1 USA GYMNASTICS ATHLETE & COACH SELECTION PROCEDURES 2017 WORLD CHAMPIONSHIPS Montreal, Canada Men s Artistic Gymnastics I. SELECTION SYSTEM A. Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: 1. Citizenship: Athlete must be a citizen of the United States at the start of the 2017 P&G Championships and at the time of selection and hold a current U.S. Passport valid through April, Minimum International Federation standards for participation (if any): Athlete must be a minimum of 18 years of age by December 31, Hold a valid FIG Athlete License at the time of 2017 World Championships accreditation. 3. Other requirements (if any): Athlete must be a member in good standing of USA Gymnastics. B. Tryout Events: 1. Provide the event names, dates and location of all trials, events and camps to be used as part of the selection process. Up to six athletes may qualify for the 2017 World Championships team in one of two ways: a. Be one of up to six gymnasts chosen by the World Championships Team Selection Committee as defined in Section II (B) from among the competitors at the 2017 P&G Gymnastics Championships (Selection Event). b. Petition to the 2017 World Championships Team through the petition process identified in Section I.D.

Provide event names, dates, locations and description of how athletes qualify for any preliminary or qualifying events or procedures that are prerequisites to attend any of the trials, events or camps listed above in B. 1. Athletes may qualify to compete in the 2017 P&G Championships through the following methods: Senior National Team members who are named following the 2017 Winter Cup Challenge being held February 16 to 18, A minimum of 14 athletes will qualify to the 2017 P&G Championships based on the National Points Ranking System from the 2017 National Qualifier to be held on or about July at the United States Olympic Training Center in Colorado Springs, Colorado. From the 2017 NCAA Championships: a. The top 2 rank order all-around (U.S. citizens), not including any pre-qualified athletes to the 2017 P&G Championships, provided they finish top 8 (of U.S citizens) in the all-around. b. Top two ranked athletes (U.S. citizens) on floor exercise, pommel horse, still rings, parallel bars and horizontal bar, which may include pre-qualified athletes to the 2017 P&G Championships. An athlete who is unable to participate in the 2017 National Qualifier may petition to compete in the 2017 P&G Championships using the process described in I.D. C. Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become team members (including maximum team size). Process for selection of the World team members and up to three alternates for the 2017 World Championships Team: Athletes will be chosen from among the 2017 P&G Championships competitors or petitioned athletes as decided upon by the World Championships Team Selection Committee. The World Championships Team Selection Committee will also identify potential replacement athletes to the World Team.

The 2017 World Championships Team Selection Committee will consider the following factors when selecting the World Team members and potential alternates: The Final Results will be determined using all results from the 2017 P&G Championships. The results from Day 1 will be added to the results of Day 2 to determine the final results from the 2017 P&G Championships. An athlete who is not able to complete the 2017 P&G Championships must submit a petition to be considered for the 2017 World Team. An evaluation of how competitive an athlete would be for an individual event medal at the World Championships, based on a review of international competition in 2016 and 2017, in order to maximize the medal potential for the U.S. team. This evaluation will take into account: i. The percentage of hit routines by the gymnast at the 2017 P&G Championships. ii. Start values (D Score) on each apparatus from the 2017 P&G Championships. iii. Execution (E Score) on each apparatus from the 2017 P&G Championships. Past performance at domestic and international competitions and at national team training camps. Consideration of competitions to include type, frequency and level of domestic and international competitions and routine hit percentage in those events. Demonstrated professional attitude and ability to positively contribute to the team dynamic. Any physical, training or performance factor that might inhibit peak performance at the 2017 World Championships. 2. The 2017 World Championships Team Selection Committee will consider the information noted in number 1 above in the following prioritized manner. The results from the 2017 P&G Championships. The evaluation of how competitive an athlete would be for an individual event medal in order to maximize the medal potential for the U.S. team within the eighteen potential competitive positions (line-up in the qualification round). Past success at major international events, World Cup events, World Championships, Pan American Games, Olympic Games.

