1 The Board of Directors of Central Lee Community School District met in regular session on Monday, June 11th, 2018 with Mark Hulsebus, Bill Young, Brock Westfall, Brenda Mansheim and Tony Sciumbato present. The meeting was called to order at 7:08 p.m. Motion was made by Mansheim to approve the agenda, seconded Westfall, motion The board recognized the following retirees: Judy Hohl, Angie Peterson, Vicky Newton and Bus Mechanic Mike Doyle. The board took a refreshment break from 7:12 p.m. to 7:30 p.m. Athletic Director Jerry Ireland gave a 7 12 Athletics presentation to the board. Mr. Ireland reviewed the number of participants in each sport. Superintendent Crozier What is the appropriate number for two coaches for cross country? Mr. Ireland The numbers are there now. Superintendent Crozier You would have a junior high and a high school coach? Mr. Ireland Yes. Mr. Ireland then reviewed the team accomplishments in all sports, as well as the Co-op programs: Wrestling with Ft. Madison, bowling with Keokuk, swimming with Burlington, and girls soccer with Keokuk. He reviewed the coaching vacancies with the board. Mansheim Do you have a coach for girls soccer? Mr. Ireland Right now, possibly Miss Royer. Mr. Ireland stated, We re in the process of preparing a shot put area in memory of Al Sonnenberg, as well as a Sports Boosters memorial wall for donators. Hulsebus What are our plans to have all of our coaches and volunteer coaches, complete some leadership development work? Ireland: We have to get the good conduct policy in order, and see if it needs to be changed. I need to get a mission statement for athletics. The objectives and goals for each level and get that out to everybody. When I evaluate them, I encourage the coach to attend at least one workshop. Hulsebus Does this fit with The Leader in Me? Superintendent Crozier We can have an abbreviated version? Hulsebus What are we doing to provide some of those opportunities for coaches? Mr. Ireland I need to get a projector up in my room. Superintendent Crozier The good conduct policy meeting will take place this month. Mansheim Can we do anything about the language used by a coach? Superintendent Crozier Mr. Ireland handles it right away. Hulsebus We have a great opportunity with the leadership. Hulsebus We re making a great level of progress. Superintendent s Report: a) Teacher of the Year Geoff Overton; b) Employees of the Year Tina Cale, Bob Conlee, Amy Fogarty; c) Reviewed Staff Awards & Recognitions d) Beginning of the Year Picnic - 8/20/2018 at noon for staff only; e) SCC Concurrent Enrollment Update: He reported that the increase is about 5%, and that the agreement is for one year.

2 PAGE TWO f) Summer Projects Update: He shared pictures of the new press box, addition to the elementary parking lot, and the beginning stages of the new bus barn. A new turn lane was added to the front entrance. g) Finance Update: He asked the board to review the 2018 Legislative Summary. h) Community Survey Report: He stated that the board would take time at the next meeting to discuss the results. Mansheim Can you tie the 20% to a building? Superintendent Crozier No, but I could get it. The administrative team will be reviewing the results this summer. Sciumbato How was this delivered, by text to every family? Superintendent Crozier i) Vacancies were reported: Quiz Bowl Sponsor High School Assistant Volleyball Coach ( season only) High School Assistant Football Coach High School Assistant JV Volleyball Coach Motion by Westfall to approve the consent agenda items, seconded by Sciumbato, motion Motion by Mansheim to give the Superintendent and Board Secretary authority to pay bills as allowed by the balance of budget with prepaid listing at July board meeting, seconded by Westfall, motion Motion by Young to set school fees for as follows: Book Rent: Elementary - $50.00, M/S - $55.00, HS - $60.00 High School Band: $15.00/maximum, $25.00 per family Senior Graduation Fee: $10.00 Middle School Band: $10.00; Seconded by Mansheim, motion Superintendent Crozier stated that the additional $10.00 will flow into the annual textbook purchases and replacements, and the other part will flow into the computer repair. Hulsebus Why can t we charge the $40.00 computer fee? Superintendent Crozier If you buy something out of the sales tax fund, you can t charge the fee. Superintendent Crozier made a recommendation to the board to increase the meal prices for by five cents for both student lunch at the high school and elementary buildings, and increase adult lunches by ten cents. Motion by Mansheim to increase the student hot lunch, as well as adult lunches as presented for the FY , seconded by Westfall, motion Superintendent Crozier We re receiving approximately $127, from the state to narrow the transportation gap. The funding was intended to provide funds for districts with high transportation costs. We don t use this one-time funding on staff. How can

