3 Kentucky Educational Excellence Scholarship (KEES) Overview Background The 1998 Kentucky General Assembly created the merit-based Kentucky Educational Excellence Scholarship (KEES) to: Promote college access and attainment. Encourage and reward Kentucky high school students who work hard academically by providing an opportunity to earn money to help pay their higher education expenses. Encourage students to attend college in Kentucky and remain in Kentucky upon graduation KEES affords Kentucky high school students a great opportunity to earn money for college. KEES is administered by the Kentucky Higher Education Assistance Authority (KHEAA), the same state agency that administers a variety of other scholarship, grant, loan, work-study, and savings programs to help families pay higher education expenses. Earning KEES attending certified Kentucky high schools can earn a KEES scholarship based on their grade point average (GPA) for each year of high school and a bonus award based on their highest ACT (or SAT-equivalent) score obtained before graduating from high school. An annual GPA of 2.5 or higher is required to earn a base scholarship, and an ACT (or SAT-equivalent * ) score of 15 or above is required to earn a bonus award. High school students must qualify for at least one base award to receive a bonus award. GED recipients and graduates of noncertified Kentucky high schools who otherwise meet eligibility criteria may qualify for a bonus award but not a base award. In addition to Kentuckians attending in-state high schools, students who maintain Kentucky residency while participating in an approved foreign educational exchange program or the U.S. Congressional Page School or whose parent is on active duty in the military service can earn KEES awards. Funding Funding for KEES, along with need-based College Access Program (CAP) Grants and Kentucky Tuition Grants (KTG), is provided by the Kentucky Lottery. (For more information on CAP and KTG, visit Using KEES are not required to apply for the scholarship. KEES coordinators in each school district report student GPAs to KHEAA. KHEAA then apprises the students of their awards by sending a notice to their residence. can also access their KEES account via KHEAA s secure website, or KHEAA disburses KEES scholarships directly to the institutions for eligible students. To use the KEES award, students must be enrolled in a participating institution in the Commonwealth of Kentucky. However, under certain conditions, students may be allowed to use their KEES award out of state. KRS allows students to use their KEES award at an approved out-of-state public institution if that institution offers a degree program in a field of study not offered in the Commonwealth. Kentucky Administrative Regulations specify, under 11 KAR 15:9, Section 5, that eligible programs at out-of-state institutions are limited to those programs that qualify through the Academic Common Market (ACM) administered by the Southern Regional Education Board (SREB). In subsequent years, KHEAA determines students eligibility for renewal of awards (partial or full) based on the cumulative GPA reported by the higher education institutions to KHEAA. College students must earn a 2.5 cumulative GPA at the end of the first year to keep the full award. After the second and third years, students must have a cumulative 3.
