1 REGULAR MEETING October 22, 2018 The Board of Education of Community Unit School District No. 7 Madison County, Edwardsville, Illinois met in regular session at 7:43 p.m. at Woodland Elementary, 59 S. State Rte. 157, Edwardsville, IL on Monday, October 22, President Monica Laurent presided over the meeting. The following members answered roll call: Jill Bertels, Paul Pitts, Terri Dalla Riva, Lelan Olsen, Deb Pitts, Nekisha Williams Omotola and Monica Laurent. Also in attendance were: Dr. Lynda Andre, Superintendent; Nancy Spina, Assistant Superintendent of Personnel; Dave Courtney, Assistant Superintendent of Business Operations; Bill Miener, Director of Technology; Craig Bosomworth, Technology; Channel 10 technician; Julia Biggs, Reporter for The Intelligencer; and Diane Walkenbach, Secretary to the Superintendent. Other administrators present were: Dennis Cramsey, Tanya Patton, Rich Fore, Cornelia Smith, Cindy Steele, Julie Matarelli, Andy Williams, Matt Sidarous, Adam Garrett, Curt Schumacher, Marvin Battle, Andrew Gipson, Lori Compton, Beth Jacobs, Beth Crumbacher, Paul Stuart, Vince Schlueter, Jennifer Morgan, Steve Stuart, Allen Duncan, Kiersten Saenz and Beth Renth. Welcome to Visitors President Monica Laurent welcomed visitors and guests. Recognition of 2019 Illinois Teacher of the Year, Susan Converse Edwardsville High School Special Education Teacher Susan Converse was recognized for being named the 2019 Illinois Teacher of the Year by the Illinois State Board of Education at the annual Those Who Excel banquet held in Normal last Saturday. Mrs. Converse has been a Special Education administrator and a teacher at many levels within District 7 schools. Her most recent accomplishments include the development of the popular Tiger Den at Edwardsville High School. Students in her Functional Life Skills class operate the coffee and bakery shop in EHS that serves students and staff each day. As the 2019 Illinois Teacher of the Year, Mrs. Converse will have an opportunity to share her knowledge and expertise with an even larger audience across the state. She will speak at workshops, education conferences, and community meetings. Mrs. Converse will represent Illinois at the NASA Space Camp and the National Teacher of the Year program sponsored by the Council of Chief State School Officers. We congratulate Susan Converse on being selected for this prestigious award! 1

2 Student Recognition The Liberty Middle School 8 th grade baseball team was recognized for winning the IESA State Championship. Their 16-2 record propelled them to the playoffs in late September. Once winning regionals, then sectionals, the Panthers played in the state championship. In their quest to be the state champs, the boys battled hard to win games against Ottawa, Pekin, and finally, Monticello. We are proud of their achievement. Employee Recognition Nancy Spina, Assistant Superintendent of Personnel, introduced the employees, and Dr. Andre and Jill Bertels recognized the recipients for the October Good Employee award. Recognition of Those Wishing to Make Brief Statements Jack Fox, District resident, retired secret service agent, and a substitute at Edwardsville High School, distributed a letter to the Board regarding his thoughts on the safe condition of schools in District 7 and the Board s need to look internally for a new Superintendent. Mr. Fox congratulated Susan Converse, the Board, and administrators on Mrs. Converse s achievement of Teacher of the Year. Minutes approved: Deb Pitts moved for approval the minutes from the regular meeting held on October 9, 2018 and Lelan Olsen seconded the motion. Ayes Deb Pitts, Olsen, Bertels, Paul Pitts, Dalla Riva, Omotola, Laurent Carried 7-0 Board Committees, Special Committees Jill Bertels, Personnel Committee Chair, reported that the Personnel Committee met earlier this evening in open session to approve the action items on the agenda which will be presented later to the full board for approval. Superintendent s Announcements: District 7 has many talented and dedicated volunteers and employees who were also recognized at the annual Those Who Excel banquet last Saturday. I. DISCUSSION ITEMS 1. Julia Raynor; has been subbing as a Program Assistant at Columbus Elementary School since September 24, When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements. 