2 Brian Bubach joined NDHSAA on July 1st as the Fine Arts Assistant to the Exec. Sec. Brian is a graduate of Litchville High School and received his Bachelor s degree in music education from Valley City State in In 2003, Brian received his Master s degree in Educational Leadership from NDSU. Brian has been the band director at Maddock since Starting in 2003, he served in a combined role of Secondary Principal/Band and since 2005, Superintendent/Band. Brian has been a member of NDASA, NDCEL, and in 2008 served as a non-renewal field rep. for NDSBA. He has and continues to remain active in alumni music activities at VCSU. Brian and his wife Genelle have been married for 3 years. Genelle teaches Spanish at Kindred High School. 2 September BULLETIN 2008 Farmers Union Insurance Named NDHSAA Premier Partner At the August 28th Board of Directors meeting in Valley City, Farmers Union Insurance was named as the Association s new Premier Partner. 3 Steve Swiontek Superintendent Devils Lake Public Schools Steve Swiontek graduated from Mayville State University in 1979 and received his Master s Degree from Northern State University of Aberdeen, South Dakota in He is presently in the UND ABD doctorate program. In , Swiontek taught science and coached basketball at Adams High School. From 1980 to 1085 he was a science teacher, track coach and assistant football coach at Kenmare. He was the principal and athletic director at Red Lake Falls, Minnesota in and accepted the position of principal at Devils Lake Public School system in He became the Superintendent of the Devils Lake Public School system in 2001, a position he currently holds. Steve is a member of the NDCEL, NDASA, AASA, Rotary, KC s, NDOA, on the NDASA Board and is presently President of the Lake Region Special Education Board. Swiontek has been very involved in activities as a football official for 21 years, a basketball official for 11 years, and a Region 4 track starter for 15 years. He was honored in 2000 as the North Dakota Speech and Theatre Association s Administrator of the Year. Steve and Susan, a middle school English teacher, have two children: Connor is a sophomore at DLHS, and Frank is in the U.S. Navy. Rick Jacobson Superintendent Wyndmere HS Rick Jacobson is a 1976 graduate of Devils Lake Public Schools. He graduated from Moorhead State University in 1981 with a Bachelor of Science degrees in Physical Education and Business Education. In 1988, Rick received his Master s degree in Educational Administration from UND. Rick began his teaching career at Beach Public Schools in While at Beach, he taught 7-12 physical education and business education and served as head girls basketball coach for two years and head girls and boys track coach for seven years. In addition, Rick also served as junior high girls basketball and C squad boys basketball coach. In 1988, Rick started his administrative career by accepting the High School Principal/Athletic Director position for the Edmore Public Schools. While in Edmore, Rick also served as head boys basketball coach for two years and head girls basketball coach for six years. In 1996, after eight years at Edmore, Rick accepted the Superintendent/Business Manager position in Wyndmere and continued to coach girls basketball. Rick is a member of the National Association of School Administrators, North Dakota Association of School Administrators, and the North Dakota Council of Educational Leaders. He has also served on the NDASA board as the southeast representative for two years. Rick has served as District 1 chairperson for nine years and is presently serving as president of the South Valley Multi-District Special Education Unit. Rick and his wife Deb have been married for 27 years and have two grown children. 3 September BULLETIN 2008 Four Board Members Join NDHSAA Clarke Ranum Superintendent United Public School District Clarke Ranum is presently in his seventh year serving as superintendent of United Public School District #7 (Des Lacs and Burlington). Prior to coming to Des Lacs, Clarke was superintendent at Scranton, ND and Webster, SD. Clarke has taught in Bowman and Mohall, and he has been principal in Newcastle, NE, and Ellendale, ND. Clarke s wife Betty works for the Minot Public Schools, and they have three sons and one daughter-in-law. Josh (Carrie) is a medical doctor in Grand Forks; Steve is attending law school at Creighton in Omaha, NE; and Tim is a sophomore at Jamestown College. Pete Moe, CAA Activities Director Washburn HS Pete Moe is a native of northeastern Minnesota. He graduated from the University of Minnesota Duluth in 1976 with degrees in physical education and political science. That fall he began his teaching career in Lancaster, MN where he also served as head football and head boys basketball coach. In 1978 he accepted a position in Washburn, ND where he has remained ever since. In Washburn he teaches social studies, physical education, and driver s education. He also serves the district as its activities director and head football coach. During his career in Washburn he has also served as head girls basketball coach, assistant boys basketball coach, head boys and girls track coach, assistant boys track coach and has coached American Legion baseball in the summer. Pete has been an active member in the North Dakota Interscholastic Athletic Administrators Association for several years. He has served two terms as the SW B representative on the NDIAAA board of directors and was the association s president in He passed the NIAAA s certified athletic administrators exam in 2003 and is currently finishing work to become a certified master athletic administrator by the NIAAA. He enjoys managing district and regional tournaments and for the past eight years has served the state football coaches as the all state selection committee chairman for the division Washburn has participated in. Pete is married to his wife Barb. They have two adult children: Erik, who works for Kadramas, Lee and Jackson in Bismarck and Kristin who teaches for West River Head Start in Hazen, ND.

