32 31 Rajiv Gandhi Science & Technology Commission, Government of Maharashtra FOREWORD It is my pleasure to submit the Report of the Rajiv Gandhi Science and Technology Commission (RGSTC) for the period The Commission has been set up under the Act of the State Legislature for the purposes of advancement, propagation and promotion of application of science and technology for development. Various activities of the Commission have been carefully evolved and the developments so far are very encouraging. Schemes of the Commission are aimed at encouraging researchers and institutions to work on innovative applications of science and technology for development. Opportunities are provided to a whole range of participants from school/college students to teachers and researchers to take to science based innovative activities. Besides prominent laboratories and universities, even colleges and smaller institutions are provided opportunity to undertake innovative projects. So, along with multi-institutional big projects like Maharashtra Gene Bank Programme and Biomedical Engineering and Technology incubation Centre, the Commission is also supporting small projects of local relevance through university system as well as through student internships with the involvement of small and medium size local industries. Interdisciplinary work, economic justification and practical utility are given due importance. The Commission is keen to spread its activities horizontally to reach all parts of the State and all sections of the society. The Commission is also working to explore a synergistic model that treats education and development together leveraging science and technology. Value addition to local resources, skill development, taking new technology/knowledge to end user, creating scientific temper, improve quality of science education, and spread innovation culture at different levels is the focus of Commission s activities. Greater participation of stakeholders such as field agencies, industries, financial institutions and professionals is being attempted. Recent transfer of 3 technologies is an outcome of this approach. 33 33 RAJIV GANDHI SCIENCE AND TECHNOLOGY COMMISSION REPORT INTRODUCTION With the network of Laboratories and research work being carried out at Universities and Educational Institutions, India has developed capabilities in different disciplines of Science and Technology and a large scientific manpower has been generated since independence. Utilizing this vast infrastructure, expertise, knowledge base and capabilities for the benefit of the people is being emphasized as a national policy. Maharashtra has the benefit of a large number of research institutions and is well placed to drive applications of Science and Technology in its development initiatives. The scientific base created in the country since independence has led to significant results and success stories. Annual expenditure on Science and Technology has also seen significant rise and all frontline areas of Science and Technology are being dealt with in the country. Taking this knowledge to the people, particularly in rural areas, has remained a focus in the States. States, with a reach at the grassroots level, are showing greater participation in the utilization of Science and Technology in various development sectors. Science and Technology Councils in the States are being supported by the Department of Science and Technology, Govt. of India, in taking up such tasks. Rajiv Gandhi Science and Technology Commission, which is a statutory body created by the Govt. of Maharashtra in 2004, has initiated its own activities in Maharashtra with focus on applications. In this task, help is being taken from the research institutions as well as field agencies. The activities have now got momentum, are getting good response and would be further strengthened in future for the benefit of the State
34 35 COMMISSION AND ITS ACTIVITIES As per the Act (Maharashtra Act No. XV 2004) the composition of the Commission includes the Chairman, the Member Secretary, Five Non-official Members and Four Official Members. With the Gazette Notification of 5 th March, 2011, the present composition of the Commission is as follows:- i. Dr. Anil Kakodkar, Chairman ii. Dr. M. S. Swaminathan, Member iii. Secretary, Dept of Science and Technology, GoI, Member iv. Dr. Ram Takwale, Member v. Shri Pramod Kale, Member vi. Dr. A. V. Sapre, Member Secretary The ex-officio members include the Chief Secretary, Secretary (Finance), Secretary (Planning) and Secretary (Science and Technology) of the Government of Maharashtra. Objectives: The broad objectives of the Rajiv Gandhi Science and Technology Commission are the following:- Functions: 1. To be an agent for change, development and advancement through inputs of Science and Technology. 2. To propagate application of Science and Technology through adaptation of technology, formulation of projects for using the technology, field demonstrations, imparting necessary training, publications and consultancy. 3. To act as catalyst or facilitator for transfer of technology from laboratories and other research efforts to application of Science and Technology on a larger scale. The Commission undertakes programmes and projects related to Science and Technology and its utilization for the benefit of the people. As the need arises, the Commission formulates new regulations and introduces amendments to the existing ones as an ongoing process. While the main source of funding for the Commission is the Government of Maharashtra, resources are also mobilized from other sources including the Department of Science and Technology, Government of India. Meetings of the Commission: The Commission has held One meeting during and took various initiatives related to its activities. During this period, the Commission has launched a new programme RGSTC / TIFAC MSME Internship for Engineering Students in Maharashtra. The Project Appraisal Committee (PAC) of the Commission held Two meetings during and examined 17 Detailed Project Proposals received by the Commission. PAC also reviewed progress of 20 ongoing projects supported by the Commission. The Committee of Peers (CoP) met Twice during and examined 72 Pre-proposals received by the Commission