Petition Procedures The remaining factors, the points ranking system, past domestic and international experience and other factors as listed above will be considered by the committee only in the event that a final decision identifying the team members cannot be reached using the competition results, start values and execution factors. Notwithstanding the process identified in the preceding sections of these Selection Procedures, USA Gymnastics recognizes that extraordinary and unforeseen circumstances may occur which would cause an athlete otherwise deserving of a spot on the 2017 World Championships Team because of his previous competition results to be unable to participate in one or more steps in that process. 1. Petition Rights: USA Gymnastics will allow athletes, with a specific injury, illness or unusual circumstance, which prohibits the athlete from participating in the competitive process, to petition USA Gymnastics for the right to: a. Enter the 2017 P&G Championships as determined by the Men s Program Committee (MPC). b. To be selected to the 2017 World Championships Team, as determined by the 2017 World Championships Selection Committee. 2. Petition Procedures and Requirements a. Only athletes who meet the following criteria may submit a petition: A petition to enter the 2017 P&G Championships may be submitted by any athlete. A petition directly to the 2017 World Championships Team may be submitted by any athlete; however, that athlete must demonstrate through competitive results from events held in 2017 that he would be highly competitive with the field in relation to the selection criteria noted in I.B.2. b. Petitions to the 2017 P&G Championships will be considered for approval by the Men s Program Committee and must be received by the Men s Program Director no later than July 16, 2017 for the 2017 P&G Championships.
5 c. Petitions directly to the 2017 World Championships Team will be considered for approval by the 2017 World Championships Selection Committee. To be considered by the 2017 World Championships Selection Committee, petitions onto the 2017 World Championships Team must be submitted in writing to USA Gymnastics national office as soon as practical after the athlete becomes aware of his inability to participate in the applicable competition and no later than the conclusion of competition at the 2017 P&G Championships. d. A petition must state the specific injury, illness or unusual circumstance, which prohibited the athlete from participating in the competitive process. In the case of a petition based upon an injury or illness, the petition must be accompanied by a physician s statement, and the nature and extent of that injury or illness is subject to verification by one or more doctors selected by USA Gymnastics. Athletes must also be able to demonstrate through past competitive results from USA Gymnastics or FIG sanctioned events that they are highly competitive in the field with other athletes qualified for the 2017 P&G Championships or named 2017 World Championships team members. e. An athlete who successfully petitions to the 2017 World Championships Team will be required to demonstrate readiness at the 2017 World Team Preparation Camp noted in Section X. The criteria for demonstrating readiness are: The 2017 World Championships Selection Committee will inform the athlete on which events he must show readiness at the 2017 World Team Preparation Camp. The athlete must perform full routines at the camp on those events (he may also perform routines on the other events) The athlete s routines will be judged by a minimum of two judges who participated as judges at the 2017 P&G Championships. The 2017 World Championships Selection Committee will use the scores from the routines the athlete performed at the 2017 World Team Preparation Camp and apply the selection criteria described in I.C. to evaluate the athlete s performance to assess whether the athlete would have been named to the World Team.

Selection Committee Members If the 2017 World Championships Selection Committee determines that the athlete s performance is not at the level necessary to remain on the World Team, then the athlete will not have shown readiness and will be removed from the World Team. Replacement of the athlete will follow the guidelines described in Section IV. 1. Conflict of Interest If a Selection Committee member is currently affiliated with any athlete in consideration for the 2017 World Championships Team or is unable to fulfill the obligations of the Selection Committee or continue for any reason, a replacement will be named by the Men s Program Committee II. DISCRETIONARY SELECTION A. Provide rationale for utilizing discretionary selection (if any): The sport of gymnastics is a subjectively judged event. The number of athletes allowed to participate at the Individual Event World Championships is limited and therefore an assessment must be made of an athlete s ability to be competitive for individual event medals against the anticipated field in order to determine which combination of athletes maximize the potential for individual event medals.