4 Distinguished Students Stephanie Barnhart, Kenmare High School, has been selected as the North Dakota High School Activities Association/US BANK Distinguished Student through interviews held in Valley City on the morning of Friday, May 9th. John Kenney of Shanley High School (Fargo) was chosen as the first runner-up. Other selected finalists include: Katie Dressler, Richardton-Taylor; Tyler Swenson, Dickinson; Nicole Woinarowicz, Grafton and Evan Eide, Mayville-Portland CG. Stephanie Barnhart received a $2000 scholarship, John Kenney a $1000 scholarship, and the other four finalists each received a $500 scholarship. NDHSAA is proud to have US BANK as a partner in this program as they provide the $5000 for scholarships awarded the six finalists. These students were chosen because they are in many school activities, and have been positive role models and peer motivators. These students are the first to admit they may not be the best at any one activity, but have high self esteem and are willing to share their gifts by tutoring, leading or by just rolling up their sleeves and helping get things done! Finalists were the top six of fifty-four juniors statewide that were nominated by their schools in March. All six Distinguished Students received an all-expense paid trip to Indianapolis to attend the 2008 National Federation Student Leadership Conference at the Indianapolis Hilton in July. Finalists will also be student ambassadors for the NDHSAA through this school year. They will be invited to help present awards at various events as well as lead the Parade of Champions held in March of each year. Distinguished Students promote High School Activities Week and the values of high school activities participation. Stephanie Barnhart, Kenmare High School Stephanie is a leader at Kenmare High School. She has participated in volleyball, golf, basketball, and track. In addition to athletics, she has been a member of the band, choir, speech, drama, FFA, FBLA, and Academic Olympic teams for her school. Stephanie is also active in her community where she volunteers at Bible School, piano playing at Church and Baptist Home, and co-chairs a senior citizen community service project. At the state level, Stephanie is a member of the ND Farmers Union Senior Youth Advisory Council. Stephanie states, Aside from the leadership, communication, teamwork, delegation, and speaking skills I have gained from interscholastic activities, my favorite and most valuable benefit is time management I have learned that finding the time to give my full effort to each one of these roles is not possible if I do not consciously manage my time. John Kenney, Shanley High School John has been a State Champion in Varsity Policy Debate, Presiding Officer at State Student Congress, and earned Degrees of Distinction from the National Forensic League. As well as these awarded activities, he participates in choir, track, and is team captain for the soccer team. John is an area contributor in the FM Chamber of Commerce Youth Leadership Program, volunteers at Churches United for the Homeless, and has helped various church fundraising events. Writing about his numerous activities, John comments, My growth was fostered by those around me, with every member of the team pulling for and supporting the other. This is perhaps the greatest asset participation in NDHSAA activities presents: Camaraderie. 4 September BULLETIN 2008 Distinguished Students Continued on Page 5

5 Distinguished Students (Continued) Katie Dressler, Richardton-Taylor High School Katie is an active contributor in volleyball and rodeo. She also participates in student congress, vocal music, and is a member of the National Honor Society. Katie additionally volunteers for Dickinson Elder Care, teaches Sunday School, participates in music ministry, and has logged 100+ hours volunteering for the United Way of Dickinson. Katie articulates, Interscholastic activities have taught me that working together with others for one common goal has many rewards and benefits. Without a doubt, engaging in various interscholastic activities has helped me gain confidence, and more importantly become a better person. Evan Eide, May-Port CG High School Evan plays football, basketball, and track for his high school. In addition to athletics, he also has participated in band, choir, FBLA, and speech. Evan traveled to New Orleans in 2007 to build shelters and his group worked with Habitat for Humanity to gather resources from old buildings. He also volunteers at Vacation Bible School. Evan says, It is now my dream to be a coach at some time in my life, and influence other peoples lives in the same way that a number of supportive individuals changed mine. Tyler Swenson, Dickinson High School Tyler participates in Science Olympiad, Knowledge