35 37 COMMISSION SCHEME ASSISTANCE FOR S&T APPLICATIONS The activities of the Commission are expected to have a focus on applications of Science and Technology for socio-economic development. These activities are to be carried out through the existing institutions which include laboratories, universities, science and engineering institutions, NGOs and field agencies of the Government. These institutions are expected to possess necessary expertise, capabilities, facilities and motivation to implement the activities. The activities are also expected to be implemented in a project mode with well-defined objectives and time frames. In order to support such activities, the Commission has been operating a scheme Assistance for S&T Applications since Under the scheme, proposals are invited for innovative applications of Science and Technology. The projects are supposed to be linked to physical resources, felt problems and potential for utilization of new knowledge in development. The activities could be area specific, sector specific or problem specific. The proposals received under the scheme are scrutinized on a Peer Review Basis and necessary support is provided to the selected projects. The scheme provides necessary guidelines and formats for submission of project proposals. The investigators are advised to submit pre-proposals giving the concept of the proposed work. The pre-proposals received by the Commission are examined by the Committee of Peers appointed by the Commission. During the Committee consisted of the following experts. 1. Sapre, RGSTC. Member Secretary If the concept given in the pre-proposal is acceptable to the Committee of Peers, then the detailed proposals, in a prescribed format, are invited for consideration. The detailed proposals received are referred to experts in the subject discipline and their comments are invited covering the following points. 1) Whether the objectives are well defined? 2) Whether the work plan is well organized? 3) Whether the deliverables are achievable? 4) Whether the proposed Budget for Recurring and Non-recurring is justifiable? 5) Does the proposal meet any of the following criteria? i. The project is technically feasible, ii. The project when completed will add to existing knowledge/generate improved technology/generate new useful information that could be put to use, iii. Is of interest to Maharashtra, considering needs and material resources, iv. Is relevant to rural development, v. Is relevant to Value Addition and Income Generation activity, vi. Is sustainable, replicable and fit for wider adoption, vii. Any other (please specify).
36 38 6) Is similar work being carried out at any other institute that could benefit the proposed work? 7) Are there experts in the field who could be associated with monitoring of the project for improving its effectiveness? 8) Who could be the potential users of the output of the project? 9) Competence of the Principal Investigator to execute the project. The Commission has constituted Project Appraisal Committee to assess these detailed project proposals for providing financial support. During the Committee consisted of the following. 1. The Committee also considers the comments received from the experts and takes decisions on the project proposals. The decisions are then ratified by the Commission. Funds are provided to the institutions to implement the approved projects. PAC also works as Monitoring Committee to review progress of the ongoing projects sponsored by the Commission. 40 42 conveyer for extraction of Mangiferin from dried leaves. Optimum conditions of temperature, flowrate, particle size of leaves, moisture content etc. are established for maximum extraction. Mangiferin could be used for lowering diabetes. It also shows good antioxidant activity and can be used to protect the skin against ultraviolet radiation. There is a good scope in developing an antiaging or anti-diabetic formulation of Mangiferin. Dry Mango Leaves Mangiferin Crystals 6. Development of Do It Yourself (D-I-Y) Lab. Under a project sponsored by the Commission Vigyan Ashram, Pabal, Dist. Pune, has developed a low cost multi-skill facility for school students to perform simple scientific experiments. The primary objective is to encourage activity based learning for those students who are motivated and need basic facility to perform experiments of their imagination. The facility provided could be used for experiments in Engineering, Electronics, Agriculture, Technology, Biology, Food Processing etc. The facility includes simple tools, fabrication equipment and computers. Mentoring experts guide the students in designing the experiments. Students from VII Std. onwards have utilised this facility. The laboratory conducts training camps for students and low cost materials are provided for the experiments. Around 200 students have made use of this facility and some students are also willing to pay for use of the facility. J. P. Naik Centre of the Indian Institute of Education has provided premises for this laboratory and there is a good possibility that such facilities could be set up in other parts of the State on self-sustaining basis. A number of volunteers have come forward to help the students at this facility. The results are encouraging and could help creating interest in science education. 