2. Mark Roberts; has been subbing as an Evening Custodian at Glen Carbon Elementary School since October 4, When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements. 3. Kenneth Jones; has been subbing as a School Safety Officer at Nelson Elementary School since October 10, When he is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements. 4. Gloria Springman; has been subbing as an Evening/Weekend Custodian at the Chuck Fruit Aquatic Center and Jon Davis Wrestling Center since October 12, When she is hired in the same position this date will serve as the official date of employment by District 7 with respect to the above contractual legislative requirements. II. ACTION ITEMS A. It is recommended that the following classified employee s employment be terminated: 1. Bradley Voss; 8 hour, 12 month Evening Custodian, Albert Cassens Elementary School; effective October 22, B. It is recommended that the following classified resignation be accepted: 1. Terry McNece, Jr.; 7 hour Program Assistant, Liberty Middle School; effective August 27, C. It is recommended that the following classified paid and unpaid leave be approved: 1. Heather Plegge; 7.5 hour Head Cook, Glen Carbon Elementary School; Maternity/Child Care Leave beginning approximately January 2, 2019; returning approximately April 1,

4 D. It is recommended that the following classified candidates be employed: 1. Julia Raynor; 7 hour Program Assistant, Columbus Elementary School; PARA, Step 4, $10.91 per hour; effective October 23, Mark Roberts; 8 hour, 12 month Evening Custodian, Glen Carbon Elementary School; Step 1, $12.00 per hour including stipend; effective October 23, Kenneth Jones; 6.5 hour School Safety Officer, Nelson Elementary School; Step 1, $14.14 per hour; effective October 23, Gloria Springman; 8 hour Evening/Weekend Custodian, Chuck Fruit Aquatic Center and Jon Davis Wrestling Center; Step 4; Wednesday Friday, $12.10 per hour including evening stipend; Saturday Sunday, $15.85 per hour including weekend stipend; effective October 23, E. It is recommended that the following exempt resignation be accepted: 1. Ashley Schaefer; 5.5 hour Kid Zone Site Counselor, Goshen Elementary School; effective October 29, H. It is recommended that the following stipend resignation be accepted: 1. Hilary Duncan; Intramural Dance, Lincoln Middle School. I. It is recommended that the following person be approved for a stipend for the school year as indicated: 1. Anthony Miner; Assistant Coach Boys Volleyball, Edwardsville High School. J. 5 A.C Approval of October Bills A motion was made by Terri Dalla Riva and seconded by Paul Pitts to approve the October bills in the amount of $1,221, Ayes Dalla Riva, Paul Pitts, Bertels, Olsen, Deb Pitts, Omotola, Laurent Carried 7-0 A.C Approval of Demolition Old Worden Elementary School Bid A motion was made by Jill Bertels and seconded by Terri Dalla Riva to award the Demolition Old Worden Elementary School bid to Stutz Excavating, Inc. and accept their base bid of $93,280. The Demolition Old Worden Elementary School project was publicly advertised for bid on Saturday, September 29, A pre-bid meeting was held on Thursday, October 4, Bids were publicly opened and read aloud on Wednesday, October 17, Four (4) bidders responded with base bids ranging from a high of $314,000 to a low of $93,280. The lowest responsible bidder was Stutz Excavating, Inc. with a low bid of $93,280. The work to be performed under the Bid includes demolition and removal of the Old Worden Elementary School building. This work will occur after the completion of asbestos abatement at the Old Worden Elementary School on November 2, The demolition of the Old Worden Elementary School is expected to be completed by December 7, As discussed previously, the District is keeping the Old Worden Elementary School gym which it currently uses as a storage facility. The demolition bid was below budget estimates and will be funded from surplus Operations and Maintenance Funds. Ayes Bertels, Dalla Riva, Paul Pitts, Olsen, Deb Pitts, Omotola, Laurent Carried 7-0 Discussion Jim Helton, Illinois Association of School Boards, discussed the progress of meetings held in the buildings regarding the Superintendent search. A special meeting will be held on November 5, 2018 at 7:00 p.m. to discuss the results of these meetings and the survey. The location is to be determined. 5