Masters Open, Acalympics, Science Bowl, Minot State Math Track Meet, and Science Fair. As well as these activities, he is active in cross county, hockey, and track. Tyler is a seasonal volunteer at St. Joseph s Hospital and Health Center. He also volunteers for his school s Gifted and Talented program with individuals and groups of students. Tyler states, I cannot think of an activity that does not involve teamwork, and being part of a team is an integral part of today s shrinking world. I don t view sports and other activities as a refuge from intense academic preparation; rather I see them as a great tool to help myself and others have a great time while teaching ourselves important lessons that cannot be learned elsewhere. Nicole Woinarowicz, Grafton High School Nicole is active in track and cross country. In addition to these sports, she is a member of FCCLA, Key Club, and National Honor Society. Nicole delivers Meals on Wheels and volunteers at Grafton s local retirement facility. She is an active member of her church and also works collections for UNICEF. Nicole says of herself, All the activities that I am involved in have helped to shape my personality and the person that I have become throughout the thirteen years I have been involved in sports and various activities. They are a part of my life and I do not know what I would do without them. 5 September BULLETIN 2008

6 NDHSAA Website Login Information The NDHSAA website received a new look beginning July 1st. After surveying superintendents, principals, activities directors, coaches, parents, students, and other people interested in high school activities in North Dakota concerning what should be included in the new design, we re-designed the website in order to better serve our member schools. Our website includes a public side and a password protected side. The password protected portion of our website is referred to as MVP. All administrators attending the administrative summer meetings received MVP training in August. All coaches and advisors must create an MVP account in order to input their rosters, pictures, cutlines, schedules, tournament entrants and results. To create an MVP account, go to our website and locate the MVP login section on the left side of the page. Click on the Create an Account link. You must enter your account information, and then request a role at your school. To request a role, select your role (coach, activity advisor/coach, staff, etc.), highlight the school you are affiliated with, choose your sport or activity and Click the Select Role button. Repeat the role selection process until you have requested all of your roles in your school. Then click the blue Request Role button below your request. After submission, the main user at your school will approve your role and you will be able to enter information concerning your sport or activity. Any comments, questions or concerns regarding our website, please contact Brenda Schell at the NDHSAA office. Coach and Official Mandatory Online Testing Officials and head coaches of baseball, basketball, football, gymnastics, hockey, soccer, softball (tba), swimming, volleyball, and wrestling must take an open book test in the sport(s) in which s/he is a head coach or official. This test will be available online only and must be submitted within the testing window. The test will be available through the NDHSAA website and MVP login. The test taker may revisit the test site numerous times before submitting her/his test; however, once submitted, no changes may be made. The test results will be available immediately upon submission of the test online. The test windows are as follows: August 26 September Football, Soccer, Swimming, & Volleyball November 3 November 10 Gymnastics & Hockey December 1 December 8 Basketball & Wrestling March 30 April 6 Baseball, Softball (tba) Yearbooks Online The Official NDHSAA 2008 Yearbook will be posted on the NDHSAA website. NDOA Board Meetings The North Dakota Officials Association holds two meetings annually at the NDHSAA office in Valley City. This year those meetings will be September 14, 2008 and February 15, Please Dave.Carlsrud@sendit.nodak.edu with possible agenda items. Co-op Application Deadline Reminder To emphasize the importance of avoiding late athletic cooperative sponsorship requests the Board has placed a $500 late fee on any co-op application involving schools with existing athletic programs submitted after the last day of state competition for each activity (except football). This deadline ends with the last day of the state tournament in that sport/activity or September 15th of the preceding year for football. Part Two, Article II, Section XI, p.8. Co-op Application Renewal Policy The co-op renewal policy reads, Following the initial three years of an approved cooperative agreement, it will remain in force until dissolved. To dissolve a coop after the initial three-year period, a school in said coop must submit a written dissolution request to the NDHSAA Board of Directors for approval. To be considered, the request must be made in a timely manner. Part Two, Article II, Section XI, p.8. 6 September BULLETIN 2008

