5 1. NAME WEST AKUNA SCHOOL SPORTS ASSOCIATION GOVERNANCE STRUCTURE 1.1. The body shall be known as West Akuna School Sports Association (WASSA) hereinafter referred to in this document as The Committee. The Committee is an affiliate member of the Metropolitan West School Sport Board (MWSSB). 2. OBJECTIVES 2.1. The Committee has the following objectives: To promote School Sport in the West Akuna District (WAD) and encourage all affiliated schools to organise and provide high quality sporting programs within their schools To organise and provide high quality representative pathways for students attending affiliated schools and to maximise opportunities for students to access these To organise and provide high quality Interschool Sport competitions and maximise the opportunities for affiliated schools and their students to participate in these. To ensure that the primary focus of all Interschool Sport is on participation and enjoyment rather than on ability and winning To promote and teach students the skills and value of good sportsmanship. The skills of good sportsmanship shall include: playing by the rules, cooperating with fellow team members, accepting the umpire s decision, interacting positively with opposing teams, and winning or losing graciously. 3. POWERS AND FUNCTIONS 3.1. To achieve the objects of this governance structure, The Committee has the power to: carry out activities to support and further the objects of The Committee as outlined in this governance structure; encourage school personnel and community representatives to become more proficient in the organisation and facilitation of school sporting activities; co-ordinate the efforts of schools in the WAD in the organisation of school sporting programs; liaise with the MWSSB in the organisation of representative school sport programs; appoint suitably qualified teachers to coordinate selection trials in each of the WAD approved sports; 5

6 liaise with other bodies concerned with sports in which the district conducts competitions; provide two (2) representatives to the Metropolitan West Combined Council of Management; publish a calendar of district carnivals which aligns with regional sporting activities; establish a developmental plan and operational guidelines for the implementation of the School Sport Program; and others (Subject to the approval of the Region School Sport Board) In its role as a departmental committee, the exercise of the powers and functions of The Committee is subject to the relevant policies, procedures and directives of the Department of Education, Training and Employment. 4. MEMBERSHIP 4.1. METHODS OF OPERATION 5.1. The Committee reports to the MWSSB. The Regional School Sport Officer (RSSO), or his/her nominee, has the right to access any documents or information pertaining to the affairs of The Committee The Committee shall meet four times per year, and at other times as deemed necessary. Meetings can be conducted through the use of electronic media. I.e. teleconferencing All schools shall be given a minimum of two (2) weeks notice for any meeting of The Committee A quorum for all meetings shall be with a majority of affiliated schools represented A standard meeting procedure shall be used at each meeting of The Committee Each school is eligible to one vote. In the case of a tied vote, the motion shall be lost At the final meeting of the school year, The Committee shall compile a calendar of dates and venues for trials/carnivals and meetings for the following year The MWSSB shall adjudicate on issues of District membership and affiliations. 7

8 5.9. The Committee reserves the right to invite people with an interest in any business of The Committee to attend meetings. 6. FINANCIAL PROCEDURES 6.1. All money received by The Committee must be paid into a separate Cost Centre or separately accounted for at the school of which The Committee Treasurer is based Affiliation fees and an annual budget must be determined at the Annual General Meeting each year Primary Schools - Affiliation Fees are determined for each school on a per student basis using the following formula: State Student numbers Years 4 6 based on Day 8 numbers fee - TBC Non-State Student numbers Years 4 7 based on Term 1 Fax back data fee - TBC Secondary Schools Affiliation Fees are determined for each school on a per student basis using the following formula: State Student numbers Year 7 students turning 12 years of age only in the current year based on Day 8 numbers fee - TBC Non-State Student numbers Year 7 students turning 12 years of age only in the current year based on Term 1 Fax back data fee N/A Secondary school affiliation fees are calculated based on the access their students have to programs provided by the WASSA Currently 12 Years secondary students have access to 12 Years representative pathways only Affiliation fees shall be forwarded to The Committee upon receipt of a Tax Invoice, no later than 30 April of the current year A school's failure to pay its affiliation fees renders its students ineligible to participate in any events conducted under the auspices of The Committee District finances held at a school will be audited as part of the designated school audit each year An Annual Financial report must be signed off by the Principal of the school where the account is kept Treasurers must report at each Committee meeting the financial status of The Committee account held in the school account. A written financial statement shall be presented at the Annual General Meeting Annual financial statements must be forwarded to the MWSSB within one (1) month of the AGM. 8