46 48 3. Vapour Absorption Refrigeration System for Milk Chilling Plant. Under a project implemented by the Institute of Chemical Technology, Mumbai, a Vapour Absorption Refrigeration System has been optimally adopted at a Milk Chilling Plant of Gokul Dairy, Dist. Kolhapur. The heat required is obtained from briquettes prepared from local waste biomass. This has considerably reduced power consumption and the operation is economically attractive. The technology is expected to be utilized at more chilling pants. The technology is also proposed to be adopted for setting up cold storages for vegetables and fruits in villages to improve shelf life, reduce wastage and tap wider market
47 49 OTHER SCHEMES OF THE COMMISSION Commission Scheme Science and Innovation Activity Centres. In order to promote activity based learning at school level and to encourage innovative activity, the Commission has launched a scheme to set up Science and Innovation Activity Centres at institutional campuses with secondary school. After following a selection process, the Commission approved such SIACs at following sites. 1. Pravara Girls English Medium School and Junior College, Loni, Tal. Rahata, Dist. Ahmednagar. 2. Shri Warana Vibhag Shikshan Mandal, Warananagar, Tal Panhala, Dist. Kolhapur. The projects are being implemented by National Council of Science Museums (NCSM), Govt of India, on a turnkey basis, under a MoU with the Commission. Each SIAC is estimated to cost Rs. 2 crores to be shared by the Commission (75%) and the institution (25%). The institution is also supposed to provide about 1 hectare of land for SIAC and take the responsibility of operating the centre in future on a sustainable basis. The centre facility is expected to be available to the students from other schools in the area. The Commission has signed MoUs with the institutions for this purpose. These Centres are expected to become operational during The Commission wishes to set up more such centres in the State. Depending on the availability of funds and identification of a suitable implementation agency, the projects are to be implemented on a turnkey basis. Commission Scheme Assistance for S&T Applications Through University System. In order to decentralize project activity and extend research culture to smaller institutions, the Commission has started a new scheme. Projects of short duration and linked to local development are to be initiated at colleges and polytechnics. For better logistics, the work is to be assigned to Universities for smaller projects. Presently following Universities have been selected for implementation of the scheme. 1. North Maharashtra University, Jalgaon. 2. Swami Ramanand Teerth Marathwada University, Nanded. 3. Shivaji University, Kolhapur. These institutions have started implementation of the scheme and have supported projects at affiliated institutions. This is helping in developing of research capabilities at smaller institutions
48 51 IMPLEMENTATION OF NATIONAL PROGRAMMES The Commission has implemented some of the national programmes in Maharashtra for which partial support has been received. These activities are given below. 1. National Science Day As a part of the science popularization activities in the country, Department of Science and Technology, Govt. of India, supports event based programmes by providing substantial financial support. These are structured activities to be implemented in all states. One of the programme is National Science Day which is celebrated on 28 th February each year. These activities are quite popular with participation of students, teachers and general public. NSD 2015 programmes were implemented in Maharashtra with the help of various institutions in the State. The focal theme was Science for Nation Building. 14 institutions in the State implemented the activities including Science Exhibitions, Students Competitions, Popular Lectures, Slide Shows etc. Out of the sanctioned amount of Rs. 12,50,000/-(Rs. National Mathematics Day As a part of the Maths popularization activities in the country, Department of Science and Technology, Govt. of India, supports event based programmes by providing substantial financial support. These are structured activities to be implemented in all states. Since Year 2012, 22nd December is celebrated as National Mathematics Day in the country. These activities are quite popular with participation of students, teachers and general public. NMD 2014 programmes were implemented in Maharashtra with the help of various institutions in the State. The focal theme was Fostering Scientific Temper. Fourteen institutions in the State implanted the activities including Science Exhibitions, Students Competitions, Popular Lectures, Slide Shows etc. Out of the sanctioned amount of Rs. 7,50,000/- /-(Rs. Seven Lakhs Fifty Thousand only), an amount of Rs. 7,49,191/- (Rs. Seven Lakhs Forty Nine Thousand One Hundred Ninety One Only) were spent to carry out these activities, which was provided by the Govt. of India. 3. Scientific Evaluation of Water Purification Systems for Drinking Water in Rural Schools in Nagpur District. This project was supported by the Department of Science and Technology, Govt of India, and was implemented at 16 schools in villages in Nagpur district. The drinking water provided to students was regularly monitored for quality and the systems were evaluated for their effective and sustained use in village conditions. The data generated was submitted to DST as an input to the national efforts of providing pure drinking water in village schools. Help of the school management and teachers was taken in completing this project
