COMMITTEE SECTION (HRD) 8.1 Main Functions of the Committee - The Committee Section (HRD) is entrusted with the task of providing secretarial assistance for all works relating to the Department-related Human Resource. Like other Department-related Committees, the Human Resource is governed by Rules 268 to 277 of the Rules of Procedure and Conduct of Business in the Council of States. Further, Rules 74 to 92 of the said Rules relating to Select Committees on Bills apply mutatis mutandis to the Committee. The following Ministries/Departments fall within the purview of the Committee:- (a) (i) (ii) (iii) MINISTRY OF HUMAN RESOURCE DEVELOPMENT Department of Elementary Education and Literacy, Department of Secondary and Higher Education; and Department of Women & Child. (b) MINISTRY OF YOUTH AFFAIRS AND SPORTS The functions assigned to the Committee, as enumerated in Rule 270 supra, are- (i) consideration of Demands for Grants of the related Ministries/Departments; (ii) examination of Bills pertaining to the related Ministries/Departments when referred to the Committee by the Chairman or the Speaker; (iii) consideration of Annual Reports of the related Ministries/Departments; and (iv) basic long-term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon. 8.2 Tenure of the Committee:The Committee was reconstituted on the 4 th August, 2005 under the Chairmanship of Shri Vayalar Ravi, M.P., Rajya Sabha. The Committee has a total strength of 31 members, i.e., 10 Members from Rajya Sabha and 21 Members from Lok Sabha. The members strength came down to 29; w.e.f.

2 due to expulsion of two Members of the Committee from the Lok Sabha. 8.3 Consideration of Demands for Grants ( ): The Committee undertook the examination of the Demands for Grants ( ) of the related Departments during the recess of the Budget Session of The Committee presented four Reports to Parliament thereon during the Budget Session, In the course of examination of Demands for Grants ( ), the Committee heard the Secretaries, Ministry of Youth Affairs & Sports and Department of Women and Child on the 30 th March, 2005 and Secretaries, Department of Secondary and Higher Education and Department of Elementary Education and Literacy on 31 st March, 2005 respectively The Committee held two meetings for consideration and adoption of the reports on Demands for Grants ( ) pertaining to the Departments/Ministries under it. 8.4 Bills The University of Allahabad Bill, 2004 was referred to the Committee for examination and report on the 27 th December The Committee heard the officials of Department of Secondary and Higher Education and Vice Chancellors of Jawaharlal Nehru University and Delhi University on the Bill. The Committee presented/laid the report on the Bill in both the Houses of Parliament on 27 th April, 2005 on the Bill The University of Manipur Bill, 2005 was referred to the 6 th May, 2005 for examination and report. The Committee held discussion with the officials of the Department of Secondary and Higher Education and presented/laid the report on the Bill in both the Houses of Parliament on Report on 27 th July, The Commissions for Protection of Child Rights Bill, 2005 was referred to the Committee for examination and report on 27 th May, Having regard to the wider ramifications of the Bill, the Committee invited memoranda through press and electronic media from individuals/organizations/institutions etc. interested in the Bill. The Committee received 28 memoranda containing suggestions and

3 comments on various provisions of Bill from various NGOs/ organizations/experts and individuals. The Committee also personally heard experts and NGOs on the Bill. The Committee also took views of the representatives of the Department of Social Justice and Empowerment and Ministry of Labour who were concerned with the Bill in addition to the Department of Women and Child who introduced the Bill The Committee prepared a comparative statement on various arguments and suggestions received on the Bill and the provisions relating to similar laws in vogue for the facility of the members of the Committee. The effort was appreciated by the Members of the Committee since it provided a convenient overview on various provisions of the Bill at one place The Committee presented/laid the report on the Bill in both the Houses of Parliament on 18 th August, The National Commission for Minority Educational Institutions (Amendment) Bill, 2005 was referred to the the 24th August, 2005 for examination and report. The Committee held discussion with the officials of the Department of Secondary and Higher Education and presented/laid the report on the Bill in both the Houses of Parliament on 6 th December, Action Taken Notes The Committee considered the Action Taken Notes submitted by the Governments on the Recommendations/Observations contained in the 149 th, 151 st, and 152 nd Reports on Demands for Grants ( ) of the Committee and presented its 155 th to 157 th reports in respect thereof during the Budget session. The ATR on 150 th Report of the Committee could not be made since the ATN was received very late from the Department of Secondary and Higher Education During the Winter Session the Committee considered the Action Taken by Government on the Recommendations/Observations contained in the 158 th, 159 th, 160 th and 163 rd Reports on Demands for Grants ( ) of the Ministry/Departments under its jurisdiction and presented the 168 th, 169 th, 170 th and 171 st Action Taken Reports thereon in the Winter Session. 8.6 Consideration of General Subjects:

4 8.6.1 The Committee considered the following subjects namely- 1. Functioning of Navodaya Vidyalayas; 2. Functioning of Kendriya Vidyalayas; 3. Promotion of Sports 4. University and Higher Education, and 5. Problems being faced in implementation of centrally sponsored schemes of the Departments/Ministry under the purview of the Committee The subject of Functioning of Navodaya Vidyalayas was pending with the Committee. The Committee finished its deliberations and presented the Report on the subject during the budget session The Committee also finished deliberations on another pending subject viz Functioning of Kendriya Vidyalayas and presented the Report during the budget session The Committee continued its deliberations on the subject of Promotion of Sports which was also pending before dissolution of 13 th Lok Sabha Having regard to the wider ramifications of the subject, the Committee invited memoranda from individuals/organizations/institutions etc. interested in the subject through an advertisement published in almost all the leading dailies of the country. The Committee received number of memoranda the contents of which are being used in its deliberations as well as its Report on the subject which is under preparation The Committee propose to consider and adopt the Report on Promotion of Sports during shortly and submit the report in the beginning of Budget Session For the subject on University and Higher Education also the Committee invited memoranda from individuals/organizations/institutions etc. interested in the subject through an advertisement issued in almost all the leading dailies of the country. The Committee received more than 500 memoranda. The

5 suggestions so received have been compiled and used in preparation of draft Report The Committee has now finished deliberations on the University and Higher Education and the Report is likely to be adopted in the inter-session for presentation in the Budget session, The Committee has identified the following schemes while examining the subject of the Problems being faced in the implementation of centrally sponsored schemes by various Departments/ Ministries. (i) Mid Day Meal Scheme; Sarva Shiksha Abhiyan, ; and (ii) Integrated Child Services Scheme In this connection, the Committee had visited Srinagar and Leh in the month of July, 2005 and Guwahati, Itanagar, Kolkata and Imphal in November, 2005 and interacted with the State Governments, NGOs, implementing agencies and other stakeholders and got useful feedback from them. keeping in view the specific problems of these category states the Committee has decided to present a separate Report on implementation of Sarva Shiksha Abhiyan, Mid Day Meal Scheme and Integrated Child Services in Jammu and Kashmir and North- East. The committee would take up for detailed study problems related to implementation of Sarva Shiksha Abhiyan, Mid Day Meal Scheme, and Integrated Child Services from a national perspective in the year Sub-Committees: No Sub-Committee was constituted by the Department-related Human Resource during the year Visits/Tours: - The details of the tours undertaken by the Human Resource during the year 2005 are as follows: - Sl. Department of Secondary and Higher Education developed Dope Centre, Medical Care Centre, Human Performance Lab, Existing Dope Control Lab and the Residential wing at the Jawaharlal Nehru Stadium. During its visit the Committee visited, sports complexes and training institutes and held discussion with the stakeholders in Indian sports at these places. The Committee visited Sports Authority of India (SAI) Regional Centre at Bhopal and held discussion with the coaches, sports person, representatives of sports federations and State Govt. The Committee interacted with the cross section of the higher education community including Vice-Chancellors, teachers, students, non-teaching staff and the other experts in the field at Mumbai during the visit. The Committee also held deliberations with the representatives of various sports

Department of Women and Child federations/ associations based in and around Mumbai and visited SAI Training Centre at Kandivali at Mumbai. The Committee visited sports complexes at Kollam and Thiruvananthapuram Held discussion with sportspersons, coaches etc. at Laxmibai National College of Physical Education. Held discussion with academic community in Thiruvananthapuram. During the visit the Committee visited 5-6 primary schools to see infrastructure etc. for the children and also for working of Mid Day Meal Scheme and Anganwadi Centre, Nehru Yuva Kendra Sangathan both in Srinagar and Leh and held discussions with the State Government officials, NGOs, implementing agencies and other stake holders and got useful feedback on the practical difficulties faced by them implementation in of

During the visit the Committee held discussions with the State Government officials on the practical difficulties faced by them in implementation of central schemeslikesarva Shiksha Abhiyan and Mid Day Meal of Department of Elementary Education and Literacy, Integrated Child Services (ICDS) of Department of Women and Child. The Committee visited primary schools, and Anganwadi centers in remote villages in Arunachal Pradesh, Manipur, Assam & West Bengal.

9 8.9 Meetings and Reports:- The Committee held, in all, 30 meetings during the year 2005 spread over68 hours 20 minutes. (Annexure 8.1) During the year under review, the Committee presented a total of eighteen Reports. (Annexure 8.2) Goals and Analysis: As per Rule 270 of the Rules and Procedure and Conduct of Business in the Council of States the basic mandate of the Department related committees is (i) Consideration of Demands for Grants of the related Ministries/Departments; (ii) Examination of Bills; (iii) Examination of basic long-term policy documents, if referred to the Committee; and (iv) Examination of Annual Report of the related Ministries/Departments Status of Computerization:- During the year all the Reports, which were presented during the year, were prepared on the Personal Computers. Other work such as notices, minutes, noting, drafting, etc. were also done on P.Cs. This section tried to make optimum use of the computer facilities so far provided to the Section Inspection of the Section during 2005: Inspection for the year 2004 was conducted on 30 th November Training:- During the year 2005, two staff members were deputed for training on Committee Software, one staff on Practice & Procedure and another on Office Procedure Miscellaneous:- Besides rendering secretarial assistance to the Committee in the discharge of its functions, this Section also dealt with the following items: - (a) Preparation, publication and circulation of the Reports of the Committee; (b) Handling correspondence with the Ministries/Departments concerned on matters taken up by the Committee; (c) Furnishing information on matters relating to the Committee to different Sections/Branches of Rajya Sabha/Lok Sabha Secretariats and the agencies outside; and

10 (d) Processing of bills in respect of refreshments served in the meetings of the Committee and Sub-Committees.