7 Tennis Regulation Changes Three recommendations were presented to and approved by the Athletic Review Committee and the NDHSAA Board of Directors in June Complete tennis regulations may be found on the NDHSAA website under the Athletics tab and the Boys or Girls Tennis sub menus. The new recommendations are as follows: New Recommendations for 2008/09 Boys & Girls Tennis Seasons: Move team competition for the regional tournaments from all day Thursday (2 matches) and Friday morning (championship and state-qualifying matches) to all team matches played all day Thursday. Allow practice on host city courts prior to 1st coaches meeting at state competition. Present team roster at 1st coaches meeting to all teams at state competition. Boys Regional and State Tennis Tournaments Boys regional tennis tournaments will be held on September 25, 26, 27, The east region tournament will be held in Grand Forks with Todd Olson as manager and the west region tournament will be held in Minot with Pat McNally serving as manager. The 2008 boys state tennis tournament will be held in Bismarck on October 2, 3, 4, 2008 with Jim Haussler serving as the tournament manager. More tournament information may be found on the NDHSAA website. Cross Country Regulation 2008 Regulations as approved by the NDHSAA Board of Directors: Cross-Country: 1. The beginning date of the season is set by the Board. 2. The date for the first allowable meet is set by the Board. 3. There shall be at least 9 daily practice sessions prior to the first meet. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 4. The season ends with the State Cross Country Meet meter run for boys; 4000 meter run for girls. 6. Each individual participant is limited to competing in two cross country meets per calendar week. 7. Cross country participants cannot compete on two consecutive days. 8. 7th, 8th and 9th grade students involved in cross country may compete at either the junior high or senior high level the entire season but may not compete in more than two meets per week. 9. Through the use of the adjusted score procedure, those schools who enter or compete with fewer than 5 on a team will still post a team score. If fewer than five members of a team finish a race, the score of the remaining slots up to five will be a score of one more (plus two more, etc.) than the field that finishes. Schools with more than five members finishing the race shall have their five highest finishers scores count toward the team championship. Ties in team scoring shall be resolved by comparing the sixth runner s score from each team. 10. Uniform rules as set by the National Federation shall be enforced. 11. Use of golf carts, bicycles and other means of transportation at the course shall be limited to officials and workers of the State Meet. 12. Require a stagger in the start lanes if vacant lanes are present. 13. Recommend two-meter wide starting positions Junior High Regulations 1. Season may begin no earlier than first allowable day for high school season. 2. No more than two meets per week permitted. 3. There shall be at least 9 daily practice sessions prior to the first meet. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 4. Length of the course meters. 5. Season ends the same time as the high school season. 6. 7th, 8th and 9th grade students involved in cross country may compete at either the junior high or senior high level the entire season, but cannot compete in more than two meets per week. 7 September BULLETIN 2008

Agenda items will include but not be limited to the approval of the October 2007 and January 2008 minutes and Nominating Committee Reports. The terms for two Board positions will expire in Mickey Jordan, who represented the NDASSP, retired and resigned from the Board one year early. Kim Knodle, Valley City High School Principal was appointed by the NDHSAA Board of Directors to complete the last year of that four year term. NDASSP will be called upon to nominate two individuals for the next four year term. Royal Lyson represents Class B Schools in the Southwest and is completing his final year. A nominating committee representing the Southwest School Administrators will be called upon to nominate two individuals to be voted on to serve a four year term. Wayne Stanley, Superintendent at Stanley Public Schools, represented the Class B Schools in the Northwest until his resignation from the NDHSAA Board of Directors. 