2 1 INTRODUCTION & METHODOLOGY The following analysis presents one possible scenario that adds an additional elementary attendance area within the Willmar Public School District. The goals of this model were to add a new elementary attendance boundary into the current 2- boundary system. to create relative balance and stability in regards to total enrollment and facility capacity for the perceivable future. Appendix 3 presents 3 tables that represent a breakdown of income, free or reduced lunch, special education, and MCA testing results by race for each school in the model 1 design. Here again, those students are assigned to each school based on the elementary attendance area in which they reside. Further, Asian and American Indian students were excluded due to the fact that they represent such a small demographic. Map 1 shows the current elementary attendance area configuration. Map 2 shows the modeled elementary attendance area configuration. Appendix 1 gives historical and projected enrollment figures if the elementary attendance boundary changes in this model were in place. This model assumes that these changes will take place beginning in school-year Appendix 2 presents four tables. The first shows the socioeconomic breakdown of those students enrolled at the two elementary schools (current design). The second table shows the results of the MCA II math and reading scores for the current design. Tables three and four show the same information, but for model 1 design. Here, those students are assigned to each school based on the elementary attendance area in which they reside.
