2 How NDHSAA Football Plans Work Developed and Implemented Every Two Years Plans are developed in odd years and implemented the next odd year. Each plan uses schools 7 th -10 th Grade Male Enrollment Plans have always had a set number of teams per class and worked top down Deadlines for cooperative agreements and opt-ups are in the fall of even years This year s deadline to request an opt-up is September 30 th

8 One More Small Wrinkle of the 2017/18 Plan ME 100% %FRL 2 New to the 2017/18 Plan, the NDHSAA is placing schools based on an adjusted enrollment number calculated using the percentage of students in the district utilizing free and reduced lunch. Simplified: The adjusted enrollment is determined by subtracting the number of students corresponding to half the percentage of students on free and reduced lunch from the male enrollment. Example: A school s male enrollment (ME) is 100 and 20% of the district is utilizing free and reduced lunch: That school s adjusted enrollment (AE) is 90 Boys = AE

11 Current Participation Information As participation numbers in school athletics have been trending upward, the rise does not necessarily equal the rate of growing enrollments. Nation wide, participation percentages show a small but steady decline. From 1991 to 2013, the percentage of 8 th Grade students who participated in at least one high school sponsored sport declined from 70% to 64% 2013 Tenth Grade Percentage was 61% Twelfth Grade Percentage was 58% Source: Center for Disease Control and Prevention: High School Youth Risk Behavior Survey Data Grade FB Part.
