1 7. Total Sanitation Campaign (TSC) Total Sanitation Campaign (TSC) Rural sanitation came into focus in the Government of India in the World Water Decade of 1980s. The Central Rural Sanitation Programme was started in 1986 to provide sanitation facilities in rural areas. It was a supply driven, highly subsidy and infrastructure oriented programme. As a result of these deficiencies and low financial allocations, the CRSP had little impact on the gargantuan problem. The experience of community-driven, awarenessgenerating campaign based programmes in some states and the results of evaluation of CRSP, led to the formulation of the Total Sanitation Campaign (TSC) approach in TSC has identified total 58 districts from 9 states in LWE category and the Physical and Financial Progress is enclosed as Annexure. Objectives The main objectives of the TSC are as under: Bring about an improvement in the general quality of life in the rural areas. Accelerate sanitation coverage in rural areas. Generate felt demand for sanitation facilities through awareness creation and health education. Cover schools/ Anganwadi s in rural areas with sanitation facilities and promote hygiene education and sanitary habits among students. Encourage cost effective and appropriate technologies in sanitation. Eliminate open defecation to minimize risk of contamination of drinking water sources and food. Convert dry latrines to pour flush latrines, and eliminate manual scavenging practice, wherever in existence in rural areas. Physical Progress of State vs. LWE Districts (Annexure-I). 3 TSC is a demand driven programme but special efforts are undertaken to expedite programme implementation and involve the LWE districts into mainstream. Two National level workshops were conducted in January, 2010 at Bhubaneswar, Orissa and in April, 2011 at Patna Bihar to Review & Address various issues involved in accelerating Sanitation in these districts. A total of One Thousand Four Hundred Twenty Eight GPs of the LWE districts are awarded as NIRMAL GRAM PURASKAR.(Annexed) Progress of LWE district on an average is 51% for IHHL, 88% for School Toilet and 75% for Anganwadi Toilet. States namely Bihar, Jharkhand and Orissa are contributing more than 10% of the cumulative objective set for IHHL for the LWE districts during And contribution of West Bengal towards School & Anganwadi Toilets is 3.8% and 8.7% of the cumulative objective.
