist students who are experiencing difficulty in regular education classes, and the procedures for evaluating students and determining if special education programs are needed. Instructional Support The Instructional Support process involves providing adaptations within the regular classroom in order to give students who are experiencing learning problems the extra support they need to succeed. Student Support Teams are in place in each of the district s school buildings. The teams are composed of the building principal and/or assistant principal, the student s classroom teacher(s), and the student support teacher. Additional staff members, such as the school psychologist, reading specialist, guidance counselor and/or nurse, may also be included on the teams. A teacher or a parent may refer a student to the Student Support Team. The team gathers information from a variety of sources to determine the student s instructional needs and to develop strategies to meet these needs. These strategies are then implemented and monitored over a specified period of time. Strategies are modified and/or new interventions are put into place as necessary. If a student continues to demonstrate academic and/or behavioral difficulty, a referral is made for an Evaluation. Evaluation Report An Evaluation Report (ER) is provided when a student is thought to be exceptional. School personnel generally initiate such an evaluation after adaptations have been provided in the regular education program through the Student Support Process. Under certain circumstances, evaluations are initiated without provision of instructional support activities (such as when an obvious severe disability exists, or when parents request an evaluation). An Evaluation Team conducts the evaluation. In addition to school personnel, parents are part of the MDT and are asked to provide information to be included in the evaluation. Parents who suspect that their child is exceptional may request an evaluation. The request must be in writing and submitted to the school psychologist. Upon receipt of the written request, the school psychologist may schedule a meeting with the parents and school personnel to further discuss the request and evaluation procedures. Individualized Education Program (IEP) Team After the evaluation is completed and the report has been prepared and disseminated, an IEP Team meets. Based upon the recommendations in the evaluation report, this team determines whether or not the child is exceptional and needs special education. If the team agrees that the child needs special education, a written plan is developed which describes the child s special education program and/or services.

4 This plan is called an Individualized Education Program (IEP). Parents are members of the IEP team and are always included in the IEP team meeting. Various school personnel who have worked with and/or evaluated the child may also be part of the team. Notice of Recommended Educational Placement Upon the completion of the IEP Team meeting a Notice of Recommended Educational Placement (NOREP) is issued to the parents. This form notes the program and/or services, which are recommended, as well as reasons for the recommendation. Parents must indicate agreement or disagreement with the recommendations and sign the NOREP. If a parent disapproves on the NOREP, there are procedures, which can be put into place to resolve the differences. The procedures are provided in writing to parents with both the Permission to Evaluate form and the NOREP. Confidentiality of Records The School District protects the rights of confidentiality, access to and destruction of pupil records. School board policy outlines the ways in which confidentiality and privacy are protected in the maintenance and dissemination of pupil records. Type of Programs and Services A full range of special education programs and services is provided by Columbia Borough School District. Some are operated directly by the district, and others are provided through contracts with the Lancaster-Lebanon Intermediate Unit # 13. Depending upon identified needs, exceptional students may be in classes or receive services in the following categories: Learning Support Services and programs for exceptional students whose primary identified need is academic support. Emotional Support Service and programs for exceptional students whose primary identified need is for emotional support. Life Skills Support Service and programs for exceptional students whose primary identified need is for functional academics and skills for independent living. Physical Support Service and programs for exceptional students who need special education modifications due to physical disabilities. Multiple Disabilities Support Service and programs for exceptional students who have multiple disabilities. Autistic Support Service and programs for exceptional students who are autistic. Speech and Language Support Service and programs for exceptional students who are speech and language impaired. Hearing Impaired Support Service and programs for exceptional students who are deaf or hearing impaired. Visually Impaired Support Service and programs for exceptional students who are blind or visually impaired. Gifted Support Service and programs for exceptional students who are identified as mentally gifted. Notice of Special Education Services and Programs - Child Find Columbia Borough School District, along with other public agencies in the Commonwealth, must establish and implement procedures to identify, locate and evaluate all children who need special education programs and services because of the child s disability. This notice is to help find these children, offer assistance to parents and describe the parent s rights with regard to confidentiality of information that will be obtained during this process. According to state and federal special education regulations, annual public notice to parents of children who reside within a school district is required regarding child find responsibilities. School districts, intermediate units, and charter schools are required to conduct child find activities for children who may be eligible for services via Section 504 of the Rehabilitation Act of For additional information related to Section 504/Chapter 15 services, the parent may refer to Section 504, Chapter 15 and the Basic Education Circular entitled Implementation of Chapter 15. Also, school districts are required to conduct child find activities for children who may be eligible for gifted services via 22 PA Code Chapter 16. For additional information regarding gifted services, the parent may refer to 22 PA Code Chapter 16. If a student is both gifted and eligible for Special Education, the procedures in IDEA and Chapter 14 shall take precedence. This notice shall inform parents throughout the school district, intermediate unit, and charter school of the child identification activities and of the procedures followed to ensure confidentiality of information pertaining