1 RITCHIE COUNTY BOARD OF EDUCATION MINUTES OF REGULAR MEETING CREED COLLINS ELEMENTARY SCHOOL PENNSBORO, WV November 7, :00 p.m. The regular meeting of the Ritchie County Board of Education was called to order on November 7, 2016, at 6:00 p.m. by President Edward Cokeley. Other members present were Carolyn Bowie, Brian S. Walton, Torie Jackson and Betsy Wells. Also in attendance were Superintendent, Ora E. Coffman, III; Lori Wells, Director of Finance; David Weekley, Director of Support Services and Attendance; Deborah Bever, Director of Special Education, Federal Programs, and School Improvement; and April Haught, Director of Instructional Services and Personnel. PLEDGE TO THE FLAG The meeting opened with the Pledge of Allegiance. MINUTES The preliminary minutes of the regular meeting of October 24, 2016 were approved as written. SUPERINTENDENT S INFORMATION Mr. Coffman recognized Harrisville Elementary School second grade teachers, Jennifer Weekley and Connie Luff, and students for receiving the Lexia Award, which is a research-based reading program, in which the students progress at their own pace. There were four students present to share some information about Lexia. Joseph Olivario, RESA V Director, and Julie Hagen, Alternative Education RESA V, were in attendance to honor the Ritchie County Schools Adult Education program. Misty Dawson and Lori Kuffner were recognized for being awarded the WV Adult Program of the Year. Mrs. Kuffner was also recognized for being selected the WV ABE New Teacher of the Year. Mr. Coffman assisted in presenting certificates. Debbie White, Creed Collins Elementary School Principal, began by reviewing the seven school improvement correlates and discussing what programs CCES focuses on in each category. Mrs. White presented the Board with a handout of these programs and school strategic plan goals. Mrs. Furr had two students present a science erosion project to demonstrate the new standards based FOSS science hands on program. Mrs. Hilvers added to the CCES presentation by discussing PE s best practices like, Olympics, Turkey Trot, and No Mercy November. Mrs. White then recognized the current 6 th, 5 th and 4 th grade students who scored a 4, the highest ranking on the Smarter Balanced Summative Assessment last year and presented each one with a certificate. She introduced their LSIC members and had them stand to be recognized. She then announced upcoming events at CCES: Choir, Veterans Program, Chili Cook-Off, and the Christmas Program. Other Mr. Coffman introduced Mr. Flesher RCHS band director and had him report out to the BOE: band competitions, All-State band tryouts, and fundraising efforts for new uniforms. Mrs. Flesher announced that the Booster just received $3,000 grant for uniforms. Mr. Coffman then introduced Mr. Bryan Davis, PRO at RCMS/HS. Bryan informed the BOE that RCHS was visited today by Joe Manchin, United States Senator. Senator Manchin shared a message with the students

2 and left 1,000-- Drug Deactivation Packets with Officer Davis to distribute in Ritchie County. Superintendent Coffman then discussed the completion of fall sports. He commended the cross county program for continued success and for the three state qualifiers. He wished the Rebel Volleyball team good luck at the upcoming State Volleyball Tournament. Also, mentioned was the success of the middle school cross country boys and their LKC win. The Board was presented with handouts on the A-F School Accountability System. Information was shared through a power point presentation and the plan for releasing this information after the embargo date, November 10, 2016 was discussed. Superintendent Coffman explained the process in developing the New county Mission statement and presented the BOE a final copy. DELEGATIONS AND GUESTS PERSONNEL seconded by Mrs. Bowie, that the Board enter executive session to discuss personnel under WV Code 6-9A-4. Motion passed unanimously and the Board entered closed session at 7:32 p.m. and re-entered regular session at 7:47 p.m. Personal Leave seconded by Mrs. Jackson, that the Board approve the following personal leave request: Johnny Beck - requests days without pay, beginning November 29, 2016 (PM), pending required documentation Resignations/Retirement seconded by Mr. Walton, that the Board approve the following resignations/retirement: Jenna Gier Substitute Aide RCS, effective immediately Connie Luff Teacher last day Nov. 30, 2016 / retirement effective Dec. 1, 2016 Employment seconded by Mr. Walton, that the Board approve the following employment: Michele Jackson - English/Language Arts Teacher RCMS (assignment to RCMS delayed as per WV Code 18a-4-7a(m) ) Shana Gribble - Math Teacher RCMS (assignment to RCMS delayed as per WV Code 18a-4-7a(m) ) seconded by Mr. Walton, that the Board approve the following employment: Forrest Hogue - In-School Suspension Teacher, as needed RCMS/RCHS Todd Jackson - Assistant Girls Basketball Coach RCMS