49 53 ORGANIZATION AND FINANCE Organization: For the reporting period, the Commission had a modest complement of staff. Under the overall guidance of the Commission and the Chairman, the Member Secretary has carried out the activities of the Commission. The Government provided following personnel, temporarily, to help the Commission in its work. Under Secretary 1 Section Officer 1 Assistant 2 Stenographer 1 Besides this, the Commission hired following temporary contract personnel for varying periods for its functioning during the reporting period. 53 59 Separate Audit Report of the Comptroller & Auditor General of India on the Accounts of Rajiv Gandhi Science and Technology Commission for the year ended 31 March We have audited the attached Balance Sheet of Rajiv Gandhi Science and Technology Commission (Commission) as at 31 March 2015 and the Receipt and Payment account and Income & Expenditure Account for the year ended on that date under Section 19(3) of the Comptroller & Auditor General s (Duties, Powers & Conditions of Service) Act, The audit has been entrusted from onwards till the Commission is in existence. These financial statements are the responsibility of the Commission s management. Our responsibility is to express an opinion on these financial statements based on our audit. 2. This Separate Audit Report contains the comments of the Comptroller & Auditor General of India (C&AG) on the accounting treatment only with regard to classification, conformity with the best accounting practices, accounting standards and disclosure norms, etc. Audit observations on financial transactions with regard to compliance with the Law, Rules & Regulations (Propriety and Regularity) and efficiency-cum-performance aspects, etc. if any are reported through Inspection Reports/C&AG s Audit Reports separately. 3. We have conducted our audit in accordance with Auditing Standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatements. Audit includes examining, on a test basis, evidences supporting the amounts and disclosure in the financial statements. Audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall presentation of financial statements. We believe that our audit provides reasonable basis for our opinion. 4. Based on our audit, we report that 4.1 We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit. 4.2 The Balance Sheet, Receipt and Payment Account and Income & Expenditure Account dealt with by this report have been maintained on cash basis except for provision for expenses. The accounts for the year have been approved by the Commission in its meeting held on 27 May, In our opinion, proper books of accounts and other relevant records have been maintained by the Commission as required under Section -18 of the Rajiv Gandhi Science and Technology Commission (RGSTC) Act 2004 and as per the Rules -7 and 8 of the RGSTC Rules 2005 in so far as it appears from our examination of such books.
54 60 We further report that: 5. General 5.1 Non adoption of Accrual System of Accounting. The Commission has adopted cash system of accounting in case of Project expenses and Income (Grant). As a result accruals with reference to grant, project expenses etc. were not accounted for in the accounts. This should be disclosed by way of Notes to accounts. 5.2 Accounting Policies and Notes on accounts and Uniform format of Accounts. 1. The Accounts of the Commission has neither disclosed any significant Accounting Policies nor contained Notes on Accounts. In absence of the same, the policies adopted by the Commission for the various accounting procedures could not be verified/ascertained in audit. 2. The figures in the Annual Accounts were not rounded off to the nearest rupee as per the instructions gives in Uniform Format of Accounts. 5.3 Interest received Lakh. The Commission had received all Interest of lakh during which was utilized towards payment of salary and meeting excess expenditure. The Commission did not frame any policy for utilization of Interest received. 5.4 Non Maintenance of Grant Register. The Grant register should show the details of grant received, released, utilized and balance at the end of every year. However, the same is not maintained by the Commission. In absence of the same the balances could not be confirmed/verified in Audit. 6. Grants Out of the grant-in-aid of crore received during the year, (including Opening Balance of 5.19 crore) the Commission could utilize a sum of crore leaving a balance of 5.94 crore as on 31 March Subject to our observations in the preceding paragraphs, we report that the Balance Sheet, Income and Expenditure account and Receipt and Payment account dealt with by this report are in agreement with the books of accounts. 8. In our opinion and to the best of our information and according to the explanations given to us, the said financial statements subject to the significant matters stated above and other matters mentioned in the Annexure to this Audit Report give a true and fair view in conformity with accounting principles generally accepted in India.
