1 MINERAL COUNTY BOARD OF EDUCATION December 4, 2018 REGULAR MEETING #12 The Mineral County Board of Education met in regular session at 6:00 p.m., Tuesday, December 4, 2018, in the Administrative Office at 36 Baker Place, Keyser, WV, with the following in attendance: Board Members: Lara L. Courrier, President ( ) Mary J. Baniak, Vice-President ( ) Thomas C. Denne ( ) Terry G. Puffinburger ( ) Robert E. Woy ( ) Administration: Other: Shawn L. Dilly, Superintendent Dwight Williams, Assistant Superintendent Rhonda Martin, CSBO/Treasurer Kenneth Baker, Director of Support Services Susan Grady, Director of Human Resources Denise Bruno, Executive Secretary Kim Speir, Shannon Fink, Lantz Evans, Mona Ridder, Liz Beavers Pledge of Allegiance led by Superintendent Dilly APPROVAL OF THE AGENDA The Superintendent noted the following deletions from the agenda: Discussion, Finance/Budget Items 1A and 1B (Treasurer s Report and Treasurer s Statement of Investments Outstanding for November 2018) Other Action, Finance/Budget Item 2B (Approve Invoices for November 2018) Student Disciplinary Hearing The motion of Mr. Denne and second of Mr. Puffinburger passed unanimously to approve the agenda as amended. COMMUNICATION Superintendent/Board A. Superintendent s Update: The Superintendent: announced that Governor Justice had proclaimed December 5, 2018, as a state holiday for a mark of respect for George Herbert Walker Bush, the forty-first President of the United States. Reported on the West Virginia Public Education Collaborative legislative forum meeting he had attended. B. Board Comments: Mr. Woy asked that a report for student on-line course work be placed for discussion on the next agenda.
2 Regular Meeting #12 December 4, 2018 Page 2 Mr. Denne spoke about the LPN graduation ceremony, stating it was wonderful. He also spoke of the Aubrey Stewart Project presentation by TJ Coleman, reporting that it was very well done. Lastly, he reported on the PreK Head Start Policy council meeting he had attended. PUBLIC COMMENTS A. Agenda Items none B. Non-Agenda Items none APPROVAL OF MINUTES The motion of Mr. Puffinburger and second of Mr. Woy passed unanimously to approve the minutes of the regular meeting held on November 13, 2018, as presented. ACTION AGENDA OTHER ACTION 1. PERSONNEL: A. Retirement Service Personnel With the recommendation of the Superintendent, the motion of Mr. Denne and second of Mr. Puffinburger passed unanimously to approve the following service personnel retirement, as presented: 1. Patsy Kitzmiller, Custodian IV, Keyser Primary School, effective December 21, Advertise Position The Superintendent wishes to thank Ms. Kitzmiller for her 18+ years of service to Mineral County Schools. B. Placements/Transfers Professional Personnel No recommendations were made for personnel items B1 B3. 1. Teacher, Music, Keyser Middle School 2. School Psychologist, Student Services, 220 days 3. Teacher, English/Language Arts, Frankfort Middle School

Placements Service Personnel With the recommendation of the Superintendent, the motion of Mr. Woy and second of Mr. Puffinburger passed unanimously to approve the following servicer personnel placement, as presented: 1. Jay Harris, placement, Mechanic, Bus Garage, 235 days (140 days for the employment term), effective December 6, 2018 No recommendations were made for personnel items C2 or C3. 2. Itinerant Classroom Aide or Itinerant Classroom Aide/Paraprofessional Transportation/Special Education, Bus Garage/Transportation 3. Itinerant Classroom Aide/Paraprofessional/Educational Sign Language Interpreter, Wiley Ford Primary School With the recommendation of the Superintendent, the motion of Ms. Baniak and second of Mr. Denne passed unanimously to approve the following service personnel placement, as presented: 4. *Jessie Rohrbaugh, placement, Cook II, half-day, Frankfort High and Frankfort Middle Schools, 200 days (126 days for the employment term), effective December 6, 2018 With the recommendation of the Superintendent, the motion of Mr. Puffinburger and second of Mr. Denne passed unanimously to approve the following service personnel placement, as presented: 5. *Kristi Beatty, placement, Cook II, half-day, Keyser Middle School, 200 days (126 days for the employment term), effective December 6, 2018 *With the placements of Ms. Rohrbaugh and Ms. Beatty, the following employees will be transferred as previously approved, effective December 6, 2018: a. Lana Kephart b. Robin Leatherman c. Karen S. Smith d. Mary Beth Merritt D. Placements in Extracurricular Vacancies as Previously Approved and Advertised No recommendations. E. Placements in Coaching Vacancies as Previously Approved and Advertised No recommendations.

Account signers are Rhonda Martin, Shawn Dilly and Lara Courrier With the recommendation of the Superintendent, the motion of Mr. Denne and second of Ms. Baniak passed unanimously to approve a permanent increase of Mineral County Board of Education payroll ACH of $715,000 through First United Bank & Trust. Account signers are Rhonda Martin, Shawn Dilly and Lara Courrier. B. Approval to Purchase Four Buses at Approximate Cost of $395, Transportation With the recommendation of the Superintendent, the motion of Mr. Woy and second of Mr. Puffinburger passed unanimously to approve the purchase of four buses at the approximate cost of $395, (Funding: Transportation) CONSENT AGENDA With the recommendation of the Superintendent, the motion of Mr. Denne and second of Ms. Baniak passed unanimously to approve the following matters on the Consent Agenda, as presented: 1. PROGRAM PLANNING: A. Clinical Agreement between Allegany College of Maryland and Mineral County Schools for Occupational Therapy Assistant Programs B. Teacher in Residence Agreements 1.