12 Speech and Theatre Convention September The Speech and Theatre Convention sponsored by CSTAND (Communication, Speech, and Theatre Association of North Dakota) will hold their annual convention starting the evening of September 11. The convention will be held at the Seven Seas Inn and Convention Center in Mandan. Attendees are encouraged to call (701) to reserve a room under the CSTAND Convention rate ($50/single, $55/double). Debate Topic Selection The National Federation Policy Debate Topic Selection Conference was held in Austin August 1-3. Representatives from 27states, National Forensic League, National Catholic Forensic League, and National Debate Coaches participated in the process. Representatives worked through the wording of 8 possible resolutions and narrowed the pool to 5 for a national vote. The topics listed below will be narrowed to 3 in an October vote with the final topic being selected in December. 15 Promote High School Activities Week High School Activities Week will be October 12th-18th. NDHSAA will promote Activities Week: 1. Distinguished Student, Stephanie Barnhart, a Kenmare High School senior, is the 2008 Activities Week Chairperson. 2. Stephanie and NDHSAA, in cooperation with KOVC Radio of Valley City have produced Public Service Announcements. These announcements are on our website and will be aired on radio stations in late September and early October. They may be used by your school at any time. 3. NFHS has declared October 12th-18th as National High School Activities Week and will emphasize the days as follows: October 12-National Be a Sport Day October 13-National Fine Arts Activities Day October 14-National Officials Day October 15-National Youth Health Awareness Day October 16-National Coaches Day October 17-National Fan Appreciation Day October 18-National Community Service/Participation Day 4. Editorials written by the 6 NDHSAA Distinguished Students advocating the importance of activities in relationship to education will be ed to all weekly and daily newspaper editors by October Free PSA s will appear on NBC North Dakota Sports Network television stations in accordance with their State Tournament contract with NDHSAA. Promotion Ideas for Schools: 1. Send Public Service Announcements to local newspapers and radio/tv stations. 2. Place Activities Week promotion on school web site. 3. Name student committees and have them organize promotions for each of the days. They may want to honor athletic coaches and coaches/directors of fine arts groups other times during the fall. 4. Request churches to recognize students in activities. 5. Ask the booster club to promote the importance of activities and invite public officials to publicly promote the value of school activities. 6. Ask former stars in athletics and fine arts to publicly promote the value of activities. Administrators, activities directors and coaches should remind their students of the following 2008/09 dates so that they may avoid conflicts. 16 2008 Football General Regulations 1. The season is determined by the NDHSAA Board of Directors 2. High school teams may schedule 9 games and one pre-season scrimmage. 3. JrHi school teams may schedule 8 games and one pre-season scrimmage 4. Nine daily practices (counting only one per day) are required for teams and individuals prior to the first interscholastic competition. The first three days for each individual are for conditioning and while shoulder pads and helmets can be worn, there shall be no inter-player contact. 5. No more than 2 games may be played by a team in any seven day period or more than 8 quarters(high school) 6 quarters (JrHi school) by an individual (The penalty for violation is; forfeit the game in which the violation occurred and the student who violated must sit out the next scheduled day/night of competition) 6. Overtimes are to be played at the varsity level only. 7. Officials registered by the NDHSAA are required for high school games. High school juniors and seniors who are registered can officiate high school games below the JV level with a registered adult (for JrHi, it is recommended that the adult be a registered official). 8. No games may be played after the state finals. 9. The NDHSAA will select dates, times and sites (normally the home field of the higher seeded team) for all play-off games. When non-school facilities are used, the maximum fee to be paid by the NDHSAA is $ The higher seeded team will be designated as the home team. When like seeds play, the odd number region will be designated as the home team in odd number years and vice versa. (When like seeds and regions play as per a 11/21/06 coin-flip, the bottom line is home.) 11. A team that forfeits a game for reasons other than acts of God will be ineligible for play-offs. A team receiving a forfeit will receive a 17-point maximum in tie-breaking situations. 