3 PAGE THREE we use these funds to improve our schools? Southern Regional Education Board (SREB) conducts three, two-day coaching visits to support teachers and leaders in each school in using the Curriculum and Instructional Review findings to begin improvement. They talk with staff, parents and administration. The results give you strengths and weaknesses. The Orientation Workshop cost is $1,800.00, the Curriculum and Instructional Review is $15,000.00, and the Year 1 Follow-Up Leadership Coaching to Ensure Implementation of the HSTW Improvement Process is $7, They conduct a combined Orientation Workshop for both the middle and high school to familiarize themselves. They provide the district with a report. They provide coaching support, which would cost $2,550.00; SREB Administrative costs $2,265.00, for a total of $24, This is for Year One Implementation. Sciumbato What can we use this money for? Superintendent Crozier Use towards instructional opportunities. Sciumbato We talked about solar. Superintendent Crozier explained reviewed the Alliant Energy savings. Hulsebus We could fund the project through the cash flow. Mansheim People we re raving about the Southern Regional Education Board. The Leader in Me was only an elementary program, which now expands to the K-12 program. This is designed to teach 21st century leadership and life skills to students while creating the idea that every child can be a leader. We re making sure that we have some sort of self-improvement for all staff. Implements 27 highly effective practices in nine categories. Full implementation will take three years. The 7 Habits of Highly Effective People for staff, coaches current teachers to adhere to their leadership principles and education. We have a four-course sequence: College Readiness, Career Readiness, Leadership and Life Readiness. This would be implemented in , due to training of staff in We would be focusing on adults first. The two-day training has to be held back to back. The K-12 pricing is Year one: $27,500.00; Year two: $12,500.00, and Year three: $12, Mansheim Is this for everybody? Superintendent Crozier Yes. Hulsebus I would suggest that our activity sponsors go through this, too. Superintendent Crozier This is the number one thing that I have seen results. This is more popular across the state. The transportation equity fund would pay for Year One and Year Two, approximately $40, Year three would come out of the general fund budget. Out of the $127,309.00, we could fund the SREB for $24,915.00, The Leader in Me for approximately $40,000.00, and then we have $20, to support their specific improvement plans. Motion was made by Mansheim to approve the use of the transportation equity funds as proposed by Superintendent Crozier, seconded by Westfall, motion Motion was made Young to approve the First Reading of Board Policy 300 Series with no changes, seconded by Mansheim, motion

Discussion: Sciumbato Based upon the Superintendent s recommendation? Superintendent Crozier stated, I will call Brian Gruhn for his recommendation and bring a second reading to the board in July, seconded by Westfall, motion Superintendent Crozier recommended modifications to the employee handbooks. He explained the new insurance process. Any employee hired after July 1, 2017, is required to take insurance. Motion by Mansheim to approve the Employee Handbook Modifications for as presented, seconded by Westfall, motion Superintendent Crozier presented a list of the Teacher Leadership positions to the board. Motion by Mansheim to approve the TLC positions as presented, seconded by Westfall, motion Motion by Sciumbato to raise the Substitute Teacher Daily Rate from $ to $ per day for , seconded by Mansheim, motion Motion was made by Mansheim to approve the following resignations: a) Anna Westermeyer 9-12 Language Arts Teacher b) Nick Andersen 7-12 Vocal Music Teacher c) Sunny Robbins Elementary Teacher Associate One on One d) Paul Booth Van Driver e) Patty Rooney Middle School Girls Basketball Coach seconded by Westfall, motion Motion was made by Mansheim to approve the following contracts: a) Kris Brewer Director of Technology (Administrative Contract) $76, plus benefits; b) Timothy Baird 7-12 Vocal Music Teacher c) Tyler Cregger 9-12 Language Arts Teacher d) Evan Swanson 9-12 Student Council Sponsor seconded by Westfall, motion Motion was made by Mansheim to approve the volunteer coach approval for Sydney Kramer High School Softball, seconded by Young, motion

5 PAGE FIVE Board Reports: Sciumbato attended the grade school awards banquet. Mansheim inquired about the parent requesting a swimming co-op agreement, and Superintendent Crozier responded, I m working with that family to resolve some of the issues at the YMCA. The Athletic Association wants you to start there before hopping over to another school. We re continuing to work with them. Hulsebus Jerry and I have worked with them. Westfall reported that he attended the bus driver breakfast. A bus driver asked him about setting a bus next to the highway with a sign to recruit bus drivers. Superintendent Crozier If she wants to make the sign, there is no cost to it, we need to hire people. We could raise the bus sign-on bonus as well. Motion by Westfall to go into closed session, seconded by Young, motion carried unanimously. The closed session began at 9:25 p.m. and ended at 10:23 p.m. Motion by Mansheim to approve the amendments to the Superintendent s contract for the school year as follows: Salary $145,000.00, increase vacation to 20 days per year, and $1, for professional development or a 403b retirement plan, seconded by Sciumbato, motion Motion by Sciumbato to adjourn, seconded by Mansheim, motion carried.
