1 BEACHWOOD BOARD OF EDUCATION Regular Meeting October 10, 2011 The Regular Meeting of the Beachwood Board of Education was called to order by Beth Rosenbaum, President of the Board of Education, at 7:32 p.m. at the Beachwood Board of Education Fairmount Community Room located at Fairmount Blvd., Beachwood, Ohio, with all members having been notified in writing. Members Present: Member Absent: Mr. Luxenburg Dr. Richard Markwardt, Superintendent; Ms. Lauren Broderick, Director of Pupil Services; and Kaveh Varghai, Student Council President, were also present. Program Reports Study Session Athlete Handbook and Code of Conduct PowerPoint presentation by Bob Hardis and Ryan Peters included in minutes. asked if the standard GPA for athletic eligibility for most schools was 1.5 to 2.0. Mr. Peters replied yes. inquired as to how many of Beachwood students were ineligible for fall sports this year. Mr. Peters replied none or possibly one. questioned if the new policy would render an additional twenty-four students ineligible. Mr. Peters replied yes. questioned the criteria listed on page ten, the wording to compete. asked if this means that a student who may not make the team can practice with the team. Mr. Peters replied yes. stated the twenty-five students that would be ineligible don t have proper incentives to do better. Mrs. Tramer inquired why there are twenty-five students at risk if there are programs in place to help. Mr. Hardis stated that there is a need for some sort of incentive to push students to take advantage of these interventions. Ways to motivate the students to take advantage of available programs. questioned assuming the twenty-five students are capable there should be a way of getting them out of this situation. Mr. Hardis replied yes. They are meeting the minimum bar for eligibility. The students are capable of doing more. Mr. Peters stated the students they approach step it up. This will encourage them to do so earlier.
2 stated the staff has an obligation to help students that are struggling by providing extra help. Ms. Broderick stated there are intervention teams in place for all students who may be struggling. The teams problem solve solutions for individual students. questioned if they were prepared to take on an additional twenty-five students. Mr. Hardis stated not each student is assessed, but ways to motivate students and incentives to engage them are implemented. questioned if other extracurricular programs like band had problems with eligibility. Mr. Hardis stated student athletes are treated differently because of OHSAA standards. stated he believed that all extracurricular programs have standards. This sends the right message. It s a balancing act. The District doesn t want to take away incentives for students to engage in education. stated the standards should be raised for all students across the board not just for the athletes. Dr. Markwardt stated that band is actually a co-curricular where a credit is earned. Others are extracurricular activities, but stated a good point. Dr. Markwardt said participation in an extracurricular is a privilege not a right. The commitment to academic achievement is real, not to curb the student s enthusiasm for school. Dr. Markwardt stated that he believes students can achieve. commended the administration for that. She states she will be curious to see the numbers next year. Mr. Hardis is requesting that the standards go into effect as of the spring semester. Due to the timing of adopting the handbook, this will provide students and staff time to be prepared. Mr. Luzar asked what the situation would be if a student passes the first semester, has a D in spring, then happens to have a failing quarter. Mr. Hardis said the eligibility would be decided each quarter, not semester, which is in line with OHSAA standards. Proposed High School Orchestra Trips Presentation by Noel Bliss and Lisa Goldman Dr. Markwardt stated the orchestra s music program is a source of pride for the district and community. asked the anticipated student head count for the trip. Mrs. Goldman said seventy-four including the adults. inquired the chaperone to student ratio. Mrs. Goldman stated one chaperone per six to seven students or possibly a small group of four students. Ratio will depend on the students. reminded Mrs. Goldman about the need for security. Mrs. Goldman said the hotel had indoor corridors, the rooms did not have balconies and there will be a night guard.
