5 Updates from the 85 th Texas Legislature HB Instruction in technology applications, cybersecurity, and computer coding The SBOE must approve courses in cybersecurity for credit for high school graduation. A district may offer a course in cybersecurity that is approved by the board of trustees for credit without obtaining SBOE approval if the district partners with a public or private institution of higher education that offers an undergraduate degree program in cybersecurity to develop and provide the course. A district must annually report to the agency the names of the cybersecurity courses and institutions of higher education in which the district s students have enrolled. 5 Copyright Texas Education Agency, All rights reserved.
6 Locally-Developed Cybersecurity Course Code Translation Eligible for State HS Credit Course Abbreviation The following service ID may ONLY be used for a locally developed course developed and provided through a district partnership with a public or private institution of higher education that offers an undergraduate degree program in cybersecurity, pursuant to TEC (g-3). The locally-developed course must be approved by the local board of trustees and is eligible for state credit on the Foundation High School Program only. 9 Updates from the 85 th Texas Legislature SB Use of individual graduation committees to satisfy certain public high school graduation requirements Extends the expiration date for individual graduation committees, which allow eligible students who have met curriculum requirements for graduation but who have not yet performed satisfactorily on no more than two of the required state end-of-course assessments to be considered by an individual graduation committee for graduation under certain circumstances. 10 Updates from the 85 th Texas Legislature SB 463 (cont d) The commissioner must, by rule, establish a procedure to determine whether a student who entered the ninth grade before the school year may qualify to graduate and receive a high school diploma. This option applies only to an individual who successfully completed curriculum requirements for high school graduation, but who had not performed satisfactorily on an assessment instrument or part of an assessment instrument required for graduation, and who has been administered the assessment instrument or part of the assessment instrument at least three times, including an alternate assessment instrument 10 Copyright Texas Education Agency, All rights reserved.
11 Updates from the 85 th Texas Legislature SB 463 (cont d) The commissioner must designate the school district in which a student is enrolled or was last enrolled to make the decision regarding whether the student qualifies to graduate and establish criteria for school districts to develop recommendations for alternative requirements by which a student may qualify to graduate and receive a high school diploma. In adopting rules, the commissioner may authorize as an alternative requirement an alternative assessment instrument and performance standard for that assessment instrument, work experience, or military or other relevant life experience. A school district s decision regarding whether the student qualifies to graduate and receive a diploma will be final and cannot be appealed. 11 Copyright Texas Education Agency, All rights reserved.

13 Individual Graduation Committee Texas Education Code (TEC), , requires that the Texas Education Agency (TEA) collect through PEIMS: the number of district students each school year for which an IGC is established and the number of district students each school year who are awarded a diploma based on the decision of an IGC. Districts must report the information not later than December 1 of the school year following the school year the student is awarded a diploma. 15 Updates from the 85 th Texas Legislature SB Use of SAT or ACT as a secondary exit-level assessment instrument to allow certain public school students to receive a high school diploma Specifies that a student who entered ninth grade prior to may not receive a high school diploma unless they perform satisfactorily on the SAT, the ACT, the Texas Success Initiative (TSI) diagnostic assessment, or each subject of the exit-level TAKS assessment. The commissioner must establish satisfactory performance levels for the ACT and SAT that are equivalent in rigor to the performance level required to be met on the exit-level TAKS assessment. 17 Updates from the 85 th Texas Legislature--SB 490 SB Information regarding the number of school counselors in public schools Each school district board of trustees must include the number of school counselors providing counseling services at each campus in the annual report that is published describing the educational performance of the district and of each campus in the district. The commissioner must, by rule, require each school district and openenrollment charter school to report through PEIMS the number of school counselors providing counseling services at each campus. 17 Copyright Texas Education Agency, All rights reserved.
18 Updates from the 85 th Texas Legislature SB 1873 Requires reporting of certain health and safety information to TEA The legislation requires TEA to publish a report that identifies the following: Number of PE classes offered at each campus, detailing the number of days, classes, and minutes offered Ratio of students enrolled in PE classes to overall enrollment Average PE class size at each campus Number of PE teachers in district who are licensed/certified by an accredited teacher prep program Whether each campus has appropriate equipment and adequate facilities for students to engage in moderate to vigorous daily physical activity 18 Copyright Texas Education Agency, All rights reserved.

21 SBOE: Graduation Requirements Foundation High School Program The SBOE has the authority to revise and update the state high school graduation requirements Recently, the SBOE has been making annual revisions to the Foundation High School Program requirements. The most recent revisions were effective beginning with the school year and added a number of new high school courses as options to satisfy certain graduation requirements. 21 Copyright Texas Education Agency, All rights reserved.
22 SBOE: Graduation Requirements Foundation High School Program The SBOE is currently in the process of revising the graduation requirements. At the January/February 2018 SBOE meeting, the SBOE postponed second reading and final adoption to the April 2018 meeting. 23 SBOE: Graduation Requirements Foundation High School Program Proposed changes include: Eliminating sequencing requirements for English I-IV Allowing students who successfully complete AP Computer Science A or IB Computer Science Higher Level to satisfy both a mathematics credit and a languages other than English (LOTE) credit for high school graduation Adding computer science courses that may satisfy a LOTE credit 23 Copyright Texas Education Agency, All rights reserved.
24 SBOE: Graduation Requirements Computer Science and LOTE The proposed changes would allow two credits from the following, additional computer science courses to satisfy a LOTE graduation requirement: AP Computer Science Principles AP Computer Science A* IB Computer Science Standard Level IB Computer Science Higher Level* *proposed amendments to the graduation requirements would allow course to satisfy both a mathematics credit and a LOTE credit for high school graduation 24 Copyright Texas Education Agency, All rights reserved.

26 SBOE: Academic Achievement Record Academic Achievement Record (AAR) The SBOE will consider amendments to requirements for the AAR for second reading and final adoption at the April 2018 SBOE meeting. 27 SBOE: Academic Achievement Record Proposed amendments to the AAR (cont.) The proposed amendments would require the AAR to indicate: completion of the speech requirement for the Foundation High School Program, completion of required instruction in cardiopulmonary resuscitation (CPR), completion of required instruction on proper interaction with peace officers, and LOTE credit earned by a student by completing a dual language immersion program in elementary school. 27 Copyright Texas Education Agency, All rights reserved.