9 7. PRIVACY AND CONFIDENTIALITY 7.1. Privacy: Any committee member who is an employee of the Department should recognise the importance of respecting the privacy of any personal information that is collected, stored, used or disclosed by them. All departmental employees must follow the Information Privacy Principles included in the state government policy on Information Privacy Information Standard Confidentiality Student Records: In relation to the personal information of past, present or future students of a state school, all public service employees, employees of state schools and members of P&C Associations who in that capacity, have gained or have access to such personal information, must not make a record of the information, use the information or disclose the information to anyone else other than in accordance with Section 426(3) of the Education (General Provisions) Act Breach of this section may lead to the imposition of a pecuniary penalty. 8. GOVERNANCE 8.1. The Queensland School Sport Council will review the governance structure of sport districts on a bi-annual basis. Competition Procedures Representative Level These competition procedures represent decisions of policy by the MWSSB and are binding on The Committee as an affiliated body. 1. COMPETITION STRUCTURE, CONDITIONS AND RULES 1.1. Approval of Competitions The Committee shall seek Departmental approval, through MWSSB, for all competitions conducted under their auspices. It shall be the responsibility of The Committee to furnish this information to MWSSB two (2) weeks prior to the final MWSSB meeting each year The Committee shall not take up a matter with the Director General, Queensland School Sport (QSS), or any other senior departmental officer or the media without having first presented the matter to the MWSSB Reports The Committee shall present to MWSSB each year a report on its activities for inclusion in the Annual Report The Committee shall present to MWSSB at each general committee meeting, a report on its activities for presentation at the meeting. 2. APPOINTMENT OF DISTRICT OFFICIALS 2.1. Advertising of Positions The Executive shall ensure: nominations for positions are invited through Principals, (at the end of the previous year) not fewer than two (2) school weeks prior to the last Committee meeting, nominees are instructed to forward their nomination, fulfilling the selection guidelines, complete with principal's/supervisor's counter signature to the District Secretary on or before the due date specified (see Appendix A) the selection panel consists of the voting delegates present at the AGM. 9

10 2.2. Method of Appointment Convenors (Coaches/Managers) shall be chosen by the selection panel, on advice from the schools where appropriate Appointments shall be made on the basis of merit and in accordance with The Committee policies outlined in section 2.3 Qualifications of District Officials of the Handbook Qualifications of District Officials The Committee shall determine and advertise with invitations for nominations, the accreditations it considers appropriate for persons nominating for official positions Convenors (Coaches/Managers) shall be required to hold a current Level 1 Coaching Accreditation in that particular sport and to possess a current Senior First Aid and Resuscitation Certificate (or equivalent) Applicants for Coach/Manager roles who do not hold a current Level 1 Coaching Accreditation but have demonstrated experience and capacity in that sport will be considered for appointment Convenors (Coaches/Managers) must be qualified teachers currently registered with the Queensland College of Teachers, an employee of Education Queensland or working in conjunction with either of these No more than two (2) Officials shall be appointed to a team with fewer than thirty (30) students Where single sex teams are involved, whenever possible, either the Coach or Manager should be of the same gender Notice of Appointment The Chairperson is to forward to the Convenor (Coach/Manager), a letter of appointment advising him/her of certain procedures to be observed in assuming that position Appointment Appeals Any objection or appeal against the appointment of West Akuna team officials must: be made through the Principal of the applicant s school and in turn through The Committee. be in writing, in the hands of the Secretary of The Committee within fourteen (14) days of the meeting at which the said appointment was made Any objection or appeal may be heard by a Special Meeting of The Committee at a time decided by the President if it is deemed to warrant such action Current Year District Sports Convenors (Coaches/Managers) District Sports Convenors (Coaches/Managers) will be published at the first committee meeting of the year and attached as an appendix to the Policy Handbook (see Appendix B) 2.7. Roles and Responsibilities of District Sports Convenors (Coaches/Managers) The roles and responsibilities of Convenors, Coaches and Managers are clearly outlined in the following sections of this Policy Handbook. 10