3 William Mossor - Head Softball Coach RCMS, pending renewal of coaching certification Christopher Cress - Head Girls Track Coach RCMS, pending CIB fingerprint check Paula Hogue - Mentor for 6 th grade Multi Subject Teacher - RCMS Motion passed 4-1, with Mrs. Jackson abstaining. seconded by Mr. Walton, that the Board approve the following STARS Program employment: Mykayla Garrett - STARS 21 st Century After School Program Teacher SES Kiernan Cline - STARS 21 st Century After School Program Teacher SES Alisa Shepler - STARS 21 st Century After School Program Presenter RCS seconded by Mrs. Bowie, that the Board approve the following employment: Kathryn Herndon Substitute Teacher RCS, pending CIB fingerprint check Damian Morriston Substitute Teacher RCS, pending CIB fingerprint check and completion of certification process Mary Beth McDonald Substitute Teacher RCS, pending CIB fingerprint check and completion of certification process Michael Jones Substitute Custodian III/Groundsman/General Maintenance RCS Edward Shepler Substitute Custodian III/Groundsman/General Maintenance RCS, pending CIB fingerprint check Leanndra Parsons -- Assistant Girls Basketball Coach RCHS pending completion of coaching certification process Motion passed unanimously Vacancies seconded by Mr. Walton, that the Board approve the following vacancies: Long Term Substitute for Math Teacher RCMS, for the remainder of the school year Long Term Substitute for English/Language Arts Teacher RCMS, for the remainder of the school year Elementary Teacher -HES Substitute Cooks RCS Substitute Custodion III/Groundsman/General Maintenance RCS Substitute Aides - RCS Extend: Assistant Girls Track Coach RCMS Extend: Assistant Softball Coach RCMS Extend: Drama/Forensics Coordinator RCMS FINANCE AND ADMINISTRATION Payroll Deductions/Bills FY2017 seconded by Mrs. Wells, that payroll deductions/bills be approved in the amount of $192, Motion passed 4-1 with Mrs. Jackson abstaining. Budget Revision Request

4 Upon presentation by Mrs. Lori Wells and upon recommendation of the superintendent, Mrs. Wells moved, seconded by Mrs. Jackson, that the Board approve supplements totaling $39,496. Finance Reports Mrs. Lori Wells presented the Board with the October finance report. No action needed. School Fundraisers seconded by Mr. Walton, that the Board approve the following school fundraisers: CCES 5 th Grade Variety Bingo, Dec. 3, 2016 to raise funds for 5 th grade Washington DC trip, pending verification of bingo license. Projected profit $1,500 Harrisville Elementary School PE Class - Sell Speed Stack Cups, Nov. 7 Dec. 23, 2016 to raise funds to buy Speed Stack Cups for gym class. Projected profit unknown Ritchie County Middle School National Junior Honor Society Sale of homemade stake snowmen, Nov. 28 Dec. 23 rd to raise funds to help with community service projects and school activities. Projected profit $350 SUPPORT SERVICES AND ATTENDANCE Maintenance Issues Mr. Weekley stated that they are continuing to work on maintenance orders. Other Mr. Weekley reported that the Board had received in their packets the second month enrollment report. SPECIAL EDUCATION AND FEDERAL PROGRAMS Mrs. Bever reported that the Bil Lepp Author presentation went very well, Nov INSTRUCTIONAL SERVICES Calendar Update Mrs. Haught reminded the Board of the 2-hour early dismissal scheduled for students on Nov. 18, She also reviewed days off in November (8 Election, 11 Veterans Day, Thanksgiving) and December (23, 26-31) and January 3 will be a 2 hour delay. REQUESTS Transportation seconded by Mr. Walton, that the Board approve the following transportation request: April 23-25, 2017, Ellenboro Elementary School 5 th Grade, Washington, DC - Diane Hadley, chartered bus/extra curricular Volunteers Upon recommendation of the superintendent, Mr. Walton moved, seconded by Mrs. Wells, that the Board approve the following volunteers:

Cox and John Peters to assist with the Wrestling Team RCMS/RCHS Other (Special Transportation) Upon recommendation of the superintendent, Mr. Walton moved, seconded by Mrs. Jackson that the Board approve the following special transportation requests: Michelle Stump and Michael McCullough request permission to ride the Ritchie County School bus number to and from GED classes in Harrisville, providing space is available and behavior is appropriate POLICIES Motion passed unanimous. MISCELLANEOUS/COMMUNICATIONS BOARD MEMBER COMMENTS Mrs. Wells thanked Mrs. White. She said she loved the student presentations and learning what they are doing in PE. She also loved the Veterans luncheon and said it was a great way to honor them. Mrs. Bowie discussed some changes that will be coming through WVSSAC and will be announced in January. She shared one example that new limits be in place on the number of pitches per pitcher for HS baseball. She also stated that she loves watching the students doing presentations. Mr. Cokeley thanked Mrs. White for having us. Mrs. Jackson shared that she attended a session held by Howard Seufer at the BOE training. One topic of interest was transgender. Mr. Walton thanks Mrs. White for always putting on a good show. Mr. Coffman thanked Mrs. White for having the BOE as their guest. He said he would let them know if there was a need for a special meeting. Mr. Coffman added that he had attended Rebel Volleyball, and again wished them luck at the State Tournament, Friday. NEXT MEETING DATE The next regularly scheduled meeting will be Monday, December 12, 2016, at 6:00 p.m., at Ritchie County Middle School / Ritchie County High School ADJOURNMENT At 8:11 p.m. Mr. Cokeley declared the meeting adjourned.
