A BOARD OF EDUCATION TROY, MICHIGAN BOARD MEETING MINUTES SEPTEMBER 4, 2012 SERVICES BUILDING President Philippart called the meeting to order at 7:01 p.m. In addition to Ms. Philippart, present were Board members Edmunds, Fleming, Hauff, Miletti, Schmidt, and Underwood. Also present were Superintendent Fowler; administrators Birmingham, Colligan, Jolly, Lesser, Machesky, Rajter, and Witt; and approximately 20 additional members of the audience. RECOGNITION All State Athletes Spring Sports The Board recognized the following students who have received the distinction of being names all state athletes in their respective sports: Elizabeth Abro (Girls Soccer), Dakota Badder (Boys Lacrosse), Haley Burns (Girls Lacrosse), Kalie Collins (Girls Tennis), Jay Darish (Boys Lacrosse), Thomas Eng (Baseball), Matthew Fitzpatrick (Boys Lacrosse), Madison Hirsch (Girls Soccer), Alison Holland (Girls Soccer), Oliver Jiang (Boys Lacrosse), Nick Kondoleon (Boy Lacrosse), Kamryn LaCarter (Softball), Antonina Malyarenko (Girls Tennis), Sinclair Russell (Girls Track), Rachel Sacco (Girls Lacrosse), and Irene Young (Girls Soccer). Association of School Business Officials Award The Board acknowledged that for twenty three years in a row, the Troy School District has earned a national award for its annual financial reports. The Association of School Business Officials International s Certificate of Excellence in Financial Reporting Program honored the Troy School District for excellence in the preparation and issuance of a high quality Comprehensive Annual Financial Report (CAFR) for the fiscal year ended June 30, The Certificate of Excellence in Financial Reporting has been created by ASBO International to enable business officials to achieve a high standard of financial reporting. We are very pleased to recognize Mark Rajter, Assistant Superintendent for Business Services, and his hard working staff for all their effort throughout the year and for their continued dedication to excellence.

2 Mr. Rajter thanked Dr. Fowler and the Board for the recognition and thanked this staff for the enormous amount of work that they have to do in preparing the financial statements. ADDITIONS AND DELETIONS PUBLIC COMMUNICATION GENERAL CONSENT AGENDA It was moved by Mrs. Fleming and supported by Mr. Hauff that be it therefore resolved that the Troy Board of Education takes action to approve item A, B, and C on the consent agenda. A. Minutes of the July 17, 2011, Special Board of Education Meeting; B. Minutes of the August 14,2012, Board of Education Meeting; C. Bid Award Adobe Software PERSONNEL Elementary and Secondary It was moved by Mr. Hauff and supported by Ms. Underwood that be it therefore resolved that the Board of Education takes action to approve the aforementioned personnel recommendations as stated above. (New Hires: Kristen Barry, Ransom Brown, Sara Carrico, Melissa Dodge, Talia Dolgin, Sharon Douglas Chong, Giovanna Genovese, Andrea Hinman, Melissa Kijek, Theresa Martin, Grayson McKinney, Michael Messina, Michael Millman, Sarah Mockeridge, Ann O Neill, Suzanne Powell, Joseph Schmidt, Richard Swift, Correen Weber, Caitlin Wettlaufer). Staffing Update Mr. Witt, Assistant Superintendent, Human Resources, shared a brief update on teacher staffing for the 2012/2013 school year. He reviewed the primary factors which influenced the number of teachers hired, which included retirements, the District s move to full day kindergarten, full year leaves of absence, reduction in FTE status, and increased student enrollment at some buildings. He shared an overview of topics that were covered with new staff during New Teacher Orientation, which was held last week. He explained that there were a total of five instances of teacher Troy Board of Education Meeting 2 September 4, 2012