11 If doubt exists regarding these roles and responsibilities, please contact the Secretary. 3. CONDUCT OF DISTRICT TRIALS/CARNIVALS 3.1. Trials Host Convenors (Coaches/Managers) shall coordinate the conduct of the trials in consultation with The Committee. Trial dates need to be provided at earliest convenience to ensure the District Calendar is drawn up early in the year Convenors (Coaches/Managers) shall ensure that suitable venues are chosen and that all other arrangements are appropriate Convenors (Coaches/Managers) shall complete a risk assessment (CARA) for trial, training and/or carnival and return it to the district Chairperson via the District Secretary no later than 1 week prior to the commencement of trial/carnival Convenors (Coaches/Managers) shall ensure that all affiliated schools are notified of and have the opportunity to nominate students for the upcoming trials/carnival Notification of an upcoming trials/carnival shall be provided at least two weeks prior to the nomination closing date and forwarded via the District Secretary Information about the trials/carnival provided to schools shall include dates, venues and any other requirements or equipment students need to participate (see Appendix C) Duration of Trials For team sports, Convenors (Coaches/Managers) shall offer two trial dates with trials occurring outside of school hours West Akuna Tennis Trials shall take place during school hours with one trial day only For Swimming, Cross Country and Athletics, trials will occur during school hours Finance Met West Regional Trials/Carnivals In all sports, prior to the commencement of the Regional trials, Metropolitan West nomination fees shall be banked at the District Team Official s school (coach/manager). At the completion of the regional trial, the West Akuna Treasury will invoice the Coach/Manager s school the appropriate amount for the total number of students who participated Students shall pay the nomination fee, GST exclusive. Schools will be invoiced GST inclusive and shall recover the GST through their own financial processes Disputes In the event of a problem which cannot be settled by the Convenor, he/she shall immediately notify the District Secretary The District Secretary shall request that the complaint is forwarded to The Committee in writing at which time the complaint will be addressed by a Disputes Committee The Disputes Committee will consist of: Chairperson of The Committee, 11

12 Deputy Chairperson, District Secretary, and An impartial delegate appointed by the Chairperson The Disputes Committee may refer any matter to the MWSSB for consultation or resolution if the Committee deems that such action is warranted All decisions of the Disputes Committee will be forwarded in writing to the parties involved Safety and First Aid All safety procedures shall be adhered to throughout District trials as set out in the (Education Queensland) Education Policy and Procedures Register (EPPR): Health and Safety HLS [Workplace Health and Safety Curriculum (Policy and Guidelines)] Paperwork should be completed as outlined in 3.1Trials Host, An (Education Queensland) Accident Report Form must be completed for any accidents. One copy goes to the Principal of the student s school and one copy to The Committee to keep on an Accident Register Sponsorship The Convenor may seek sponsorship from a source approved by The Committee and MWSSB to help cover the costs of staging the trials, provided such action is in accordance with Education Queensland procedures and protocol. This action must be approved PRIOR to a firm commitment being sought from potential sponsors as unapproved sponsors could jeopardise current sponsors. 4. TEAM SELECTION PROCEDURES 4.1. Student Eligibility To be eligible for selection in a West Akuna team a student must be enrolled at an affiliated school and be of a minimum age of 10 (exemption in Track and Field and Swimming) and of a maximum age of 12 in the year of competition. Students enrolled in Home Schooling programs may also participate provided they reside within the district boundaries and pay the associated affiliation fee Ages are to be calculated according to year of birth except where otherwise specified (Interschool sport) Primary school students turning 13 in the year of competition are to be nominated for trials/carnivals through their nearest Secondary School Centenary State High School Indooroopilly State High School Kenmore State High School Primary school students turning 13 in the year of competition are eligible to participate in West Akuna Year 6 or Open Interschool Sport competitions provided it is deemed safe to do so by The Committee. 12