3 asked if the dates coincided with school breaks on the calendar. Mrs. Goldman replied yes. Both trips are over spring break. questioned in the event that a student leaves the district will a refund be offered. Mrs. Goldman replied that there is a refund policy in place. It varies depending on when the student cancels. Public Comments RESOLUTION RESOLUTION TO APPROVE THE ROUTINE MATTERS OF THE BEACHWOOD BOARD OF EDUCATION It was moved by Seconded by that the Board of Education of the Beachwood City School District hereby approve the minutes of the Regular Meeting of September 26, District hereby approve the appointment of the following individual(s) to be added to the substitute list for the school year: TEACHERS $90 per day PAYSON, RACHEL QUINN, TARA PRESCHOOL ASSISTANT $8.00 per hour FRIEDMAN, MIRIAM SECRETARY/OFFICE ASSISTANT $10.00 per hour ULLE, ROBYN SPECIAL EDUCATION ASSISTANTS $10.00 per hour FRIEDMAN, MIRIAM ULLE, ROBYN LIBRARY/MEDIA ASSISTANT $10.00 per hour ULLE, ROBYN CLEANERS $10.00 per hour HUSTON, VINCENT REDMON, RALPH
4 RESOLUTION It was moved by RESOLUTION TO ACCEPT DONATION Seconded by that the Board of Education of the Beachwood City School District hereby accept a donation from an anonymous donor, in the amount of $2,000.00, for the Beachwood High School varsity baseball team for jerseys and hats. RESOLUTION RESOLUTION TO APPROVE CONTRACT FOR 2011 SUMMER SCHOOL PROGRAM It was moved by Seconded by District hereby approve the contract for VIRGINIA MCCORMAC for the tuition-based 2011 Summer School Program, for 45 hours, at the rate of $31.06 per hour, effective July 25, 2011 through August 12, RESOLUTION RESOLUTION TO APPROVE CERTIFICATED STAFF FOR THE SCHOOL YEAR It was moved by Seconded by District hereby approve the contract for RIVKA TAUB, Hebrew Teacher at the High School, Step 1, MA,.135 FTE, Schedule C, Compensation: prorated at $5,843.89, effective October 11, 2011.
5 RESOLUTION RESOLUTION TO APPROVE LONG-TERM SUBSTITUTE CERTIFICATED STAFF FOR THE SCHOOL YEAR It was moved by Seconded by District hereby approve LUCY DEITRICK as the long-term substitute Intervention Specialist at Bryden Elementary School, Step 1, BA, Compensation: $21,855.73, effective October 11, 2011 through March 2, 2012, due to the leave of absence of ANGELA WHITE. Ms. Deitrick was in the audience and gave a brief background. 6 RESOLUTION It was moved by RESOLUTION TO APPROVE HOME INSTRUCTION SERVICES FOR THE SCHOOL YEAR Seconded by District hereby approve home instruction services for a Beachwood High School student, during the school year, at a rate of $31.84 per hour, for the following: MACBRIDE, LEE not to exceed 13 hours. O BRIEN, JOHN not to exceed 10 hours. 7 Rachel Payson and Gina Simeone were in the audience. Michael Molnar introduced them and they each gave a brief background. Ms. Broderick introduced Danielle Walter and Ms. Walter gave a brief background RESOLUTION It was moved by RESOLUTION TO AUTHORIZE CHANGE ORDERS WITH MR. EXCAVATOR, INC. Seconded by District hereby authorize change orders with Mr. Excavator, Inc., for the Beachwood Schools High School Renovation Early Site Work and Foundations, as detailed in the attachment. The revised contract amount including these change orders is $1,375, Change Order No. 005 (PCO#019) Increase $12, Change Order No. 006 (PCO#024) Increase $11, Reports Superintendent Dr. Markwardt stated that a lot is happening on State and National levels in regard to education with HB136 and SB5. He along with Mrs. Mills are keeping abreast of these proposals and their potential impact. Beachwood Federation of Teachers Evan Luzar Mr. Luzar said the teachers are watching the same things. Also, at the High School the teachers are getting requests for help with college essays for students college applications. Student Council President Kaveh Varghai Kaveh reported that the seniors are in the process of doing college applications. The Academic Challenge team has a six and seven record. The debate team placed third at the competition held at Yale. The volleyball team had a game that evening. The girls soccer team is seeded six or seven and the boys soccer team, which is seeded fourth in the region, has a game on Tuesday against Cuyahoga Hts. The football team plays Kirtland this week-end and if they win they will go into tournament play-offs. Board Members stated the audit committee met on October 3 rd. The committee serves as the Board liaison. As a public domain the District is required to be audited ever year. thanked the audit committee members, Rob Marks who was in the audience, Patty Rubin and Michael Ritter. gave accolades to Mrs. Mills and her staff for a perfect audit with no adjustments and no citations. He said he is pleased to make these comments. stated this does not happen and he would be hard pressed to find a perfect audit. He said the Board owes a debt of gratitude to Mrs. Mills and her staff, the best kept secret in Beachwood Schools. Mrs. Mills financial statements have the highest integrity and thanked her publically.