3 involuntary transfers, which the union had inquired about. He clarified the reasoning behind each of the transfers and why they were necessary. He also indicated that the hiring process was almost complete and that only a few positions needed to be filled. CURRICULUM Summer Learning Update Mr. Schmidt asked if the District had a net gain or loss in staff for this school year. Mr. Witt stated that he would provide the Board with that information once the staffing process has been finalized. Mr. Mike Jolly Director of Athletics, CTE & Enrichment, provided the Board with an update on academic support and enrichment programs offered by the District during the summer of A review of the programs offered, highlights, and an enrollment summary was shared with the Board of Education. Mr. Jolly reviewed elementary programs and stated that Title 1 and ESL had 90% participation. He was pleased to announce that there was an increase in overall enrollment at the middle school level and that scholarship opportunities were provided to each of the middle schools. Mr. Jolly talked a bit about high school summer school then introduced Dan House and Jeff Williams who facilitated the virtual high school summer programs that were offered. Mr. House and Mr. Williams explained the virtual learning programs that were offered to students and how well they were received. They shared the fact that students really seemed to enjoy the experience of virtual classes and that overall the students did very well. Ms. Philippart asked what courses were offered to students as virtual classes. Mr. Williams responded that health, world history, language arts, chemistry, economics, and physics were some of the courses offered. Ms. Philippart asked if students were allowed to work at their own pace and if certified teachers graded their work? Mr. Williams confirmed that the work was evaluated by teachers and that final exams were given, which account for 50% of their grade. Ms. Philippart asked if they received any feedback from students on virtual learning. Mr. Williams stated that a survey monkey was sent out and showed positive responses as well as several great tips for next summer. Mr. Miletti asked if the District provided any tech support such as laptops to students. Mr. Williams stated that technology was not supplied to students. Mr. Miletti suggested that maybe that would be something that could be looked into next year. Superintendent s Annual Report Dr. Fowler, Superintendent of Schools, provided the Board with a report outlining the accomplishments of the 2011/2012 school Troy Board of Education Meeting 3 September 4, 2012

4 year. She read the mission statement of the Troy School District, which is: The purpose of the Troy School District is to ensure learning for all members of the school community. She shared the District goals and focused on the goal in the area of student achievement, which is that all TSD students will be on track to be college and career ready in the areas of literacy, mathematics, science and social studies. She reviewed the statewide MEAP assessment data for grades 3 8 and the Michigan Merit Exam results. She also provided 2011 and 2012 graduation rates, the number of students enrolled in AP courses and dual enrollment and then talked about AYP and the District s Report Card status. Additionally, she addressed the most recent designation of Focus and Reward Schools by the Michigan Department of Education. She recognized the achievements our students have earned how many received scholarships, students who earned state and national honors, students who won competitions both in state and national events. She shared that Athens, Troy High and International Academy East were voted as being in the top 5% of high schools nationwide. She also acknowledged the special honors our Troy Board of Education has received through the Michigan Association of School Boards. She concluded her report by informing the public that Annual Reports for all buildings can be found on the District and school websites for review. Elementary and Secondary Enrollment Update Dr. Rich Machesky, Assistant Superintendent, Secondary Instruction, presented a report to the Board on the District s enrollment numbers as of September 4, He talked about the fluctuation in enrollment numbers for elementary, middle and high schools levels and stated that the numbers would most likely change over the next week. He stated that overall District enrollment increased by 60 students compared to the September 2011 count. He also indicated that Official Membership Day is on Wednesday, October 3rd. He added that the District s enrollment numbers are in line with the projections made during the Facilities Study last year. He stated that the District anticipates enrollment numbers to remain stable and to even go higher next year. Website Launch Update Kerry Birmingham, Director of Community & Media Relations, announced that the District s new websites were officially launched last week. She stated that webmasters and District staff worked very hard together to design the new pages and migrate content from the old site to the new sites. Ms. Birmingham provided a brief demonstration on how to navigate the websites and some of the new links that can be used to access more student information. She pulled up several school sites to show how consistent they are with the District s format yet are unique to the theme of their building. Troy Board of Education Meeting 4 September 4, 2012

5 BUSINESS Public Communication Non agenda Items* OTHER Reschedule the November 6, 2012, Board of Education Meeting to November 13, It was moved by Mr. Miletti and supported by Mrs. Edmunds that be it therefore resolved that the Troy Board of Education takes action to reschedule the November 6, 2012, Board of Education Meeting to November 13, 2012 at 6:00 p.m. in the Administration Building. Board members and Dr. Fowler welcomed everyone to the school year. ADJOURNMENT It was moved by Ms. Underwood and supported by Mrs. Fleming that the meeting be adjourned.