13 To be eligible to compete at West Akuna/Met West trials/carnivals, parents/carers and students must have read and completed the following paperwork: Combined Consent/Medical Details Form (see Appendix D) Project Consent Form (see Appendix E) District Trial or Regional Trial Principal Approval Form (see Appendix F and G) Met West Codes of Behaviour Students, Parents & Spectators (see Appendix H) Students must hand a completed Combined Consent/Medical Details Form and Principal Approval Form to the Convenor, Coach/Manager of the District trials, on the day of and prior to commencement, to be eligible to participate Schools must provide the District Convenor, Coach/Manager with a completed Project Consent Summary Form (see appendix I) 1 week prior to the commencement of the district trial Schools must provide the District Convenor, Coach/Manager with a Project Consent Summary even if no nominated students have media restrictions For students who are selected in the West Akuna Team, District Convenors, Coaches/Managers shall retain a copy of their completed Combined Consent/Medical Details Form A new Regional Trial Principal Approval Form and Project Consent Form must be completed by the parent/carer for students to participate in the regional trial Criteria for Selection Students A student must participate at the District trials/carnival to be considered for selection in a West Akuna Team unless exempt (See Team Selection Procedures 4.3 Selection Policy Exemptions) The criteria for selection shall be the performance of the student at the District trials/carnival. Areas considered shall include: the age of the student, the level of skills exhibited by the student, the performance of the student as a member of a team, the attitude and behaviour of the student on and off the field of competition The selection committee s aim is to select the strongest possible West Akuna team, in keeping with the conditions outlined above In the event that there are insufficient numbers of students to conduct a West Akuna trial, with the approval of The Committee the trials will be conducted in conjunction with the West Taylor Bridge District. If there is still insufficient numbers of students to conduct trials, with the approval of MWSSB, students will be nominated straight through to the Met West Regional trials. 13

14 4.3. Selection Policy Exemptions A special exemption might be considered by The Committee for students who cannot compete at District trials/carnivals for reasons that include: representative commitments at a higher level (e.g. Regional, State or National) in the same sport at the same time, or representative commitments at a higher level (e.g. Regional, State or National) in a different sport at the same time. Medical exemption where the student has presented to the District Convenor prior to the commencement of the trial: o o o o a completed Absent Competitor Form Special Consideration Request (provided on request from the District Secretary) a medical certificate which identifies the injury or illness and anticipated recovery date; a record of achievement in that sport; and all trial documentation required as if attending the trial To be considered for selection, students unable to participate in trials/carnivals due to the abovementioned reasons shall provide the Convenors (Coaches/Managers) of the trial with a written application for selection which shall include sporting achievements to date one (1) week prior to the commencement of the trial/carnival Convenors (Coaches/Managers) reserve the right to negotiate a subsequent trial for students exempt for the abovementioned reasons To avoid delays in the announcement of District teams, Convenors (Coaches/Managers) shall ensure that negotiated trial dates are as close as possible to the original date/s outlined for the trials/carnival Student performances shall be rated as outlined in 4.2 Criteria for Selection Students, Athletes with a Disability (AWD) AWD are eligible to compete up to State Level in Cross-Country and National level in Swimming and Track and Field provided they meet the criteria for selection as outlined by MWSSB Conditions of Invitation Students shall be invited to join a West Akuna team, subject to the conditions laid down by The Committee Any member of a West Akuna team who fails to fulfil the financial obligations of selection prior to the specified due date, may have their Team Invitation withdrawn Failure to be available for the duration of the Regional event will potentially result in the Team Invitation being withdrawn. 14

