5 COUNCIL PTA WHAT IS A COUNCIL PTA? A group of at least three local unit PTAs in a city, county or defined area that adheres to the objects and basic policies of PTA and has approved bylaws and elected officers. The Pennsylvania PTA recommends only one council per school district. The region vice-president will assist with the organization of the new council. WHAT DOES A COUNCIL DO? The purpose of the Council is to unify and strengthen local PTAs and promote the interests of National PTA and State PTA. Council PTAs assist in promoting: Conduct leadership training. Membership recruitment & retention(promote: Diversity, Male engagement, Chartering of new units) Support new and existing units Build local unit and community support for PTA and public education. Coordinate the efforts of local units within its area. Spearhead community projects. BYLAWS When considering the formation of a Council PTA, a current copy of the council bylaws model can be obtained by contacting the state PTA office. The state bylaws chairman approves council bylaws and amendments. The bylaws are updated on the most current model at least every five years as required by the Pennsylvania PTA. Provisions of the council bylaws may not be in conflict with those of the Pennsylvania and National PTA. MEMBERSHIP Only local PTAs and PTSAs may be members of a council. Member units pay annual dues to council. The amount of dues is specified in the council bylaws. Council bylaws also determine the number of delegates to be elected by each local PTA/PTSA. Council delegates are PTA members selected by their PTAs to represent their local PTA in the council voting body. Although voting privileges are restricted to council delegates, council meetings are open to all members of local PTAs that make up the council. Council delegates attend all local PTA and council meetings. They inform other PTA members of council action and events, and urge local units to take prompt action on matters referred to them from council COUNCIL LEADERSHIP Per the council bylaws, a person must be a member of a PTA/PTSA in order to serve as an officer or chairman of a council committee. It is a good idea to draw council leaders from among PTA presidents and chairmen
6 who have worked effectively in their local PTAs and whose terms of office have expired. The council board is similar to that of the local PTA with officers and chairmen of standing and special committees. Check your council bylaws for the structure of the council in your area. In addition to council delegates, note that principals and superintendents are encouraged to be actively involved at the council level. Chairmen at council perform specific duties, such as enrolling local PTAs as members, publicizing projects in the local media, encouraging legislative activity, sponsoring and judging the Reflections program on the council level. Council chairmen are present at all council meetings to answer questions from local PTAs and carry out duties at the council level. Council chairmen also call for periodic meetings with local PTA counterparts to help PTAs exchange information and interpret PTA policy. PARTICIPATION IN PTA ACTIVITIES Leaders at the council level are expected to attend all region meetings in the area and are encouraged to attend state and national functions, such as state convention. The council president is a member of the region leadership team. Council representatives offer counsel locally to newly organized PTAs and are present when PTAs are being organized or reorganized within the PTA structure. Council leaders are the first link in PTA communication for any PTA within its boundaries that seeks advice and assistance. LEADERSHIP BY EXAMPLE Councils inspire PTAs by setting examples with competent leadership and efficiently run committees. The council meeting itself is a lesson in parliamentary procedure. Local PTAs can see the president presiding, committees making reports, resolutions and action being taken or explored, speakers being introduced, and situations being handled. The manner in which council leaders conduct meetings sets an example for local PTAs. LEADERSHIP DEVELOPMENT SEMINARS Another form of leadership is a leadership development seminar. This term is used to describe basic training given for PTA leadership at the council level. Council leadership is what individuals do to help a group define its goals, build future leaders, and select its methods for working toward these goals. A leadership development seminar is a perfect opportunity to meet seasoned and new volunteers. The session deepens the understanding of the PTA organization and its purpose, increases self-confidence in volunteers by teaching them to do a specific job, and acquaints PTA leaders with additional information and resources. Dates for leadership development seminars should be submitted to the region vice-president, who can then offer assistance from region PTA board as instructors for the session if necessary. RELATIONSHIP WITH OTHER GROUPS Many school and community problems are beyond the scope of a single PTA. The council is in a unique position to work with the school board and administrators on issues that affect all schools in the area. The council can provide the forum for an unbiased presentation and discussion of the matter. Councils can serve as two-way channels of communication between the school board and public and work with other
7 community groups to spearhead projects of concern for children and youth. Some areas of concern for councils might be alcohol and drug use; child health, safety, and nutrition; the availability of community recreational facilities and libraries; parent and family life education; environmental and conservation awareness; and improvement of and support for public schools, including the sponsorship of candidates forums for local elections. Councils do not participate in the fund-raising drives of other organizations or donate funds to finance their work. However, a council may bear its share of the costs of a cooperative project or the operating expenses of a community council, providing those expenses are a specific consideration in the council budget. COUNCIL PROGRAM IDEAS Present parenting workshops. Form study groups: school curriculum, school finance, education reform, and parent/community involvement. Publish council newsletter; include unit and school district activities. Host coffees when important issues arise (such as school closings, bond issues, and tax levy proposals). Support or oppose legislation that affects the health, education or welfare of children and youth. Establish a parent resource center. Sponsor a school board candidates forums. Work with High School PTA/PTSA to host Voter Registration Drive Develop a council calendar. (Use student artwork and include unit and school events.) Coordinate a Reflections Program showcase. Institute a council scholarship program. Provide an information table or booth at school and community events. Coordinate or cooperate with community activities (such as drug awareness and safety programs, seasonal activities, environmental clean-up campaigns, recycling projects). Develop educational enhancement programs. Sponsor a career conference for students. Provide leadership training for local units. Councils may work with community agencies to secure or extend services such as the following: o Preschool screenings o Child-care programs o Voter information and registration o Recreational programs o Extra Learning Opportunities When considering working in cooperation with other organizations, councils should be sure that the proposed activity does the following: o Promotes the PTA Vision, Mission, and Values. o Conforms to basic policies. o Does not conflict with or duplicate local unit programs. o Has been presented to the council for approval.