7 B. List the discretionary criteria and explain how they will be used (if any): Refer to Section I.C. III. REMOVAL OF ATHLETES A. An athlete who is selected to the team by USA Gymnastics may be removed for any of the following reasons, as determined by USA Gymnastics: Voluntary withdrawal. Athlete must submit a written letter to the President of USA Gymnastics. Injury or illness which inhibits peak performance as certified by an approved USA Gymnastics physician (or medical staff). If an athlete refuses verification of his illness or injury by an approved USA Gymnastics physician (or medical staff), his injury will be assumed to be disabling and he may be removed. Violation of the USA Gymnastics Code of Ethical Conduct, National Team Agreement or the Men s National Team Responsibility Manual, which can be found online at: Lack of performance in training which inhibits peak performance at the 2017 World Championships. Failure to attend the entire 2017 World Team Preparation camp. Failure to show readiness in the case of a petitioned athlete as described in I D. Removal may only occur by action of the President of USA Gymnastics after consultation with the Vice President of Men s Program and the Athlete Representative, and an interview with the athlete and his coach. Any decision to remove an athlete or coach may be reviewed through the USA Gymnastics Grievance Procedures. An athlete who may be removed from the team pursuant to this provision has the right to a hearing per USA Gymnastics Bylaws (Article 10). B. An athlete may be removed from the team at any time for violation of WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. In such instances, the adjudication process will be managed through the United States Anti-Doping Agency. IV. REPLACEMENT OF ATHLETES
8 A. Describe the process by which the replacement pool of athletes will be identified: Refer to Section I.C. B. Describe how the replacement athlete(s) will be selected, should a vacancy occur: Refer to Section I.C. C. Identify the group or committee that will be responsible for making athlete replacement determinations: V. COACH SELECTION 2017 World Championships Selection Committee A. The Coaches for the 2017 World Championships Team will be selected (from among the personal coaches of the team members), based upon the following criteria: Coaches who attend are not guaranteed that they will be a part of the officially accredited delegation for the World Championships. The number of credentials available for the World Team delegation is limited per FIG Technical Regulations. Decisions regarding credential allocation will be made by the World Team Selection Committee. B. Personal Coaches of the athletes selected as 2017 World Championships Team Members will be selected according to the number of credentials available to the team and limited to one coach per athlete. C. Removal of Coach Voluntary withdrawal. Coach must submit a written letter to the President of USA Gymnastics. Violation of the USA Gymnastics Code of Ethical Conduct or Men s National Team Responsibility Manual, which can be found online at: Any decision to remove a coach may be reviewed through USA Gymnastics Grievance Procedures per the USA Gymnastics Bylaws (Article 10).
9 VI. SUPPORTING DOCUMENTS USA Gymnastics will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the conclusion of the 2017 World Championships. VII. REQUIRED DOCUMENTS The following documents are required to be signed by an athlete as a condition of nomination to 2017 World Championships Team and can be found online at USA Gymnastics Code of Ethical Conduct National Team Agreement Men s National Team Responsibility Manual VIII. PUBLICITY/DISTRIBUTION OF PROCEDURES The USA Gymnastics approved Selection Procedures (complete and unaltered) will be posted/published by the USA Gymnastics in the following locations: A. USA Gymnastics Web site: These procedures will be posted as soon as possible, but not more than five business days following the approval by the USA Gymnastics Board of Directors. B. Directly distributed to the age eligible National Team Members. IX. DATE OF NOMINATION The 2017 World Championships team will be announced within 24 hours of the conclusion of the 2017 P&G Championships. X. MANDATORY TRAINING AND/OR COMPETITION Athletes must attend the 2017 World Championships Preparations Camp, to be held September 5-10, at the Olympic Training Center in Colorado Springs. XI. ANTI-DOPING REQUIREMENTS
10 Athletes must adhere to all WADA, FIG, USADA and USOC anti-doping protocols, policies and procedures, as applicable. This includes participation in Out-of- Competition Testing as required by the IOC, WADA, FIG, USADA and USOC Rules, as applicable. XII. INTERNATIONAL DISCLAIMER These procedures are based on IOC and/or FIG rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in IOC and/or FIG rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USA Gymnastics. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency.
11 If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the president of USA Gymnastics.