15 4.6. Team Size The number of players and shadow players to be selected shall be determined by The Committee based on the requirements of the Regional/State sport specific committee regulations Conduct of District Trials - Selection Panel Where a selection panel is required, the District Convenor should appoint the panel, which must contain the appointed District Officials (Coach/Manager) and where possible an independent selector The Convenor and/or selection panel is responsible for setting out and advertising of the selection process The appointed District Officials shall be the chairperson/s of the selection panel In the event of the District Officials not being present, the trials Convenor shall nominate a chairperson from the District selectors The chairperson shall convene a meeting of selectors before the commencement of the trials Where possible selectors should be free of other responsibilities and be identified to the participants prior to commencement of the trials Each member of the selection committee shall be entitled to one vote Procedures The selectors shall meet on a regular basis to discuss the performances of the students At least one selector should be present at the trial at all times The selector/s should maintain a record of competition viewed Announcement The District team shall be announced at a time deemed appropriate by the Convenor. This may be at the conclusion of the trials or at a later date if he/she feels there needs to be more consultation Shadow players shall be selected, however, their announcement is at the discretion of the Team Officials Notification The Coach/Manager of each sport shall ensure that the names of students (and their schools) selected in the team are forwarded to the Secretary. The Secretary shall disseminate this information throughout the District All available information concerning the District team shall be provided by the Coach/Manager to students immediately upon selection or via the Secretary Further information shall be provided as soon as possible thereafter. 15

16 4.11. Preparation For the purpose of team preparation in any District team, a student can expect to be requested to attend training sessions in out-of-school hours, including evenings and possibly weekends Dress When travelling or assembling, teams shall be attired in the dress uniform (if available) stipulated by The Committee Student dress shall be the West Akuna Dress Shirt (if available). Students must also wear enclosed footwear Team Officials dress shall be the West Akuna Official s shirt (if available) Playing uniforms shall be developed and approved by The Committee Costs All costs, excluding TRS, associated with the operation of a District team shall, unless available from donation, sponsorship or fund-raising, be met by an equal levy on all student members of the team. 5. DISTRICT TEAMS 5.1. Travel to District and Regional events The most desirable form of travel for each District team shall be determined by The Committee in accordance with District Policy Behaviour Private transport is the preferred option for District and Regional events Officials all West Akuna team officials shall adhere to the Codes of Behaviour as set down in this Policy Handbook Students all members of West Akuna teams shall adhere to the Metropolitan West Code of Behaviour (see Appendix H) Where a Principal removes a student for reasons of misbehaviour from any team (school, or district), the action shall be supported by The Committee Parents/Spectators all Parents/Spectators shall adhere to the Metropolitan West Code of Behaviour (see Appendix H). In addition, whether travelling in association with a school sporting team or not, may not interfere in: the organisation of the team, the interpretation of teachers directions, and the decisions of team management on team selections, nominations, or participation of team members in events Such interference may cause the suspension of the child from further participation in the team and/or competition. 16

