1 North Kitsap School District #400 Regular Meeting of the Board of Directors March 10, 2016 District Office Caldart Avenue NE Poulsbo, WA MINUTES Board Members Present: Beth Worthington, President Cindy Webster-Martinson, Vice President, and Legislative Representative Glen Robbins, Director Jim Almond, Director Bill Webb, Director Patty Page, Superintendent Kori Henry, Recording Secretary 1. Call to Order 5:00 p.m. 2. Closed/Exempt Session per RCW (4) (a) to discuss contract negotiations The regular meeting will reconvene at 6:18 p.m. 3. Pledge of Allegiance led by James Andrews 4. Agenda Changes None 5. Communications 5.1 Recognitions/Classified Employees Week March 14 th 18 th is Classified Public School Employee s Week. Classified school employees are involved in nearly every aspect of education- maintaining buildings and grounds, preparing and serving meals, keeping school facilities clean and orderly, assisting in classroom, performing and conducting research activities, providing information technology and media services, administrative support functions, safe transportation, a secure and healthy environment, and many other specialized services. These dedicated individuals deserve recognition and thanks for the outstanding work they are doing for our District, their communities, and for our students. Students from Kingston High School and North Kitsap High School were recognized at the 43 rd Regional High School Art Show on Friday, March 4 th. Winners from the Regional Show are entered in to the Annual Office of the Superintendent of Public Instruction High School Art Show. Five of seven pieces selected as regional winners were from North Kitsap and Kingston High School students and will advance to the state level how. Page 1 of 5
2 5.2 Superintendent Comments Received an regarding two coaches, one from Kingston, and one from North who were named Olympic League coaches for boy s and girl s swimming, which is a great honor and achievement. Superintendent Page will be attending the North Kitsap Booster choir auction. The Legislature is ending, and they have not made a decision around the levy cliff or the ghost money and would cost the District approximately $4.3 million. The levy would decrease from 28% to 24%, and the ghost money would end January 1, 2017, and would affect the district for the 17/18 school year. We will have to wait and see what happens. The last four days she was in Nashville attending a conference for the Washington State Risk Pool. A lot of Risk Management themes this year are about cyber hacking. The trend is that this is the area is going to expand it is only a matter of when. The Pool will be looking at this risk and ways to protects us. I will be working with our Tech to see if there is a way to better protect us in the meantime. 5.3 Public Comments Dick Lockwood made public comments regarding the portables and student safety, and advertised the annual North Kitsap choir auction on March 19 th at the First Lutheran Church. Kim Gerlach made public comments regarding a KIRO News Report, cameras on the bus, replacement of portables, and reopening of Breidablik. Scott Henden made public comments regarding a letter from Beth Worthington to the newspaper, possible violation of OPMA, and mandatory reporting. 5.4 Board Comments Jim Almond met with Beth and Patty to work on the agenda, and discussed his visits to our schools. Attended the Poulsbo City Council meeting and is working on a Liaison job description. The City s liaison will be Gary Nistel. Jim will attend the 2 nd Tuesday of the month s City Council Meeting. Glen Robbins wanted to thank all the classified employees of the District for all they do. Attended Cedar and Salmon at Wolfle Elementary and enjoyed the performance. There was a large donation from the school foundation and from the Suquamish Tribe and wanted to thank both entities. Glen would like to attend the Festival of Arts show. Bill Webb knows the theme of the night is everything costs money and the levy cliff is very concerning and will cause us to have a deficit account. He is very impressed with the artists tonight. Beth Worthington attended the Kingston Athletic Boosters Auction and was great fun. She also attended the Gordon Elementary School music program it was great, as well as attended Footloose at the Auditorium. Beth will be attending the Kingston Middle School concert, Choir auction, and the Festival of the Arts Show. She wanted to Page 2 of 5
