1 ACTION PLAN Committee Northern Cape 8.2 To direct, develop and administer the sport of CHESS within the area of its jurisdiction in accordance with the principles of good corporate governance and sound financial management and business principles 1. Ensure that Northern Cape Chess is operational in terms of the hosting of rated and leagues 1. Ensure that, Regions and clubs host rated and play an oversight role to ensure are executed successfully 2. Ensure that all Northern Cape are rated as per the rating requirements in the Rules and Regulations of and in accordance to the new rules on rating of Chess SA. A schedule reflecting all the planned, rated for the financial year Rated Northern Cape in accordance to the schedule of rated Continuous Continuous Continuous Continuous 3. This Committee must also ensure that the ratings of Northern Cape players are calculated correctly and that their information on the database of Chess SA is correctly captured Report on all corrections made 4. The committee must also facilitate the use of new technology to enhance the administration of the game. This includes the setting of technology standards for all chess bodies affiliated to. These technology standards should be included in the Rules and Regulations of. 8.3 To create, build and maintain communities of chess players in the form of Chess Clubs. 1. Conduct quarterly consultation meetings with Regions. In particular, the first meetings with regions need to be conducted within 6 weeks after EXCO s approval of the TOR. This first meeting will be focussed on the proper establishment of the region as per the Constitution and the actions required from regions to support 1. Develop and maintain a database on the membership of all regions and clubs in the province 2. Develop an action plan for the establishment for all the regions 3. Establish a minimum of 3 regions in the province with the required number of clubs as stipulated in the Rules and Regulations of that are aligned to establishment processes of the Constitution 1. Implement the recommendations from the Committee on the audit they have conducted on regions and clubs 2. Ensure that a minimum of 3 regions (based on the recommendations in the audit report of the Committee) is established the implementation of the recommendations the 3 regions established. The report must be accompanied by the minutes of elective AGMs with signed attendance registers, signed constitutions, etc. 31 Mar Assist regions with and oversee the formalising existing clubs and the setup of new clubs in accordance to the guidelines of the DSAC on the establishment of new sport clubs 4. Facilitate the allocation of all Northern Cape chess players (junior and senior) to belong to a club as this is a requirement of DSAC and SASCOC formalising existing clubs and the establishment of new clubs. The report must be accompanied by the minutes of elective AGMs with signed attendance registers, signed constitutions, etc. Proof of membership of each player to a club 5. Report quarterly on all new players that joined as well as new Written report with statistics on new players 31 Mar June Develop an electronic database containing all relevant information of regions Database (Perhaps in MS EXCEL) 7. Ensure that regions establish region and/or club leagues as per the requirements in the Rules and Regulations of 1. Develop region/club league rules and procedures (inclusive of a schedule and technical expertise) to conduct region and/or club leagues 2. Implement and oversee a club league in each of the regions with all existing clubs participating Written club league rules active club leagues 1 Jul

Conduct an assessment of current administrators that assist with on a regular basis in the Northern Cape 1. List all existing chess administrators in the province inclusive of individuals in schools chess 2. Identify and lobby willing individuals to act as administrators in different capacities to advance the game of chess throughout the province List of existing administrators (federation and schools chess) Consent letters of willing new administrators Alfred Altus Alfred 3. Profile current chess activity/communities in the entire province to better understand where administrators will be needed. These areas could also be a potential source of new players and administrators and should consequently be explored Written profile of active chess hotspots in each region (that could be targeted first to formalise) 31 March Develop a database with the relevant information administrators. Database with details of all (old and new) administrators 31 March Set achievable targets for each region to produce administrators from within the region, in the identified administration capacities. Written targets of regions 30 June Monitor and provide support to the progress of regions with regard to the production of relevant administrators to properly administer the game of chess in every region. Proof of monitoring (perhaps a signed checklist) and written report on support provided to regions To encourage the qualification of individuals as arbiters, trainers and tournament organisers. 1. Conduct training and capacity building programme for technical officials 1. Identify and lobby suitable individuals as arbiters and tournament organisers in each region. At least 1 arbiter and 1 tournament organiser per region. Additional arbiters and tournament organisers should also be pursued in the regions that have already List of potential arbiters and tournament organisers per region (List should include existing arbiters and tournament organisers) District Committee Members 2. Facilitate the formal professional accreditation and certification of administrators and technical officials. (This should include training programmes and the writing of examinations and should include teachers that assisting in accredited new arbiters and tournament organisers and ones that are in training 30 Jun

Develop a schedule for the training of the administrators and technical officials in the different administrative capacities (arbiting, tournament organiser, etc.) A schedule of training of administrators and officials (informal and formal) 4. Conduct formal/informal training sessions with the administrators and technical officials and ensure that they get supervised on the job training by officiating at rated. This should include the training of teachers that are coaching chess. 5. Compile a budget plan for all required training (including costs for informal training sessions) and apply for funding from DSAC and Northern Cape Chess. completed training (formal and informal) Written budget plan and proof that application for funding has been submitted to DSAC and other stakeholders 31 Mar June Sept To increase the number of individuals registered with CHESS S.A., particularly among schools and previously disadvantaged communities. 2. Verify how many Northern Cape players (also according to Northern Cape Regions) are currently registered as members of Chess South Africa. In particular, list all players who have been registered as from January Update the existing database of Northern Cape players and review the information required 2. Develop a tracking system/mechanism of newly registered players to enable to determine the progress made with this objective so as to monitor growth of the sport Updated database of player information Tracking mechanism with statistics on the number of new players 31 Mar June Sept Develop clear programme for schools chess aligned to national and international schools. This should be done with Committee for Schools Chess. 1. Assess the existing school structures and compile a database with the names of members of these structures. The database should include the names of players in represented by these school structures 2. Develop a schedule of all school, district school trials that is aligned to the provincial schools trials and provincial federation, national and international. Database (perhaps in MS EXCEL) on school structures and their players Schedule of all school aligned to provincial, national and international 3. Pilot mini chess in a few schools in each of the regions to establish its viability to incorporate it in schools throughout the Province. the piloting of mini chess in a few schools and the number of jobs created amongst unemployed youth 5. Compile a business plan for the Expanded Public Works Programme (EPWP) programme from the Department of Economic to fund unemployed youth to implement mini chess in the piloted schools and report on number of jobs to be created for unemployed youth. Written business plan for EPWP and number of jobs to be created amongst unemployed youth 6. Discuss and submit business plan for the EPWP programme to the Department of Economic to fund unemployed youth to implement mini chess in the piloted schools Proof of business plan submitted to EPWP (signed attendance registers of meetings with the department and acknowledgement of receipt by the department) 7. Follow-up with the Department of Economic on the progress with the action plan and also explore other avenues to implement mini chess sustainably in the province Letter of acceptance/rejection by Department of Economic or any other stakeholder that was approached for assistance 15 Apr To encourage the appointment of coaches at all levels within the education system and in the private and public spheres in South Africa. 1. Increase the number of coaches in the province 1. Conduct a comprehensive assessment of available/existing coaches and their respective qualifications. This must include teachers that are providing coaching at school 2. Identify and lobby certain individuals that are coaches/chess players in each region, but who are not actively coaching Written report with statistics on the available/existing coaches. Copy of qualifications must be attached to the report Written report with on the available/existing non-practising coaches/chess players. 6 3. Identify and lobby suitable individuals to be trained as coaches in each region.