17 Any Breaches of the Codes of Behaviour will be thoroughly investigated by The Committee. Disciplinary action, if warranted, may come from The Committee, student s school, Education Queensland or the Police Service if breaches are incorporated under the Education (General Provisions) Act Student Custody It is the parent s responsibility to inform teachers of any custody restrictions pertaining to any child travelling with a West Akuna sporting team Playing Time West Akuna Convenors (Coaches/Managers) have the responsibility to ensure that all team members have fair and equitable opportunity Teacher Release The Committee shall forward a West Akuna Officials Appointment and TRS Approval Form (see Appendix J) to the school of the person who has been appointed as a district official. Once the form has been completed and returned to The Committee, T.R.S. will be paid on receiving a Tax Invoice from the school The TRS amount shall be equivalent to the duration of the Regional trials Convenors of Athletics, Cross Country and Swimming shall be entitled to a further half day of TRS. For organisational and planning purposes. 1. SAFETY 1.1. General Competition Procedures Interschool Sport Level Schools, Convenors, Coaches shall ensure that all safety procedures are adhered to throughout the interschool sport competition as set out in the (Education Queensland) Education Policy and Procedures Register (EPPR): Health and Safety HLS [Workplace Health and Safety Curriculum (Policy and Guidelines)] An (Education Queensland) Accident Report Form must be completed for any accidents. One copy goes to the Principal of the student s school and one copy to The Committee to keep on an Accident Register Convenors with safety concerns due to heat or wet weather shall contact the District Secretary before 8:00am Cancellation Policy The Secretary shall notify all affiliated schools on the day of interschool sport of a decision to cancel via by 8.00am Cancellation due to heat shall occur if temperatures are predicted to reach 34º or above. This decision shall be based on the Weather Bureau s predicted maximum temperature at 8.00am on the morning of interschool sport The Committee imposes a one sport all sports cancellation policy. 17

18 2. CONVENOR S ROLE 2.1. Convenors shall provide all affiliated schools in the West Akuna District with the opportunity to nominate teams for the District interschool sport competition Nomination forms and the relevant details shall be forwarded to schools via through the Secretary Convenors shall contact the appropriate sports associations to organise competition venues and referees where necessary with assistance from The Committee if required Convenors may organise outside sports associations to convene whole competitions, however, they must still remain the point of contact to the relevant stakeholders On receiving nominations, convenors shall develop and circulate a draw among participating schools at least one week prior to the commencement of the competition Where ever possible Convenors should avoid having byes in the draw. In the case that byes are unavoidable, the number of byes for each team should be equal or a system should be generated as not to disadvantage any teams in the draw (E.g. If a team has two byes and the rest only one, the week of that by each team should be awarded the same number of points regardless of a win lose or draw) 2.5. Convenors shall prepare and circulate the rules and safety aspects of the sport among participating schools Convenors shall monitor the interschool competition and coordinate and circulate results throughout the season On completion of the competition, convenors shall provide a brief report to the Chairperson. This report should include: results in the form of a competition ladder, the names of the premiership and runners up teams, and any other information the convenor deems relevant Convenors shall determine the number of pennants required for the premiership team and order these through the Chairperson Disputes unable to be resolved by the Convenor shall be referred to a Disputes Committee (see 3. CONDUCT OF DISTRICT TRIALS/CARNIVALS Disputes) 3. SCHOOL S ROLE 3.1. Schools shall provide adequate opportunities for students to participate in interschool sport competitions Schools shall ensure that all students have parental consent to participate in any interschool sport competition Schools shall ensure students have adequate equipment and facilities to participate in interschool sport Schools unable to provide sporting venues that fit within sport specific requirements may provide an alternative venue that has been deemed safe by Education Queensland Schools shall ensure that all students are aware of the Code of Behaviour that is expected while participating in interschool sport. 18

Schools shall organise and provide adequate transport for students to attend interschool sport competitions Private transport shall be approved forms of transport provided students have parental consent to travel in such a way and appropriate licence and insurance documents have been sighted Schools shall provide all interschool teams with a Coach/Manager that has a basic knowledge and interest in the sport they are coaching The Committee encourages teachers who coach/manage interschool sport teams to gain accreditations in these sports. 4. COACH S/MANAGER S ROLE 4.1. Coaches/Managers shall ensure that Interschool teams are coached in a manner that is consistent with the aims of The Committee (see GOVERNANCE STRUCTURE Section 2.
