6 Updated Enrollment Estimation Methodology 1. The Career Center enrollment has now been factored into the enrollment estimates for the High Schools. a) Career Center part time student enrollment totals (per school) have been provided in your meeting 3 handout. b) A significant amount of students report at a home school, but attend the Career Center part time. Some are AM classes, where others are PM classes. c) The former handouts counted all 9-12 live-in students in the options and did not factor in the part time nature of the Career Center. d) The result was that utilization/enrollment totals for the options were inflated where schools actually had more space due to students leaving for the Career Center. e) The meeting 3 estimates t take the part time students, t and only count ½ of them in the options estimates. f) Assumption is that each school will continue to have the same rate of students as g) Result of factoring in part time Career Center students is that total high school utilization is 99% 6
7 Other follow-up from last meeting 1. Enrollment forecasts by grade (revised Fall 2014) have been included in packet of information 2. A Free/Reduced d lunch map by planning block has been included d in your packet (11x17 maps). This shows the percentage of Free/Reduced lunch students by planning block for the High School District. 3. The County planning office is working on providing more data in regards to new residential development activity within the county. a) Per conversations with the county, the majority of new approved development is located west of Shiloh Rd. b) split on future residential development is 55% west of Shiloh, 10% south of the Railroad tracks, and 35% in the Heights. c) Also a significant development (Josephine Crossing) located near Elysian Rd. and Mullowney Ln. a) PB s 26 and 288. b) Expansion plans but still in planning phases. 7

Planning blocks have been further revised per feedback. a) The western part of Blue Creek has it s own planning block, and various options split Blue Creek based on these blocks. b) Lockwood planning blocks have been further cut to follow Old Hardin Rd. a) The question was to see if Lockwood could be split along Old Hardin Rd. in options. b) There are not enough students north of Old Hardin to balance building utilization among Skyview and Senior, but other configurations could still be considered. 8

Options were refined per feedback from study team and/or public. a) Options have ONLY been modified if it brings them closer to our criteria/objectives. b) Common areas that have been updated include planning blocks just east of West High School that are walkable to West HS in various options. a) PB s 221, 169, 13. c) New cuts made in the Blue Creek area are incorporated in Option 2. 10

Options 5 and 6 have been created, which take a more focused approach of balancing demographics while following major road networks. a) Options have more of a horizontal orientation rather than vertical configurations in Options 1-4. b) Boundary line between West and Senior follow along Broadwater Avenue (per feedback), which h is a busy thoroughfare. 12

28 Small Group Exercise: Break into 4 small groups To randomize the small groups, please sit in groups based on the numbered index card that you were given. Groups have different colored markers, and are encouraged to write, circle, highlight any area on the map they feel needs to be addressed. The more notes the better, and place a + or - next to specific markups to indicate if it is a good move or if it causes concern. After each group reviews all 6 options, there will be a discussion around findings / observations 28
29 Options Criteria Review Exercise: The purpose of this exercise is to help focus the study team on a review of options as it relates to the Redistricting Guiding Principles/Criteria. The results of this can help provide clarity on how options best meet the criteria that the team is focused on. Please evaluate each option and place an 'X' in the box for the option that you feel best meets the specific criteria. If you feel that the options are 'tied' or several do a good job meeting the criteria, it is OK to put an 'X' in multiple boxes. Remember to focus on the entire option as a whole when scoring as opposed to one individual area. Then, total the number of 'X' selections that you have chosen per option. 1: Building utilization 2: Geography / Proximity 3: Using natural boundaries? 4: Student Impacts? 5: Demographics 6: Feeder Pattern Splits? Total # of Selections Option # : Refer to tables that show building utilization percentages and over/under counts 2: Reference maps. Does majority of population live close to the school? Could students attend another school closer that has space? 3. Do boundaries follow major roads for the most part? Do the boundaries minimize students walking across more busy/major roads? Could the boundaries be easily described if you had to explain to someone where they follow? 4. How many students have been affected? Reference impact tables. 5. How do the current vs. option live-in minority / socio-economics vary? 6. If a school is split from MS to HS, are the numbers evenly balanced? Are middle schools getting split to more than 2 high schools? 29