to students with disabilities or eligible young children. In addition to this public notice, each school district, intermediate unit and charter school shall publish written information in the handbook and on the website. Children ages three through twenty-one can be eligible for special education programs and services. If parents believe the child may be eligible for special education, the parent should contact the appropriate staff member identified at the end of this public notice. Children age three through the age of admission to first grade are also eligible if they have developmental delays and as a result need Special Education and related services. Developmental delay is defined as a child who is less than the age of beginners and at least three years of age and is considered to have a developmental delay when one of the following exists: (i) The child s score, on a developmental assessment device, on an assessment instrument which yields a score in months, indicates that the child is delayed by 25% of the child s chronological age in one or more developmental areas, or (ii) The child is delayed in one or more of the developmental areas, as documented by test performance of 1.5 standard deviations below the mean on standardized tests. Developmental areas include cognitive, communicative, physical, social/emotional and self-help. For additional information you may contact Intermediate Unit #13 at (717) The school district, intermediate unit or charter school will not discriminate in employment, educational programs or activities based on race, color, national origin, age, sex, handicap, creed, marital status or because a person is a disabled veteran or a veteran of the Vietnam era. No preschool, elementary or secondary school pupil enrolled in school district, intermediate unit or charter school shall be denied equal opportunity to participate in age and program appropriate instruction or activities due to race, color, national origin, handicap, creed, marital status or financial hardship. The content of this notice has been written in English. If a person does not understand any of this notice, he or she should contact the school district and request an explanation. Identification Activity Child find refers to activities undertaken by public education agencies to identify, locate, and evaluate children residing in the State, including children attending private schools, who are suspected of having disabilities, regardless of the severity of their disability, and determine the child s need for special education and related services. The purpose is to locate these children so that a free appropriate public education (FAPE) can be made available. The types of disabilities that if found to cause a child to need services are: Autism, deaf-blindness, deafness, emotional disturbance, hearing impairment, mental retardation, multiple disabilities, orthopedic impairment, other health impairment due to chronic or acute health problems, specific learning disabilities, speech or language, traumatic brain injury and visual impairment including blindness. In the case of a child that is of preschool age, development delay. Columbia Borough School District is required to annually provide notice describing the identification activities and the procedures followed to ensure confidentiality of personally identifiable information. This notice is intended to meet this requirement. Identification activities are performed to find a child who is suspected as having a disability that would interfere with his or her learning unless special education programs and services are made available. These activities are sometimes called screening activities. The activities include: Review of group data, conducting hearing and vision screening, assessment of student s academic functioning, observation of the student displaying difficulty in behavior and determining the student s response to attempted remediation. Input from parents is also an information source for identification. After a child is identified as a suspected child with a disability, he or she is evaluated, but is not evaluated before parents give permission for their child to be evaluated. Confidentiality If a disability is identified after screening, upon your permission your child will be evaluated. A written record of the results is called an education record, which is directly related to your child and is maintained by the school district. These records are personally identifiable to your child. Personally identifiable information includes the child s name, the name of the child s parents or other family members, the address of the child or their family, a personal identifier such as social security number, a list of characteristics that would make the child s identity easily traceable or other information that would make the child s identify easily traceable. The school district will gather information regarding your child s physical, mental, emotional and health functioning through testing and assessment, observation of your child, as well as through review of any records made available to the school district through your physician and other providers of services such as day care agencies. The school district protects the confidentiality of personally identifiable information by one school official being responsible

5 for ensuring the confidentiality of the records; training being provided to all persons using the information and; maintaining for public inspection a current list of employees names and positions who may have access to the information. The school district will inform you when this information is no longer needed to provide educational services to your child and will destroy the information at the request of the parent, except general information such as your child s name, address, phone number, grades, attendance record and classes attended, grade level completed, may be maintained with time limitation. As the parent of the child you have a number of rights regarding the confidentiality of your child s records. The right to inspect and review any education records related to your child are collected, maintained, or used by the school district. The school district will comply with a request for you to review the records without unnecessary delay and before any meeting regarding planning for your child s special education program (called an IEP meeting), before a hearing should you and your school district disagree about how to educate your child who needs special education, and in no case, take more than 45 days to furnish you the opportunity to inspect and review your child s records. You have the right to an explanation and interpretations of the records; to be provided copies of the records if failure to provide the copies would effectively prevent you from exercising your right to inspect and review the records and; the right to have a representative inspect and review the records. Upon your request, the school district will provide you a list of the types