12. The NDHSAA will select all officials and assign jersey colors for play-off games. 13. For play-offs, eleven-man teams may dress a maximum of 50 players and nine-man teams may dress a maximum of 40 players. Only 50/40 can wear team jerseys 14. There will be no scheduled practices the day before the Dakota Bowl unless it is a non-school day for all schools involved. When allowed, all arrangements for said practices are the responsibility of the individual schools. (NDHSAA Board 8/11/2000) 15. The NDHSAA will provide suitable team awards for first, second and teams defeated in semifinals. 16. Individual participation awards will be provided for all quarterfinal and defeated semifinal teams with champions and runners-up receiving plaques (A max. of 41 per 9-man team, the schools will be billed for 7 and 51 per 11-man team, each school will be billed for 10). A container with all the awards will be given to the coach who shall organize team personnel for recognition of each and remind players that their game jerseys need to be worn for said recognition. 17. Teams will furnish their own game balls unless the coaches agree to use the same ball. 18. Headphones may be used during play-offs if provided for both teams. 19. The football running time provision in rule will be implemented as follows: After the first half, whenever the point differential reaches 30 or more, the clock will continue running when... A. The ball goes out of bounds. B. A forward pass is incomplete. C. After a touchdown and during the try (unless it reduces the lead to less than 30 points). The clock will be stopped on all other situations as specified in rule Review official s timeouts Note: The use of this rule does not preclude rule 3-1-3, which reads: A period or periods may be shortened in any emergency by agreement by opposing coaches and the referee. By mutual agreement of the opposing coaches and the referee, any remaining period may be shortened at any time or the game terminated. PLAY-OFFS Passes: No season passes are honored for the play-offs. Up to 52 passes may be issued for 9-man teams and up to 64 for 11-man teams may be issued. These passes are for players, cheerleaders, statisticians, student managers, trainers, etc. If a school requests extra passes, such request will be granted and the cost of an adult season ticket for each pass will be deducted from the school s team payment. A maximum of eight complimentary game passes shall be afforded each participating team in the pre-quarter through semi-final rounds The NDHSAA gold metal pass is the only other pass honored Play-off Qualifying: 9-Man: 16 September BULLETIN 2008 Football Regulations Continued on Page 17

Tournament Expense Allowance: Team payments will be made at the end of each fiscal year using the approved formula found on the NDHSAA home page, Team Payment Plan. 9-MAN: (Maximum 27 Players & 3 Coaches) 11-MAN: (Maximum 33 Players & 5 Coaches) Optional Tiebreaker: Step 1. Among tied teams, the region record (*head-to-head competitions) determines placement. *Head-to-head competitions are defined as an overall collective record among tied teams. Step 2. If a tie still exists: (A). The team with the highest point differential (17-point per game maximum) among those tied teams is first. Remove the first place team from the group. (B). Repeat Step 2A until the region record between the remaining tied teams can be used. CASE I: A five-team tie. Step 1, compare the point differentials among teams A, B, C, D and E. Team A has the highest point total. RULING: Team A is first. Then, the region record among the remaining tied teams, B is 2-1, C is 2-1, D is 1-2 and E is 1-2. In this case B & C are 2nd & 3rd as determined by region record with B. CASE II: When teams A, B, and C are tied: (a) Team B defeated C and A. RULING: Step 1 would determine B to be first and the region game between C and A would determine 2nd and 3rd. (b) If A defeated B, B defeated C and C defeated A. RULING: Step 2-A would be used to find the top team and step 2-B, the region game between the other two would determine 2nd and 3rd. Step 3 If a tie in point differential exists after Step 2, the names of tied teams will be placed in a hat and drawn 1st, 2nd, etc. until steps 1 and 2 can be used among remaining tied teams. Head-to-head competition shall be used whenever possible. RECOMMENDED VIDEO EXCHANGE: Teams involved in the first round are encouraged to exchange videos of the two previous games or suitable substitutes as determined by the coaches involved. Home teams involved in play-off games should video the games and distribute copies to the visiting team and to the opponent of the winning team for the next play-off game.