3 recognize the art teachers. Her focus over the next two years will be arts, music, and community engagement. Cindy Webster-Martinson made comments regarding wanting to get away from portables as soon as possible. Thank you to all the classified staff. She is disappointed in the lack of progress with the Legislature. Thank you to Brenda, Patty, and Beth for their support and wants to enjoy her remaining time on the Board. 5.5 Student Representative Reports Tolo went really well and sold over 400 tickets, which is a lot. All of the winter sports did really well. Spring sports just started. The first spring sports games will start next week. ASB is planning a few things for the next couple of months, one will be Vikings week, and a Hunger Game food drive. 5.6 Legislative Report- Cindy Webster-Martinson The legislature has until midnight tonight to wrap up. The public records request bill died, the charter bill passed and is anticipated to be signed by Governor Inslee. Updates were given on other House and Senate Bills. A special session is likely. 6. Action 6.1 Consent Agenda Glen Robbins made a motion to accept the consent agenda items through 6.1.4, Cindy Webster-Martinson seconded the motion. The motion was approved unanimously by the Board The regular meeting minutes of February 25, 2016 were approved by the Board as written General Fund Vouchers and Payroll through February 29, 2016 in the amount of $4,778,677.10, Capital Projects Fund Voucher 2093 in the amount of $8,517.45and ASB Fund Vouchers in the amount of $3, were approved by the Board Personnel Recommendations were approved by the Board as recommended Donations to the District were received from Vinland PTSA in the amount of $6, for the 5 th grade camp deposit, and from the North Kitsap School Foundation in the amount of $13, to fund 15 grants for field trips and professional development opportunities. The Board accepted the donations as recommended. 6.2 Budget Request/Project Approval for Portable Replacement at Poulsbo Elementary and Wolfle Elementary Mike Currie, Interim Director of Facility and Maintenance, provided the Board with a budget request and project approval request to replace portables at Poulsbo Elementary, Wolfle Elementary, and Poulsbo Middle School. The estimated cost to replace the portables at Poulsbo Elementary School is $335,875, Wolfle Elementary $278,860, and Poulsbo Middle School ranges from $22,750 to $180,213 depending on Page 3 of 5
4 which option 1 through 4 the board chooses. County Impact Fees collected this year $22, total in the account $270,255.90, and City Mitigation (SEPA) Fees collected are $87, total in the account $559, The funds to replace the portables would come from the Impact and SEPA fees. The recommendation is to replace the portables at Poulsbo Elementary School and Wolfle Elementary School, and not replace the horticulture portables. Bill Webb makes a motion to fund the portable replacements at Poulsbo Elementary and Wolfle Elementary schools, Cindy Webster-Martinson seconded the motion. The motion was discussed, voted on, and the Board voted unanimously in favor of the motion. 7. Management 7.1 Reports Poulsbo Elementary School Repairs Update Mike Currie, Interim Facility and Maintenance Director provided the Board with an update on the Poulsbo Elementary School repairs, and odors at the school. Twelve classrooms had the air quality tested, and the results are expected by the end of March Condition of Facilities Update/Asset Preservation Program Project Update Mike Currie, Interim Facility and Maintenance Director provided the Board with an update on the Asset Preservation Programs, and answered Board questions Second Semester Class Size Report Brenda Ward, Director of Elementary Education and Technology provided the Board with a second semester class size report, and answered Board questions. The Board would like to see trend data over several years /2017 School Calendar Michael Olsen, Director of Student Support provided the Board with an overview of the Calendar Task Force, Calendar Task Forces tasks and timelines, and answered Board questions District Security Action Plan Michael Olsen, Director of Student Support provided the Board with a review of the District Security Action Plan, and answered Board questions Graduation Data Michael Olsen, Director of Student Support provided the Board with graduation data that illustrates the NKSD 4 and 5 year cohort graduation rates. The report details how the district s graduation rates compare to the State and to 23 other comparable districts, and answered Board questions. 8. Agenda Planning Remove staffing projections from the agenda, and add ALE, CORE 24, and Summer School Updates, and Youth Protection to the agenda. Page 4 of 5