and location of education records collected, maintained, or used by the agency. Additionally, the school district will charge a fee for copies of records made in response to your request for copies except it will not charge a fee if doing so will prevent you from inspecting and reviewing you child s records. The district will not charge a fee to search or retrieve information. You have the right to request the amendment of your child s education records that you believe are inaccurate or misleading, or violate the privacy or other rights of your child. The school district will decide whether to amend the records within a reasonable time of receipt of your request. If the school district refuses to amend the records you will be notified of the refusal and your right to a hearing. You will be given at that time, additional information regarding the hearing procedures and upon request, the district will provide you a records hearing to challenge information in your child s education files. Parent consent is required before personally identifiable information contained in your child s education records is disclosed to anyone other than officials of the school district collecting or using the information for purposes of identification of your child, locating your child and evaluating your child or for any other purpose of making available a free appropriate public education to your child. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Additionally, the school district, upon request, discloses records without consent to officials of another school district in which your child seeks or intends to enroll. When a child reaches age 18, the rights of the parent with regard to confidentiality of personally identifiable information is transferred to the student. A parent may file a written complaint alleging that the rights described in this notice were not provided: Pennsylvania Department of Education Bureau of Special Education Division of Compliance 333 Market Street Harrisburg, PA The Department of Education will investigate the matter and issue a report of findings and necessary corrective action within 60 days. The Department will take necessary action to ensure compliance is achieved. If you wish to learn more, have questions, or believe your child may need identified, please contact: Jennifer Zolenas Special Education Director (717) Early Intervention and Identification In Pennsylvania, a child between 3 years of age and the school district s age to begin school who has a developmental delay or one or more of the physical or mental conditions listed above is identified as an eligible young child. The parents of these children have the same rights described above. The Pennsylvania Department of Education is responsible for providing programs and services to eligible young children under Act 212 of 1990, the Early Intervention Services System Act. See contact information above. Limited English Proficiency The Columbia Borough School District provides an instructional program to students whose dominant language is not English. The purpose of this program is to facilitate the students achievement of English proficiency and the Pennsylvania Academic Standards. Transcript Policy The Columbia Borough School District charges a four dollar ($ 4.00) processing fee for each transcript request. This does not apply to students who are enrolled at Columbia at the time of the request. The transcript will be issued upon receipt of the $ 4.00 processing fee. The School District prefers that the processing fee be paid with cash or a money order. If a personal check must be used, it should be payable to: Columbia Borough School District. Any check returned for insufficient funds will be charged a thirty-five dollar ($35.00) service charge School Events Every effort has been made to accurately include all school events on this district calendar, but changes do take place. Changes will be announced to the students involved and whenever possible to the entire school body. When possible, schedule changes will be listed on the District Web Page Any time school is cancelled or closed early due to inclement weather, all school activities are cancelled for that day, including all rehearsals and practices. If necessary, the building principal may grant special permission to hold a voluntary workout. If there is some doubt as to the standing of any school event, the best course of action is to call the school involved. The public is invited to attend all school events. Please be aware that your picture may be taken and posted on our public website. Appropriate behavior and good sportsmanship are expected from all spectators and the School District reserves the right to remove any individual not displaying such behavior. Some school events require the purchase of tickets before entering, while others are free to the public. Prices for tickets can vary depending on the event. Columbia has no control over the cost of tickets at away events. Directions for away athletic events can be on the school website, District Asbestos Management Plan As required by the Asbestos Hazard Emergency Response Act inspections were completed and no asbestos-containing materials were found, in any of the district buildings. The Asbestos-Containing Material Inspection Report is available for inspection by any interested individual. Appointment made through the Asbestos Program Manager. Pest Management Statement Columbia Borough School District has adopted the provision of Act 35/36 of the Commonwealth of Pennsylvania Integrated Pest Management. Under the provision of the plan, non-chemical pest management treatment will be implemented whenever practical. Advance notification of pesticide treatment will be posted prior to all applications. A completed copy of the plan is available for review (by appointment) by contacting the District Maintenance Department located in the District Administrative Center. 28 The Mission of the Columbia Education Foundation To provide support and resources to the teachers and staff of the Columbia Borough School District in order to enhance the teaching/learning experiences of students in the school district. Established in 2004 as an independent, community-based, non-profit, taxexempt organization. The Foundation Board of Directors is comprised of volunteers from the community, along with two appointees from the School District. ANNUAL Senior Scholarships Dean Y. Little Memorial Scholarship Alumni Scholarships My personal experience with the CEF was being awarded the scholarship last year for $700. It assisted me with being able to take a course last summer allowing me to get through my program faster than expected. To date, the Foundation has awarded over $275,000 The Columbia Education Foundation provides teachers like me an opportunity to enhance the learning environment in my classroom. Thanks to them, I am able to provide my students with more materials that directly impact their learning and their overall educational experience.
