COMMITTEE SECTION (HRD) 8.1 Main Functions of the Committee - The Committee Section (HRD) is entrusted with the task of providing secretarial assistance for all works relating to the Department-related Parliamentary Sting Committee on. Like other Department-related Parliamentary Sting Committees, the Committee on is governed by Rules 268 to 277 of the Rules of Procedure Conduct of Business in the Council of States. Further, Rules 74 to 92 of the said Rules relating to Select Committees on Bills apply mutatis mutis to the Committee. The following Ministries/Departments fall within the purview of the Committee:- (a) MINISTRY OF HUMAN RESOURCE DEVELOPMENT (i) Department of Elementary Education Literacy, (ii) Department of Secondary Higher Education; (iii) Department of Women & Child. (b) MINISTRY OF YOUTH AFFAIRS AND SPORTS (c) MINISTRY OF HEALTH AND FAMILY WELFARE (i) Department of Health; (ii) Department of Family Welfare; (iii) Department of AYUSH During the year the HRD Committee was bifurcated a new Sting Committee on Health Family Welfare was carved out on the 5 th August, The work relating to the Ministry of Health Family Welfare is now being done by that Committee. The functions assigned to the Committee, as enumerated in Rule 270 supra, are- (i) consideration of Dems for Grants of the related Ministries/Departments;

2 (ii) exaation of Bills pertaining to the related Ministries/Departments when referred to the Committee by the Chairman or the Speaker; (iii) consideration of Annual Reports of the related Ministries/Departments; (iv) basic long-term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, report thereon. 8.2 Tenure of the Committee: The Committee was constituted on the 1 st January, 2004 under the Chairmanship of Shri Arjun Singh, M.P. First meeting of the Committee was held on 29 th January, 2004.The Committee became defunct with the dissolution of 13 th Lok Sabha on 6 th February After the formation of 14 th Lok Sabha, the Committee was constituted w.e.f. 5 th August, 2004 under the Chairmanship of Shri Vayalar Ravi, M.P. Rajya Sabha. The Committee has now a total strength of 31 members, i.e., 10 Members from Rajya Sabha 21 Members from Lok Sabha. The newly constituted Committee started its business with its meeting on 10 th August Consideration of Dems for Grants ( ): The Committee undertook the exaation of the Dems for Grants ( ) of the following Departments/Ministry under its jurisdiction: (i) Department of Elementary Education Literacy, (ii) Department of Secondary Higher Education; (iii) Department of Women & Child ; (iv) Ministry of Youth Affairs Sports In the course of exaation of Dems for Grants ( ), the Committee heard the Secretary, Department of Women Child on 10 th August, 2004, Secretary, Ministry of Youth Affairs & Sports on 11 th August, 2004 Secretaries, Departments of Elementary Education Literacy Secondary Education on 12 th August, The Committee held three meetings for consideration adoption of the reports on Dems for Grants ( ) pertaining to the Departments/Ministries under it. The Committee presented four Reports to Parliament thereon during the Budget Session, 2004.

3 8.4 Bills: The University of Allahabad Bill 2004 was referred to the Committee on 27 th December The Bill is under consideration of the Committee will be taken up during the year Action Taken Notes: During the year, the Committee considered the Action Taken note submitted by the Government on the Recommendations/Observations contained in the 135 th Report on Dems for Grants ( ) of the Department of Health presented 148 th report thereon on 4 th February 2004 in 201 st session of Rajya Sabha. 8.6 Sub-Committees: The following two Sub-Committees were constituted by the Department-related Parliamentary Sting Committee on during the year: - (i) Sub-Committee on University Higher Education; (ii) Sub-Committee on Promotion of Sports 8.7 Visits/Tours: The details of the tours undertaken by the Committee on during the year 2004 are as follows: - Sl. 4 Institute of Management (IIM); 3.Gujarat University; 4.Netaji Subhash. Regional Centre of Sports Authority of India (SAI), Bangalore; 5. Bangalore University; 6. Indian Institute of Science; 7. National Law School of India University sports journalists etc. Also interacted with the stakeholders in the higher education including Vice- Chancellors, academicians, teachers, students, non-teaching staff the other experts in the field 8.8 Meetings Reports:- The Committee held, in all, 19 meetings during the year 2004 spread over 30 hours 25 utes. The two Sub-Committees of the Committee, held a total of five meetings during the year devoting therein around 6 hours 20 utes for consideration of their respective subjects. (Annexure 8.1) During the year under review, the Committee presented a total of six Reports. (Annexure 8.2). 8.9 Goals Analysis: - The main tasks assigned to each Department-related Committee as per rule 270 of the Rules Procedure Conduct of Business in the Council of States are consideration of Dems for Grants of the related Ministries/Departments exaation of Bills/basic long-term policy documents, if referred to the Committee exaation of Annual Report of the related Ministries/Departments. Accordingly, the Committee after considering the Dems for Grants of the related Departments presented four reports thereon. It also presented one report on Action Taken by Government of the Department of Health on the Dems for Grants ( ) one subject Report on Gender Budget Analysis.

5 During the year, the Committee also took up for consideration the following issues: 1. Functioning of Navodaya Kendriya Vidyalayas; 2. University Higher Education; 3. India s performance in International Sports the working of Sports Federations; 4. Problems being faced in implementation of various schemes of: (i) Department of Elementary Education Literacy; (ii) Department of Secondary Higher Education; (iii) Department of Women Child ; (iv) Ministry of Youth Affairs Sports. The subjects are under consideration will be taken up by the Committee in the year Status of Computerization: - During the year all the 6 Reports, which were presented during the year, were prepared on the Personal Computers. Other work such as notices, utes noting, drafting, etc. were also done on P.Cs This section tried to make maximum use of the facilities provided Inspection of the Section during 2004: Inspection for the year 2003 was conducted on 23 rd March Training:- During the year 2004, no officers/staff were deputed for training Miscellaneous:- Besides rendering secretarial assistance to the Committee in the discharge of its functions, this Section also dealt with the following items: - (a) Preparation, publication circulation of the Reports of the Committee; (b) Hling correspondence with the Ministries/Departments concerned on matters taken up by the Committee its Sub-Committees maintain liaison with them; (c) Furnishing information on matters relating to the Committee to different Sections/Branches of Rajya

6 Sabha/Lok Sabha Secretariats the agencies outside; (d) Processing of bills in respect of refreshments served in the meetings of the Committee Sub-Committees.
